New moves to fix problems caused by the homeless. The council is trying to enforce new rules. They will be voting on two ordinances on tuesday tracking down on public urination and shopping carts on sidewalks along with camping and visible drug paraphernalia. We are very much against that for several reasons. One is that i could see myself possibly being homeless in the future. Reporter advocates say that these measures only criminalize the homeless. Police are stepping up patrols in the haightashbury district and promoting a zero tolerance for the month. They have arrested 20 people for selling drugs and they have recovered brass knuckles and a pistol shaped bb gun. It seems to be making a difference. It is nicer and easier for us to clean up without having without knowing it will be 30 the next morning. The crackdown is drawing criticism from homeless advocates. Many say they are being targeted unfairly and the result is a change in the culture. They think there should be a new Transition Center and the haightashbury area to try to help these people get back on their feet. It has been an ongoing debate for decades in the bait area. What you can do and what you cant. Berkeley banned smoking on sidewalks as a way to move the homeless on. There was a question about having dogs with you. These measures kum go, but we dont see change. It has the neighbors unhappy and the homeless unhappy and going back to repeating what has already been done. This is really comprehensive. Have about a dozen individual measures in each measure. Its going to be interesting, even if they strip some of it back, to see if they are able to put legs on the rules. The good thing too is that the rules include solutions. They are talking about getting storage for the shopping carts that people have and ways to actually help them as they are trying to crack down. We have had that before. You pass rules on paper and everybody says it is the way to go. And forcing them and carrying them out is a different matter as we have seen in San Francisco and elsewhere. Okay . What else can you do . California wants to handle to hire a medical marijuana star czar. In california they will get 120,000 per year and no candidates have stepped up. I dont know if i want to put anybody under the bus, because whoever gets the job will have a target on their back. The czar may have a bigger row role than expected. Allowing dispensaries in unincorporated areas which means more money for the coffer. Statewide medical marijuana generates 850 my Million Dollars in sales tax. Some counties kanban medical kanban can ban miracle medical marijuana dispensaries. The College Dance program is expected to face cutbacks. Students are creating an online petition and have gathered over 4000 signatures. I was really surprised. As a liberal arts school, i cant see them trying to cut such big artistic programs like dance and language. That is part of the reason i applied here. The provost says it makes the most sense financially to focus on the programs most popular with students. The board of trustees will vote on the proposed changes and cut early next with next month. A lot of liberal arts degrees do not produce jobs. The hope is that if you get that job that you will be well rounded in a lot of areas for the rest of your life. You will have whole people and not just technocrats. Trying to being back the peace and quiet in a neighborhood. The problem is noisy planes. People have filed noise complaints. This is from years ago when the faa rolled out its Nextgen Program which allowed planes to fly with greater precision in and out of the airport. The Nextgen Program has certainly had an effect. I was say a negative one. Congresswoman anne and shoots says that it has created a superhighway in the sky. She is created bills to address the noise concern. In the meantime, local government is trying to take care of the program itself. Who is going to do that. Thats the same problem going on in san jose between the drivers and the rideshare services. Drivers have walked off the job several time this week saying that does not a level playing field. The city council proposed new regulations that would treat cabdrivers and ride booking drivers differently. Cabdrivers have to go through background checks and fingerprinting. The ride bookers are checked on a random basis. Cabbies also have builtin metering fees and can already and can only charge so much. Metering fees charged for the parking at the airports. Who is getting preferential treatment . Things are allowed at the San Francisco airport. Will that be a model . So far we dont have a model, we just have people saying it is not fair on either side. More this week at federal Appeals Court reversed a federal judges ruling as ruling a federal judges ruling that the Death Penalty is unconstitutional. No executions have been carried out in nearly a decade. That time lapse and the protracted legal fights are one of the reasons for the cruel and unusual punishment. We have da of san mateo. What the district short court judge did was say was unconstitutional. This week they said the trial judge made a mistake and that the federal judge cant decide this. It has to be left to the states and then to the federal. You go get to start with federal rules. We have spent a boatload of money on this issue. Is it ever going to be resolved between the legals and the core challenges and now measures on the ballot again . No, it wont get solved. The only way it is going to work is if we