Will we arrived on scene we found three victims. One of the victims have succumbed to her gunshot wounds. Reporter two men, one a contractor and the other a 50 yearold man walking home were both shot in the leg. Sources say all three victims were innocent bystanders. My exhusband got shot today. Reporter katrina says this is the fourth shooting in six months. There are outside neighborhoods that come over here and commit these violences. Reporter gang members are notorious for hanging out at this intersection. Adam charles said he moved in six months ago because the rent is reasonable but he worries about his safety. Its frustrating not being able to go to my house and not being able there are dead bodies on the floor. We are doing all we can to work in a partnership with the community and to act as guardians of this community. Reporter witnesses tell us the gunmen were one a block from here. We are learning what will happen to the dozens of people forced out of their homes by a deadly fire this week. County officials are trying to find permanent housing for those victims. All afternoon we have seen people pulling up and bringing items for the people staying at this temporary shelter. The red cross says they are good on donations for now. Oakland city official says Alameda County is supposed to do a Housing Needs assessment today. The concern is that those people can end up homeless and on the street. The city of oakland has such a shortage of affordable housing. It is very difficult. But the city has placed some people. And they are working hard to find suitable housing. Reporter finding suitable housing is a source of stress. One man says he lived in that Apartment Building for 3. 5 years. He has a job at the coliseum and he needs to be close to Public Transit to get to work. I will go to this place and lived there because of the high rental prices in the bay area. Reporter he went on to explain that he met with a representative to get the process started to try to find him a new apartment. The red cross is the shelter will stay open as long as they feel it is needed. I asked if there was something the public can do to ask help. What was the biggest concern that came out of the meeting . Said that the biggest concern, beyond basic human rights issues, due process issues that are protected under the constitution of the United States and also protecting local treasuries. That is money that is taken away after you spend it. That is the way the federal government works. They give us appropriations and we spend it and we bill them for that. To detain people indefinitely without Court Hearings are due process. Sometimes up to six months at a time in our jails funded by local taxpayers until they get a chance to come around and interview them. We stopped doing that in 2010. And federal courts all over the country since then have determined that that practice is in fact unconstitutional. Now we have an executive branch coming back and saying do it anyway even though it has been deemed unconstitutional or we will take your money away. That is the core question. You said 1. 7 billion and you send them a bill. The next cycle comes up and you send the bill and the atty. General. Says we will not reimburse you, will you be left holding the bag . We filed a lawsuit to stop him from doing that. That hearing will be held in San Francisco in federal court at 2 pm on april 14. From the initial hearing we are asking for an injunction and a temporary restraining order to stop them from doing that until the underlying litigation is settled. We have had a visioning session. People want hotels, they want housing, affordable housing. They want to make sure there are shops and opportunities for youth centers, theaters, those kinds of things. Things that can employ the immediate residence and sustain the area. Smacks we know that the warriors are leaving, the as are looking to build a new stadium. When the warriors leave and the as find another location, that property will be vacant as far as sports franchises go. You think the whole thing should be torn down and reborn into Something Else . We think that area can be developed for the public good. Whoever comes in should work with the people and work with the union workers. A lot of people have been here long time. And to the conviction the reason for the conviction and the corrective action. I was a only disappointment is that it took a court order. It has been 6. 5 years since the explosion occurred. And we think its about time that they took full responsibility in this meaningful way. What do you believe will be accomplished here . Our objective is to see that pg e that the culture and operations are truly transformed and reformed to focus on safety as the highest priority outcome in their operations. What happened in san bruno should not have happened. It happened as a result of negligence and inappropriate priorities and operating the company with profits over safety. And we want to make sure that this is the start of the perform at pg e to assure this does not happen again. It commercials are one thing but actual form is another. Is this a sign that they are moving that way . The court also ordered an independent monitor to be installed at pg e. That is one of the things that san bruno has advocated for over many years. And we are pleased to see that. And that is one of the provisions of the sentence even for the felony conviction. We think of monitor will make a difference. Is someone is watching from inside to make sure that what is supposed to happen takes hold. Connie, what do you think, pg e airing these commercials, what do you think they are thinking . They are saying that during the process that safety was first, but now they are admitting that they did not put safety first.
