Storm all belong r morning long. It is beautiful out there now. It is kind of like the calm before the storm. Youll know it is here first thing tomorrow morning. This is not just a weak one that will produce a few hundredths of an inch. Look at that rainfall range. A half of an inch in the south bay. It could be approaching three inches in the north bay, coastal hills. The winds around 40 Miles Per Hour. You can see what is happening. We have a lot of moisture. We call that Atmospheric River, all directed toward Northern California and will impact the bay area as well. In terms of the rainfall, the focus right now is up to our north, right around eureka. We just have some scattered high clouds in place. Partly to mostly cloudy skies. The rain line will be moving to the south. Here is our live camera looking out towards the golden gate bridge. Fairly nice this thursday afternoon. By late in the afternoon into the evening hours, we have a chance of a few north bay showers. Look at what happens first thing tomorrow morning. 8 00 a. M. The yellows an the oranges do correspond to moderate to heavy rain. There is a chance we could have an urban and small stream flood advisory during the morning commute. And the wind also with right there as soon as that first rain starts to come down. The bridges across the bridge, and you get a southerly wind. Think of a wind coming in from the south. That bisecond quarters the bridge. As a result you really feel it when youre crossing the bridges. Two hands on the wheel. Yes. And another one for the weekend. Well talk more about that in a few minutes. Thank you. With the rain on the way, many people are preparing for flooding and wet roads. We are joined live from marin county with a warning from county. Good afternoon to you guys. Certainly the chp is bracing for a very busy morning commute. The first serious rain we have had in the bear in quite a few months. That will mean slick roads out there and probably a lot of of crashes. Were hire along highway 101 right at lucky drive. This is a spot that always sends to flood when we have rain. The chp is asking the drivers before you hit the road tomorrow morning, it is a good idea to check that the tire pressure is good on your car. Also make sure the windshield wipers are in good working order. By all means, take it slow. Our biggest recommendation is give yourself time. If the major rain is going to be during the morning commute, then anticipate a slower commute than normal. Allow yourself more time to get to work. Leave earlier if you can, but ultimately just have patience. This storm is expected to bring heavy rain and also powerful winds that potentially could bring down trees. In mill valley this morning, the Tree Trimmers were out. They were cutting away dead branches so they dont fall down on to pg e power lines in that area. Pg e says they do this kind of preventative work year round but it is particularly important ahead a rainstorm like this one. The utility said it will be tracking the storm as it arrives in the bay area tomorrow morning to make sure the crews are ready to respond to any outages. So we have a Meteorologist Team that is constantly monitoring the weather, making sure we know exactly where a storm might be coming through so we can have the amount of crews in the right locations. I have some things im pulling in from the outside to make sure nothing gets wet, making sure ill of my windshield wipers are set up, tires. I deliver ice cream for a living that is the biggest thing is making sure im safe on the road. Reporter at the park and ride right underneath highway 101, there are already signs up warning people not to park here starting tomorrow. That lot always tends to flood during storms. Were also seeing people raking up leaves, trying to make sure that they dont clog up storm drains an a lot of homeowners clearing out the gutters for the first time in a long time. Bringing you back out here to a live picture of traffic moving along freely here on highway 101. Things are all dry that is going to change starting tomorrow morning for the busy morning commute. The chp was talking about it with us earlier this morning. A lot of people, we havent seen serious rain in the bay area, significant rain since march of this year. A lot of people really tend to forget how to drive when we have wet conditions. So it is time to remember take you have to take it slow and leave yourself plenty of stopping distance between you and that car in front of you. Set the awill remember a few minutes early tonight. Thank you. In addition to the precautions that alex mentioned, we hope you down load our k. T. V. Weather app to get the latest on the storm and you can get updates on facebook, twitter and instagram. Early voting in the president ial election is already underway here in the bay area, and in many states across the country. And some areas are even expected to see a record voter turn out. The cafe in alameda is a slice of americana where it happens in thousands of cafes every day across america, discussions are just as important as breakfasts. Though opinions here differ on who to vote for, it seems everyone thinks voting is essential this time. And more important this time nmy opinion. Why is that . Trump. I dont like trump. Some people say, you know, theyre all the same. It doesnt really matter and all of that do you believe that . He said some mean things about women and it turned me off. Im a Firm Believer that it is our duty and right to vote and we should all get out there and do it and try to persuade which way this ens up. Otherwise it is going to be the same old, same old. And this is the year that everything changes. Everyone seems to agree that this election is like no other. It is pretty crazy right now. But i think it is pretty clear. Im not going to say anything too much, but i think we need to get out and vote. The highest seat in the land and it is just garage what theyre doing garbage what theyre doing to each other. This isnt politics. This is fighting. The most bizarre election i have ever witnessed. Why . Well, because the candidates are so controversial, theres so much controversy around hillary with emails and trump with whatever he says. In am needa county, were looking at recordsetting