can get a ballot measure through. I think one of the other will solve the problem. Reporter one of them says to end the Death Penalty in the state of california. The second one says to make sure there is Adequate Funding and people hired to defend the cases so they move through the court system faster. Is that correct . Exactly and thats why i am supporting the second one. Reporter why are we not spending the money and hiring the people to get these people through the court system . It was coming up at a time when the state had no money. Now that they are back, its just the will to do it. We think people have the will to do it and that is why we are pushing it. Reporter the state cuts back for representation for people on death row. Why . Because the people have the strength to do it dont agree with the Death Penalty. Reporter you think it is machiavellian . I dont think it is machiavellian. They would not spend the money needed to get these people represented and have the attorneys compelled to do it. That is one thing the initiative does. It says if you want to take a state appeal and do that, you have to be willing to take the Death Penalty and you cant say no. Reporter people have a got reaction to this yes or no on this issue. Do you think again that it will be settled by the voters . If we vote for the one that you support, its not going to just one up wind up back in the courts . It will wind up back in the courts, but it is a step. The appeal that i didnt san mateo did not get an attorney for almost 5 years. This says that the attorney starts the day that the judge does the sentencing. Reporter five years . Whether that is cruel and unusual punishment, that is a mess. We have plenty of attorneys in the state. Reporter if you were going to charge people and put them on trial, you should give them an attorney. Thats it right there. Exactly. That would cut five years out of the delay. As soon as he goes down in the polls a little bit, he will push that button. He may have pushed a few folks away. Some supporters not going anywhere, but he may have impacted two we will attract with the comments he will attracts with the comments about ben carson. Other candidates do not seem to be moving much either. You have been carson who is still at the top of some polls. Marco rubio seems to be only the only threat on the way up. Reporter everybody is upset with trump about his remarks about carson liking him to somebody who is pathological like somebody with pedophilia. A week ago he was saying the carson was not telling the truth. So, everybody is going oh around the candidates. He is saying to ben carson that you are not as bad as you say you are. And carson is saying no, i really am that bad. It really goes beyond the pale to liken him to a child molester. Carson has made enough mistakes on his own. Reporter he did not need to say things about john mccain or rubio or bush, but he does. So far it has worked for him. It is working and continues to work, it seems. Whether it will fall flat or lose steam, so far it hasnt. Its amazing. Reporter i dont blame the other candidates for sitting back and watching the show while trump goes after carson and distracts everyone from other issues. While they reporter while they are talking to their donors, this socalled mythical Republican Party that is going to step in and say that one of the more reasonable candidates is the one. Have we seen evidence of that . The adults have left the room. I can say that media is part of the problem. They dont ask substantive questions of the candidates weather is carson, trump or whoever. It is a freeforall campaign. With the financial situation everybody has their own sponsor and they can stay in the race as long as they can based on that personal sponsorship. That is not the case if there is a centralized committee that will pick the winner. Everybody has their own party, basically, behind them. Reporter everybody is competing for attention in the media and so far the game is for carson and trump. You may see rubio get a foot in the door, but right now it is a twoman show. But after the terrorist attacks in france friday that plan changed. Well talk about the debate later in the broadcast right now latest on the paris attacks that left 129 dead and 352 wounded. Cbs news correspondent Elizabeth Palmer joins us from outside of bataclan concert hall in paris where 89 people were killed during a terror rampage on friday. Liz, whats the latest . Good morning, john. Well, a much clearer picture has emerged of what happened in about two and a half hours on friday night. Six locations were attacked, pretty much simultaneously at least seven terrorists were involved. Police say those men are all dead. Paris is in shock, of course, the country has begun three official days of mourning. The police immediately working with Forensics Team set out to identify these seven men they said they have got it. Although only named one of them. Relying on d. N. A. Evidence and some in some cases body parts, but they are sure of themselves. The guy is a french citizen comes from the paris suburbs he has been on security radar since 2010 when he was apparently radicalized. The search has gone international, it turns out that the car that was driven to the bataclan concert hall was rented by a belgian citizen. The police picked him up yesterday, he was trying to get back into belgium from france. Also arrested three other men from suburb of brussels which is known to be a home to islamic radicals.
