Reporter that massive fire broke out early yesterday morning just before 6 00 in the morning, people were desperately trying to escape the smoke and the flames, the main tenant is a Faith Based Group offering housing to people that were formerly homeless. People that lived here complained about the conditions of the building. The city inspected the building days before the fire, the inspection revealed eight violations. A short time ago i talked to an attorney representing the tenets, he described the issues. I described conditions as deplorable. You had water running down the first floor, you had exposed wires near the water. You have people doubled and tripled up in rooms, i have rooms that look like there is a lot of junk in them, hoarding and that type of thing. Reporter as many as 100 people managed to escape the fire. Some had to be rescued by firefighters. Survivors of the fire are getting help from the red cross and they are being housed at the west oakland youth center. Atf has joined the investigation. They are working with the Oakland Fire Department to investigate the cause, a few moments ago we learned from the Sheriffs Office that right now there is no reason to think that the fire was suspicious in nature. I just got off the phone with a local civil rights attorney, he confirmed that the families of the victims have already reached out to his office about the possibility of taking legal action in this case. In the long term, i know they are getting help from the west oakland youth center, in the long term, we do not know where they will go because that housing is not available. Reporter thats an open ended question. The People Living in this building, many of them have recently come from lives on the street. They were formerly homeless. This was their transitional housing. They will need a lot of help in order to not be forced back out on to the streets after this devastating fire. A number of the Code Enforcement complaints took place after the ghost ship fire in oakland, are the residents disappointed that the city did not act more quickly, especially after the deadly oakland warehouse fire. Reporter the people in this building felt like the conditions here were substandard, to say the least. Its an open question what caused the fire and whether the conditions nz of the building led to the fire. That is what a lot of people suspect here. There is certainly anger and frustration on the part of People Living in this building. Thank you alex. We discussed this with a city council woman, she told me she walked through the building recently and did not see anything that suggested people should not be living in the building. Most of the people left safely because there were some exits functions and fire sceaption, many people were able to use them to save their lives. The counsel woman also said that the conditions in the building needed to be improved. Mayor libby schaaf called the state of homelessness in the city unacceptable. With the rise of tent cities, she said that the city needs to help. They are going to pick a lot for a homeless camp. Reporter its been 10 days since the water resumed flowing from the damaged spillway, but beginning monday, the department of Water Resources ramped down the water and fired up the power plant. By late afternoon, there was no water coming out of the oroville spillway. The dwr said they may need to turn it on two more times to better manage lake levels. We are in the middle of a snow run off with record snow pack. We need to do everything to make sure we have a safe, damage free spillway. Reporter then, what is left of this spillway will be god for good and a new one will be in place. We want the infrastructure in place before the next season. They are considering creating an office of Community Affairs and developing a county wide Language Access policy. Meanwhile in a separate case, an inmate at the santa clara jail is recovering after being stabbed feurt times by two inmates. 40 times by two inmates. They attacked him in the back with a manufactured weapon. Reporter at 9 00 in the morning sunday, 40 inmates were out of their cells for recreation, the two inmates saw it as an opportunity for the brutal attack. The victim sustained puncture wounds and lacerations. Reporter the victim was taken to the hospital and is expected to survive. The Sheriffs Office said its not clear where the metal came from. The suspects are in jail facing murder and attempted murder charges. Sources said the attack was gang related.
