And were all waiting for the truth to come out. Theyre still behind closed doors with the mayor. And earlier today he said the chief should be held accountable for the latest shooting. And when asked where whether the chief should resign he should everything should be considered. It happened just this morning, two uniformed officers in a patrol car were working on the departments stolen car abatement program. They announced a parked stolen car, tried to make contact with the female driver. A witness says the driver fled the scene crashing into a truck. Officers got out of their cars and ran down for further investigation. The witness says that the person in the car, the suspect was kind of going back and forth with the car. Putting it in reverse, and putting it in forward position and drive position. Ultimately what happened was that one officer a sergeant fired a single shot striking the suspect, they administrated cpr but she died later at the hospital. Shes a 27yearold African American woman. We dont know if she had any sort of weapon in her car. The two officers were interviewed separately this morning. And the department of justice was on sign. We have spoke ton a number of people involved in the coalition. They are pretty angry about this shooting because this is the third one to happen in just the past six months. They are planning protests. Theyre supposed to be arriving around 5 00 and they plan to stay here for 24 hours. Theyre also going to be holding a vigil at the scene of the shooting at 8 30. So things could get a little rowdy at city hall tonight. Lets go back to what the mayor said today. As weve been reporting there has been a corusts of calls for the chief to step corp. Us chorus of calls for the chief to step down. And this sound like his first hint of forcing the mayor out a . He didnt say what his decision was. He said everything should be considered. That its on the table. I was able to speak with the chief, he says has no plans to resign today. Those rumors have been swirling around for a while now. So the chief is probably going to retire at what stage, we dont know. And a lot of folks are saying it could be sooner rather than later because of all the officer involved shootings going on. But well have to wait and see. Into follow uppen i want to follow up on that. And the mayor has said i stand behind the chief i want him to have time to allow his reforms to take place. Then a woman died today. So you saw the mayors tone change . Reporter he basically said that the chief should be held accountable. But right now they are most likely discussing exactly what happened at that shooting. And theres also going to be a press conference at 5 00 tonight at the hall of justice well hopefully get some more details about the shooting. At the time we had the press conference with the chief not a lot of details were coming out. We had simply heard from the perspective of one witness. The chief said he didnt have the officers accounts. So itll be interesting to see if some of that dialogue is discussed at tonights meeting. Itll be interesting to see. And if he plans to resign, possibly retirement. But heather, to your point it sounds like possibly, if the mayors tone is changing. Right. Could this mean he could be getting fired. This could be sort of the final. The pressure starts to mount on the mayor himself and goes up the chain. Shell stay inside city hall and well let you know if the mayor comes out. Update about a missing man from the john george psychiatric hospital. He was found around 9 00 this morning near foothill boulevard and 42nd avenue in oakland. This picture shows a police car and ambulance responding to pick him up. He was released on may 8th, he was still wearing his hospital clothing. He had been missing since may 11th. His brother tells ktvu hes trying to get him Long Term Mental Health care but has had trouble finding a long term location. We used undercover video to highlight the awful conditions in that facility where patients have to eat and sleep on the floor because theres not enough bed space. Officials say they cant comment on the status of individual passenger. Relatives of egypt air flight passengers eagerly awaiting words on their loved ones. The flight was lost from radar just before 3 00 a. M. Local time. The plane crashed less than 200 miles from its destination and we still dont know why. Heres the latest from american and egyptian officials. The United States navy is now assisting in the search that egypt air flight that vanished from the radar earlier today. If anybody today wants to know if the plane has fallen or not, we will not find out today. Egypts Civil Aviation minister briefing reporters in cairo warning the media not to jump to conclusions about what caused the plane to go down. We have hypothesis and theorys about what happened but we want to be respectful. Other authorities in the Egyptian Government say all signs point to terrorism. Its too early to definitively say what may have caused this disaster. The investigation is underway. Anders will and investigators will consider all possible reasons for the crash. It was flying at 37 ,000 feet at the time about 10 miles into egypt air space. The plane made several violent terms before dropping some 15,000 feet before vanishing off radar all together. They could have had a loss of control of the aircraft because of an explosion. Of the 66 members on board none are believed to be american. In washington joe walledman. They looked at stops the plane made before paris, and one was in tunisia. 