Mid peninsula traffic, looks reasonably good here with the traffic we have at the 92101 interchange. A slower usual ride as were still tracking an over 30 minute drive time southbound from highway 37 down to the toll plaza. The backup actually reaches to a little north of 37 southbound still backed up into the macarthur maze and a look at the san mateo commute. We see breaks from time to time, but overall the drive times here are still between 25 and 29 minutes. Your trip to the Golden Gate Bridge, while it ian anest trip there,s heavy traffic on it now. Southbound from mid span. The Richmond Bridge westbound 580, no longer a backup at the toll plaza. That means a much easier ride headed through richmond. A south korean Appellate Court has sentenced the captain of that ferry that san diego last year to life in prison. A courts spokesperson says sentencing was increased because the court convince convicted him on homicide charges. 14 other members were sentenced to 12 months to 18 months in prison. Most of the victims who died were teenagers who were traveling to the Southern Islands for a school trip. Happening now, the United States is sending 9 million in relief funds to help with the Recovery Efforts in nepal. In addition to one million pledged, theyre sending 45 tons of aid, a search and rescue team and a u. S. Special forces team for High Altitude training. Aid workers in nepal are still struggling to get the upper hand on the devastation that happened happened. There are power blackouts. More than 4400 people were killed and more than 7,000 are injured. At least four americans we know are among the dead. 250 people are missing after a mud slide in a village during the center of the Nepal Earthquake. And back here in the bay area, San Francisco mayor is urging families to prepare for emergencies in the wake of this earthquake in nepal. Even though were thousands of miles away, you Better Believe the nation especially San Francisco, the Castro District, theyre paying close attention to whats going on. This is a historic day because the Supreme Court has a couple of decisions that they have to make from now until the end of june. Let me show you whats going on in the Castro District. Its starting at the same time the Supreme Court took up the issue this morning. You can see a lot of people here on the corner of castro and market passing out flyers. This is one of two rallies that will be taking place today. Whats happening this morning is theyre trying to get more people to show up to the 5 00 p. M. Rally on the set of San Francisco city hall. They expect hundreds of people to be there. And one of the gentlemen the men that you see in that video, he joins me now, tray allen is a community organizer. Your thoughts on whats going on, 11 years ago on the steps of city hall. Samesex couples are allowed to get married. Anxious, surprised 11 years later, were right back at it. This issue has not been completely resolved. When they started marrying lesbian and gay couples 11 years ago, it was ground breaking. Here we are today. I dont think we ever thought we would be this far this soon, and now that the Supreme Court is picking up the decision, theyre going to settle once and for all whether samesex couples have a constitutionally protected right to marriage. Are you nervous because there are states and they have a lot of money and a lot of resources. Fighting this, that they want to make sure that the band stays in place. You know, im not nervous at all. Im excited. We have a lot of positive feedback from the Supreme Court justices. So, you know, well wait and see. The decision comes out in june. Well have another day of decision like we did in 2013 for prop a and doma, but were excited. Were going to see everyone here in San Francisco at city hall at 5 00 p. M. Today. You and i were talking a little bit earlier. California, its legal for same sex couplals to get married, but there are states like michigan, ohio, kentucky, if you move there, youre concerned that they dont have to recognize you. Thats the truth. If youre a married samesex couple from a state with gay marriage and you move to one of these states or travel there, is your marriage recognized . Thats the problem because were not a United States of america. So thats what we hope to settle this time, is that once and for all nationally gay marriage, samesex marriage and Marriage Equality is recognized. Thank you so much, tray allen. A prerally event is taking place this morning. Thats over, but you can still go to the rally tonight from 5 00 to 7 00 and thats on the city hall steps. One of the other stories were following this morning include a bay area model and bartender whos filed an Excessive Force lawsuit against bart and the city of oakland after she says police literally broke her face. We have video. You may find it alarming. Be warned. Shes being booked and thrown to the ground. She was arrested for public intoxication after police found her passed out at the bart station. As the Police Report indicates, she had turned violently toward him and started punching at his face. He said it was because of that he had to use an arm bar to take her down. What am i supposed to say to my niece when shes asking me how this happened. How am i supposed to say that a cop did this . Shes supposed to think that cops are there to protect you and, you know, to be there for you and be the good guys. Im not going to tell her that a cop did this to my face, you know. Well, she suffered, as you can see here, a number of injuries i including four broken bones. She had stitches in her lip and left eye. Had one tooth knocked out and another one chipped. They will be on hand today to advise students. Corinthian colleges closed its remaining 28 ground campuses, displacing 16,000 students yesterday. That came less than two weeks after the u. S. Department of education announced they were fining the institution 30 million for misrepresentation. Six of the schools that closed are right here in the area. San francisco, concord and hayward along with fremont and Everest College in hayward. Heres a look at the