That is where police shot and killed a pit bull that attacked two people. We will take you back out to the scene of the attack where a search is also under way this morning. You will see some different stuff in the air. It is very mild. Very tropical almost. Almost 60degrees for some. There is areas of fog and definitely drizzle. Maybe a little slower here this morning. We havent had any rain. There is rain definitely north. Shelter cove Authority Things are beginning to pick up. We need all of this to slide south. It will be a very slow process. Overall by the time the system arrives here there wont be a lot left. Rainfall projections through friday dont give us much. Maybe couple. 01 to a quarter of an inch. 50s to near 60 degrees. So it is really mild and warm. Definitely seeing increase in rain. Mendocino county and lake county. There is hope here that this system will make it. There is a lot of moisture in place. Temperatures in the 50s to start and 60s with drizzle. Maybe light rain move into the north bay. Here is sal. We are looking at the drizzle and the mist. Going to be somewhat coming down here in parts of the east bay. Here is highway 4. Traffic is moving along okay as you come through there. There are no major problems as you move through. 880 southbound we have two crashes. One of them is gone. Southbound 880 as you head to broadway they are still clearing up one of the crashes. We had a crash near keller that moved away. On the peninsula so watch for that. Your drive times are still pretty normal. I would suggest giving yourself a little bit of extra time this morning for your commute because of the wet weather. Lets go to the bay bridge westbound. That backup is maybe five minutes at the toll plaza. Ten minutes into San Francisco. Lets go back to the desk. Police in San Francisco shot and killed a pit bull that attacked two people at Golden Gate Park late last night. Tara moriarty is out there this morning where officers have been searching for a dog that is still on the loose. Reporter neighbors should though that dog is a white pit bull. One of the two dogs is actually shot and killed on the picnic table that you see behind me here. The animal control has taken that dog away but the other one is still wondering around. We have seen police do patrols this morning in a jeep. The attack happening around 10 30 last night at this homeless encampment. Witnesses say a man with two pit bulls dropped his dog off. While he was develop the two dogs started to maul a man. He was bit several time. When officers arrived they were able to stop one of the dogs in the attack. There was a black dog. But the white dog was the aggressor. But i also saw the other guy get bit. Reporter the man who suffered several bites was taken to the hospital and is expected to survive 37 a second victim was bit in the leg but refused medical attention. Meantime the search continues and neighbors should be on the lookout. That dog is tribed as described as a white pit bull. Tara moriarty ktvu channel 2 news. Time 16 0 time is 6 04. Thousands of family, friends, and officers will be at the funeral of a fallen officer. This mornings funeral will start with a police motorcade. It will leave oakland at 8 00 this morning for the solemn trip to Castro Valley. The public funeral will start at 10 00 at the Neighborhood Church of Castro Valley. Last night a procession of police cars and limousines left the chapel of the chimes in hayward after the public viewing for sergeant smith. The flag outside the chapel was lowered to half staff during the very emotional ceremony. One group of Police Officers came all the way from boston showing their support for the bart police department. We felt the best thing we could do was to come out here at moments notice and show our presence of honoring this officer who was you know fell short of his life expectancy. Family members say bart Police Officer michael maze remains in tremendous pain after he accidentally shot and killed sergeant smith. But maze still plans to be at this mornings funeral. Police officers from all over the bay area are filling in for members of the bart police force. They are stepping in to patrol the trains and bart stations so bart police can be at this mornings funeral. The officers will be on diet until 7 00 tonight. This morning there will be a special tribute to the fallen bart Police Officer at his old high school. Sergeant smith graduated from monroe classic high school in 1989. Faculty members and students will gather in front of the school around 9 00 this morning to pay tribute to sergeant smith. The ceremony will take place at the same time the funeral motorcade is on its way to Castro Valley. Make sure you stay right here with us all morning long. Democrats home the death of a santa rosa den it requires that bb and pellet guns be clearly painted bright colors to help police distinguish them between real guns. The proposal which was introduced following the shooting death of 13yearold andy lopez now goes