votes. Right now crews in San Francisco are working to retrieve the sailboat that capsized and sank over the weekend. New at noon, the Las Vegas Assembly is in a special session of the Nevada Legislature and the assembly is discussing a bill that would raise the hotel tax to raise over a billion dollars to fund an nfl stadium and convention center. Special session is open ended so we dont know yet when lawmakers will vote. Were joined on the phone with the las vegas journal. Good afternoon. Good afternoon. A busy day here in carson city. I bet it was. The senate seemed to give this the green light. Do you expect a bumpier battle with the assembly . I think that is a fair statement. The senate voted 165 to approve this bill and now it moves over to the assembly where it need as 2 3 approval. You have 42 people on the assembly. I really do not believe that brian sandoval, the governor, would have called this special session if he didnt know he could get the votes to pass this bill. Even though theres going to be a lot of political rhetoric and back room dealings, i expect this to get done either tonight or tomorrow. I think it will get passed. So who do you think is running the show here . Is it the wealthy backers or the legislators that the people have elected to represent them . Well, i think youve got deals that are being made between the two. Obviously you have some very powerful people in vegas who are pushing this. The governor, you have steve wynn here, and we have people like that behind this project pushing it, basically telling the politicians, hey, this is what you have to vote for. I think it will be very difficult for them not to pass this bill and one of the richest people in the world worth about 28 billion. This is his deal and he has the governor on his side. So i think it is going to be pretty hard for the politicians to turn their back on this. And meta, i know these sessions can be pretty dry, if you will. Is there anyone there in raiders ear gear, anyone raiders gear, anyone protesting . There were a few protestors monday and tuesday, but that seems to have died down. Today we have a few raiders fans, and in the raiders gear and truck and some signs around town. There are a lot of people fired up about this potential of the raiders moving to vegas. I think the objectors have kind of dispersed from what i have seen up here today. From your perspective, you dont think theyre going to vote today, tomorrow . It is really hard to tell when the vote is going to happen. Some people said it is going to be tonight. Others have said it is going to drag on to sometime friday. I am obviously hoping they get this vote done sometime today so we can get out of here and get back to vegas. And if they vote yes and it goes, what is the next step . The next step will be mark davis, and they will go do the nfl owners meetings in houston next week. Theyd make a presentation to the owners. Hey, here is what we have in vegas. Obviously it would go to some sort of vote in january. The nfl Location Committee at that owners meeting. So this is the final step to put anytime the hands of the raiders and the nfl and see where it goes from there. There you have it. A lot at stake. The sports columnist live at the State Capitol in nevada. Thank you for your time. Weatherwise get your outdoor things done today because the rain is coming, mark. That is right. Today is the day to prepare for that storm moving into the region. You might think mid october we typically dont get much rainfall. In the past we. Have in fact, on this date back in 2009, october 13,2009, i remember working this day. We had a very strong storm move into the bay area. Video from San Francisco. San francisco picked up just under two and a half inches of rainfall that was an intense storm. The one coming in tomorrow not quite as strong. So it is not unheard of to get major rain in Northern California and the bay area. That will be happening tomorrow and into the weekend. As you cant see on Storm Tracker 2, look at this moisture moving into Northern California. Easily over a foot as we head into the next three to five days. Right now here across the bay area, lots of clouds in place and a few showers up along the north coast that is just about it. Rainfall north. Well come in closer and show you current numbers. San jose in the upper 60s. Lots of 60s on the maps right now that is the case because we are on the southern edge of the system. The warm part of the storm, but that will be cooling things off as we head into the weekend. Our live camera, just some high clouds in addition to some patchy low clouds and fog as well. Take a look at the rainfall expected here in the bay area through friday. A big range out there. About a half of an finch the south bay. An inch in the south bay. The most areas will pick up on either side of an inch as you can see for the central portion of the bay to north bay. And im calling this an Atmospheric River because it is essentially a river of very moist air being directed to Northern California. A couple of systems here. That will be a factor in your weekend. So storm one, that is for friday. Storm two, that will be for sunday. The stronger of the two storms, that will be here for tomorrow just in time for your morning commute. Here is the forecast model tonight at 10 00, even later on this afternoon, there is a chance for a scattered shower up in the north bay, and then 7 00 a. M. , look at this, the rainfall developing up here. It could still be dry in the south bay, and then this will move across the region and still at noon friday, still some rainfall that will linger until about 2 00. Then youll notice a break later in the day on friday so the commute, the challenging one for your friday, that will be for the morning commute. Temperatures for this afternoon, the 60s to the lower 70s. Kind of filtered sunshine effect. Still pretty mild out there. A couple of rain clouds out there, at least two major ones. The first one is for friday. The best part of your weekend will be saturday yeah rule out a few saturday. I cant rule out a few showers. Well bring in the rain chances once again so more rain in the sunday forecast that couldling intermonday morning. But hulled that could linger into monday morning.