ride. Its a hot spot. Jammed up. A stage four drought emergency was declared. Theres a surcharge being proposed on all water users. That could increase bills for 12 a month for regular customers but more than 100 a month for excessive water users. Theyre increasing it to a higher level of 20 . They will be banning Outdoor Watering until 6 00 in the evening. They will be buying river water from the federal government. The hearing is in oakland. Its all about the heat today, james. Live in the weather center. Theyre not going to see any difference compared to yesterday just by a couple of degrees. Its still going to be warm. Theyre dealing with sunshine right now. Plan on having sunglasses ready and water bottle. They will easily reach the upper 70s. Yesterday they had mid80s. Looking at san mateo, you can see the clouds looking off to the west. We do have fog out there as well. I want to show you the Golden Gate Bridge coming up at 9 15. Were dealing with fog and drizzle mainly along the coastlines. Giving temperatures into the upper 40s and 50s. Just off to the east where we were showing the live camera shot, you saw those temperatures into the 50s with a lot of sunshine and across the south bay warming up into the low to mid50s. Now, these temperatures are going to continue to slowly warm up into the lower 60s into the 10 00 hour by lunchtime into thenar 60s. Now, yesterday they warmed up into the 80s. Were not going to be that warm. Were fully going to fall into the upper 60s and it will be breezy with the winds 1520 miles per hour. Around the bay, warm temperatures. We have some mid 70s across concord and pleasantton. Now, looking at the peninsula, thats where were going to be dealing with cooler temperatures by 10 degrees or so from yesterday. Low to mid60s with upper 50s along the coastline. Now, if youre going to the oakland as game later. It starts at 7 05. The first pitch will be breezy and mild with the temperatures. Were going to deal with across the bay tomorrow, still slightly cooler temperatures but warm across inland locations. And then we really crank up the temperatures for thursday and friday. We could see 90degree temperatures across inland locations for thursday. Then, by the weekend, still dry but cooler and cooler weather will continue on into early next week. Now, heres george with your drive. Were still tracking slow traffic here out of walnut creek. 680 southbound, one of the hot spots were looking. Currently there are no incidents to report here. This is just slowing from earlier occurring problems at stone valley road. And the westbound ride on highway 24, also slow. 2 minutes to your drive time for that westward ride. And we continue to look at slowing here for 680 southbound. Were still heavy for 280 northbound out of downtown san jose at a 23minute drive time heading out toward cupertino and the interchange with highway 85 on 280 northbound. The bay bridge still packed up into the macarthur maze, but were seeing a bit of a break between the maze bridge backup. On 92 in the san mateo bridge ride, the drive times appear to be improving, but im not totally convinced weve seen the end of the backup. This could just mean a problem approaching the toll plaza. For the Golden Gate Bridge, traffic has been very sluggish for the past 24 minutes. Were also at the peak of the commute for southbound 101. Weve seen big improvement no longer a backup here for the westbound ride headed toward the toll plaza. James . George, thank you. Back to our breaking news story this morning. The latest with riots out of baltimore. All of this taking place of course hours after Funeral Services for freddy gray. He died from a spinal cord injury while in Police Custody. The majority of the protesters are teenagers and one rioter got a tough lesson from what appeared to be his own mother. You see the man there in the mask getting slapped repeatedly by a woman. Many believing the mother of that child. She started smacking him around, apparently was embarrassed by what she saw her son doing. Officers applaud her actions. Take a listen. If you saw in one scene you, had one mother who grabbed their child who had a hood on his head. She started smacking him on the head because she was so embarrassed. The death toll from saturdays earthquake in nepal now stands at more than 4,400 people and it continues to rise. Rescue workers have yet to reach some remote communities and find out how many died there. This is drone video showing you the mass destruction of homes and other buildings in kathmandu. Hundreds of thousands of people are still living in the open without clean water or sanitation. Many of them are in need of food. A number of students in berkley are trying to bring attention to the families of nepal. They need help. Theyve been asking theyre like my other far relative, cousins, theyve been sending us message. Please help us. Theres a lot of family members i couldnt reach until now. Theyre probably on different parts of the country. I have been trying to call them and text them and get ahold of them however i can. The students goal is to raise money and get supplies to the survivors, not just in the big cities like kathmandu but also the outlying areas. As pointed out, some people will take advantage of others during this time as well. Cyber criminals are taking advantage of people looking to donate to the nepal tragedy. Were stepping up to help combat this. Facebook and apple has set up ways to donate. Theyve set up a donation page on i tunes. The funds are taken from whatever payment source you have set up with itunes. 