2 or 3 other countries. Where security is not as tight. That will be a main focus of the investigation. We do a lot of talks and the first thing a teenager tells you is if they can write a note to their middle school selfstay off of that app. Aside from that what other advice do you offer parents. A lot of the catfishing apps like fake conversationses, or creating the fake boyfriend or fake girlfriend. Kids download an app and create a whole universe of discussion with someone whose not really there. Chelsea handler has one where you can create a get out of situation that you want to. So if youre on a date or at a party and you want to leave, you can a set a text to come to you and then you can show someone say i need to go home my mom is calling. San Francisco Police shot and killed a woman this morning near the bay view and we continue to monitor the situation a meeting thats happening at San Francisco city hall between the police chief and mayor ed lee. They could be talking about whether or not he keeps his job or if he will resign. Who knows what theyre talking about. At the top of the newscast we gave a live report and we wanted to give you an update on that story. All of this one day after a former San FranciscoPolice Officer sued the police chief claiming she was targeted for turning in another officer. The San FranciscoPolice Organization that represents lgbt officers. Heather you first broke the story of embezzlement and the officer who blew the whistle is no longer on the force. She stepped forward to report the embezzlement first to the department of internal affairs and during that exclusive interview with me. But days after the story aired she became the focus of a Department Investigation and she was given an ultimatum retire or risk losing everything. A crime committed by a Police Officer. When San Francisco police offer path burley sat down with ktvu she knew it was a risk. I dont know why they wouldnt want to know about it. At the time she asked us to hood her identity afraid of hide her identity afraid of what might happen for speaking out about fellow officers. Cover it up, thats fine. Thats outrageous. She never imagined the backlash for blowing the when i say would be so severe. Theres a big sense of betrayal. Shes no longer in hiding and shes speaking freely for the retaliation she faced for exposing a secret some didnt want her to el the. We to dell. We did every other avenue to make sure justice was done it wasnt done. She suspected the organizations manager had embezzled thousands of dollars. They brought the attention opt groups president but the lieutenant ordered them not to report the crime. She raised her concerns to the departments internal affairs commission. He gave back the money and resigned but she thought he should face charges. We take an oath to uphold justice and that wasnt being done. It just wasnt right. Frustrated she decided to detail the allegations with ktvu. It turned out to be a costly decision. I came and spoke to you and all of sa a sudden im in trouble for misconduct. Instead of being awarded for turning in a dirty cop she became the target of an internal affairs investigation. They showed me the video asking if it was me or if i knew who it was. Whatd you say. I said it wasnt me so i wouldnt lose my job and my benefits. You knew that lie. Could impose discipline yes. She didnt think it would end her career after 22 years with sfpd. But four months after he was booked on felony embezzlement and grand theft she was informed the department was pursuing the misconduct case against her. She was told it would be referred to the Police Commission. But that police chief would agree to close the case with the allegations not sustained if she agreed to retire early. I was force today retire because i went to the press about a Personnel Matter and an officer committing a crime and the chief did not like that. The chief said he couldnt comment on the case siting pending litigation. But he said theres no tolerance for retaliation against officers for trying to report problems in the officer. He said we encourage our officers to report any misconduct by department members. Officers have a duty to report such behavior. I think theres no question shes the whistle blower. Oakland attorney representing her. She was retaliated for coming forward with information that another officer had committed a crime. This is information that another Police Officer wanted covered up and she said not on my watch. Walker said officers have First Amendment protection against employer retaliation can when speaking out about Department Misconduct or corruption and that this is evident the antisnitching in the department. That they were investigation was even initiated because they reported another officer to the press, that chills a whistle blower from coming forward. Thats a lot of blood sweat and tears in that badge. Instead of taking her chance against the Police Commission she took him up on her offer and retired. Its amazing what it represents and how much you feel like, youre somebody with it then you take it off and im still somebody but im not the same somebody. The veteran Law Enforcement officer grew emotional. She talked about life after the Police Department and about her decision to move forward with the whistle blower retaliation complaints. She said she spoke out because she felt she had to. It came a great personal cost. If you had to do it over again would you do it the same way . Would you have spoken out . Ville spoken out i would have spoken out yes. Shes suing for the lost benefits and back pay. No longer with the force, still seeing retaliation . She showed me a letter she received last month that she might be added to the brady list. Its a list of current informant officer whose testimonies maybe suspect bah because of troubles with the law. And they site dishonesty as her lying to internal affairs. Some would say she did the right thing and on the other side of the fence she lied to internal affairs which is a fireable offense. Which is a no no. You put your hand up and say youll follow the general order and you have to be truthful with internal affairs. She says she sort of freaked out when she was brought in and it came after our story. Its not as if she lied about a criminal case or falsifying records. She was trying to help the department. She lied about. Her identity. Whether she came bad and talked to the press. Came forward and talked to the press. She should have said yeah that was me. We dont know what would have happened. We keep talking about mayor ed lee having the meeting at city hall. We just got word that he will come out of his office and address the media. Weve got a crew and were ready for him when he does. I just got this email about it saying until i get any more information i will not release a statement. Still developing on this story. And the only one out of some 200 girls to escape after bokoharam kidnapped them two years ago. What were learning about her escape and her meeting with the president of nigeria today. And though the facts are still emerging, we know that this morning a young woman of color was killed in an officer involved shooting. The community is grieving and i join them in that grief. These officer involved shootings justified or not have forced our city to open its eyes to questions of when and how police use lethal force. For the last many months every day, ive asked myself is the path to reform best advanced by our current departments leadership. And because my goal has been and remains that real reform and the restoration of trust has to be our priority. I have previously expressed confidence in the police chief because i know he agrees with and understands the need for reform. He has demonstrated his commitment to instilling these reforms through the whole department from the command staff to the cadet. But following this mornings officer involved shooting and my meeting with the chief this afternoon today i have arrived at a different conclusion to the question of how best to move forward. And for me this is never been about personalities and politics, its been about performance. Because in my three decades of Public Service ive learned how important it is to measure progress along the way. Hes a dedicated Public Servant whose given more than three decades of his life to the bay view. The progress weve made has been meaningful but it hasnt been fast enough, not for me, and not for greg. Thats why i have asked the police chief for his resignation. And in the best interest of the city that he loves so much. He tendered his resignation earlier today despite the political rhetoric of the past few weeks i have nothing but profound admiration for greg. Hes a true Public Servant and hell always have respect from me. Ive known him for years and hes a man of great character. Hes taken his job seriously. Hes loyal, hes smart and he understands that a Police Officer is more than a Public Safety enforcer. A Police Officer is a peace of mind. Its peace of mind and a social worker. Greg has been a model San Franciscon and a great man. To take his place im naming tony chaplan to my left as acting chief. Hes served in the Police Department for 36 years. He has an established commitment to the citys diverse communities. Having served in stations in the Gang Task Force and running the homicide division. Tony has most recently helped establish our new professional standards and principled policing bureau. The arm of the department that focuses on accountability and transparency. The men and women of the San FranciscoPolice Department put themselves in harms way literally everyday. We owe to them to restore the Communities Trust in their department in their work. And as we em bark on a new chapter for the police we aim to restore this trust. Some reforms in the way might have prevented or clarified todays incident. We need to turn these plans into action. I will hold the acting chief and the department into a High Standard of urgency to implement the reforms weve already announced in the past several months. And we will keep pressing forward with new Accountability Measures and stronger oversight over police use of force. To the citizens of San Francisco we must push forward, harder than ever to reform the Police Department to restore trust with every community while keeping our city safe. And this moment we have to push aside politics and begin to heal the city. Thank you. The commission and i will be working together on that. There you have it. The mayor of San Francisco ed lee addressing the media and asking for the Police Chiefs resignation. He says that the chief handed it in. And that he has already named an acting chief there in the city of of San Francisco tony chaplan. And. Hes been with the department for many years. He was part of the command staff and with the deputy chief of whats called professional standards and principled policing bureau. I checked with the rank and file coming out here. There was speculation that this deputy chief might be interim chief. Hes very well liked and respected. But the pressure just became too much. Youve been covering San FranciscoPolice Department now for a year. So this new, interim chief is well like and had well respected as i understand it so was chief ser. How do you see this working out in the department . We have to go back to the circumstances that happened recently. You have a series of deadly officer involved shooting seeing the tension building among Community Members and the chief he felt like he wasnt doing enough to provide the officers with enough to prevent the shootings. Tasers. Possibly tasers, but as weve been reporting he has gone before the Police Commission at least two times. And right now on your screen youre looking at the new interim police chief of the San FranciscoPolice Department. I do not envy his job. Listening to mayor lee i notice a sense of sadness in his voice. From a San Franciscon to a San Franciscon asking for the resignation. Not easy. Calling it a sol um moment. But saying they need to push forward when it comes to doing reforms. We heard imtalk about the 17 and a half million dollars. Now tony chaplan i wonder if he will become the chief of police or if this is a part time thing. What do you think . If you look back at previous chiefs those that are successful are insiders who know the city and the department. If i were to guess i would say he would become, he would be moved from interim chief to actual chief. But there will be a commission evaluating that. Three officer involved shootings in about three months. The chief no more as the acting chief is handed over to tony chaplan. Well be right back. You heard it right here. Ive been taking to some of the ranked file in the Police Department. Toney chaplin is well respected, well liked. He just became deputy chief about a year ago. Im told he was an inspector at the Gang Task Force. Promoted to lieutenant in 2007 and then became a lieutenant of the homicide division. So a little bit of background for a man who will be leading the Police Department in the interim. Chief greg suer giving his letter of resignation. It didnt take long from the shooting we saw this morning to this. All the things weve seen, the shooting, protest, the hunger strike. It almost led up to the point and for another person to be dead now, im not sure if this was the correct thing, but something needed to be done.