100 of the donations go to the American Red Cross and its ongoing efforts to help survivors. The team made that decision today after consulting with mlb and state officials. Were waiting to see where theyre going to play them. They have another set of games to play at the end of the week there. s talk they may relocate and have them play them in washington, dc at the home of the nationals. Were also tracking the latest with the Supreme Court this morning as the justices are at this very minute hearing oral arguments in a decision that could legalize gay marriage nationwide. Lets get rite to our continuing coverage of our breaking news story, which is the state of emergency in baltimore this morning after riots broke out last night were not going to have another repeat of what happened last night. Its not going to happen tonight. I want to thank the faith leaders for their involvement. All throughout this theyve been preaching peace and saying violence is not helping the situation. The people who have legitimate concerns and frustrations about the Ongoing Investigation with with respect to what happened with freddy gray are not served well by these violent acts. And this violence is not establishing anything. We would be happy to answer any questions you might have. You would you explain to folks how the state of emergency works when your state of Emergency Declaration was prepared . And what happened in the next 48 hours . Do you have to wait for the mayor to ask is this. Well, as you know, the violence started at 3 00 yesterday afternoon. We had prior to that taken preliminary action. So we activated the command center as of last saturday. I had talked to the National Guard and been in communication with the white house. Weve had an ongoing communication on a daily basis with the mayor. This violence started about 3 00 yesterday afternoon. We were in constant communication. The mayor requested us to bring in the National Guard and declare the state of emergency. We did so immediately because we prepared the order a week before. We had called up the National Guard had been put on alert. They were ready to act. The Emergency Command Center was already activated. We already called together local police and fire other services from around the state. So it was about 30 seconds before we completely activated all of the resources. Its been now less than 24 hours. You can see we had a couple more thousand on the street in baltimore. To my knowledge there,s been no incidents this. Morning were still concerned about what might happen this evening. Were continuing to bring more people in from around the state and around the country. Were going to put as much manpower and as many resources as we can to make sure that we do not have that kind of a situation. [indiscernible] what i told you is we were working all week and we prepared the National Guard. We activated the Emergency Command Center and when the mayor requested, we brought them in. We did quite a bit, but we waited until the mayor asked us to come in. We didnt think it was appropriate to come in did it take you too long whos going to declare whos to blame. Our response has been incredible. We acted instantaneously. Im happy about the state and the local departments. Were talking with the president a little later. Were going to make sure that we provide all of the assistance we can from the state and lecal level. We toured businesses that were burned and looted. We met with citizens who have had lost their homes and weve talked with we had a Cabinet Meeting before the community meeting. Weve contacted a Small Business administration about Financial Assistance for folks that do not have insurance. Whatever resources are necessary from the federal, state, and local level, well provide. Can you talk about the immediate needs in the community. What resources you and your Department Heads going to bring to bear. Well, the the immediate need is to restore calm. I think were already well on our way to getting that accomplished. There are no more fires burning. There are no more looting going on. Theres also issues like emergency housing, which were providing from both department of Human Resources and housing agency. Theres Financial Assistance. Weve activated volunteers from around the state. Were asking for volunteers in donations. Weve been in communication with other states to bring in resources. Governor christie in new jersey has agreed to send in 150 new jersey state troopers and a lot of assets to help us. The guard is calling up another thousand who will be here by tonight. Were going to make sure that the city is brought back to peace. How many are here now . Weve got a couple of thousand new Police Officers and guard on the street. Its going to continue to grow. Well put as many as we need. What are are you prepared to do. We met with the groups again today. We talked about some of the issues. My number one concern was jobs. Were creating more jobs. Its a top priority of our administration. Tomorrow we work on creating new jobs together. What can you do to convince businesses to come back to baltimore given what happened yesterday is this. Its not going to be easy. Did you call the mayor, ahbor did she call you . I called the mayor multiple times yesterday. Governor, at this point, who is ultimately responsible for the crews on the ground, you or the mayor of baltimore. The mayor had the city police on the ground. Frankly they were overwhelmed. All the rest of the boots on the ground came from us. Is that a concern . A critical concern . Sure, it is a concern. This is not the baltimore that we know and love. This is certainly not putting us in very good light. It doesnt help with tourism or bringing in business, but were going to be stronger after this is over with. Its a very unfortunate and sad incident. Were going to do everything we can to move forward from here. Can you talk about whether there were any conversations with the mayor about ferguson, what might have been learned from ferguson . Whether he decided to pull back on bringing in troops because of what might have been learned in ferguson . You know, those are questions you should probably direct to the mayor. I didnt have discussions with her about ferguson or why shes holding back. We were just ready to get moving forward as soon as she made that decision, we got to work. Are there damage estimates at this point . A number of businesses or homes that have been destroyed. I know our insurance commissioner has activated a team to come in and work on these assessmentsened made it a priority. I dont have an assessment at this point. Thank you very much.