to the assembly. Republicans oppose the bill saying it endangers officers lives because there are real guns made in different colors to appeal to women. A new gun Safety Campaign backed by some bay area investors getting a lot of attention. That is because it is offering 1 million in prize money. The investors call the campaign the smart tech challenge. They will award 1 million worth of grants and prizes to those who come up with the best ideas to help reduce gun violence. Inventors can submit ideas until march 31st. One has proposed inventing a gun that can be unlocked using a fingerprint sensor. This morning president obama heads out ton a four state, two day tour drive heads out on a fourstate, two day tour. Mr. Speaker, the president of the united states. Now among many things president obama asked congress to pass Immigration Reform legislation, raise minimum wage, and quality preschool. America does not standstill and neither will i. So wherever and whenever i can take steps without legislation to expand opportunity for more american families, that is what im going to do. President obama announced he will issue an executive order raising the minimum wage for federal contractors. He says its a step toward fixing income inequality in the u. S. But republicans in their response to this meeting says the president s policies are to blame for the income gap. The president talks a lot about income inequality. But the real gap we face today is one of opportunity inequality. And with this administrations policies, that gap has become far too wide. And there is another sign of the fractured republican party. There were three republican responses last night. Utah senator mike lee offered the tea parties rebuttal and senator rand paul gave his own independent response. President obama is heading to a costco store in maryland to illustrate one of the points in his state of the union speech who is paying workers higher wage is good business. This morning president obama is going to a costco in maryland and what he will be doing is talking about costcos business practices. According to bloomberg costco pays its hourly workers an average of 20 an hour and offers Generous Health benefits. And then he is traveling to a plant in pennsylvania to highlight the retirement policies he talked about in the state of the Union Address as well. Time is 6 10. In the south bay the agency is that provides water to many cities voted to call for a cut back in water uses. This is a response to our lack of rainfall that has made things dry all over the state. The ground here in san jose is wet. We got light sprinkling overnight. That is good news but nearly enough to help with the drought situation. And the Santa Clara ValleyWater District says people here in the south bay will recognize that and do their part. The water agency provides water to 1. 8 Million People in Santa Clara County and they voted anonymously to set a goal to reduce water usage. It also approved 500,000 to be used for a Public Awareness campaign and outreach. The agency is considering doubling the rebate they offer to residents which conserve by having drought resistant landscaping. They are trying to think about how to help conserve we have two big lawns and so i would think that people who are thinking about putting in a new lawn would maybe change their ways a little bit. Im kind of thinking of that in those terms too. How to redo things so that we dont take up as much water. We dont use as much water. Reporter the countys ground water supply is in the normal range. The continued dry conditions could lead the supply to decrease when it enters the alert stage. Cutting back will ultimately be up to the citys private companies they sell water to, but they are strongly urging them to take action. Severe weather warnings in states including, mississippi, alabama, georgia, and even florida. Parts of the carolinas and virginia could be hit the hardest today. From atlanta to new orleans, cars are stuck in the snow, stuck in the sleet, parts of the south are under a state of emergency. Our reporter sarah is live in fayetteville, North Carolina where there is a chance of morning snow showers. Sarah. Reporter that is right. We already got about two inches overnight. You can see the roads are still pretty slushy and that is a condition that is happening in a lot of towns across the south right now. Very dangerous on the roads. The big story this morning is still the children who was stuck overnight in their schools in alabama and georgia. 4500 students had to spend the night last night in school at hoover. They had no way to get home. 800 more were stuck in birmingham, alabama and in the atlanta area kids were stuck on their school buses for hours. Some of them not getsing home until early this morning. Some of them not until about an hour ago. The main problem there was gridlock. Schools and businesses they all let out at the same time yesterday afternoon when the snow began to fall. There was a mad rush to get out. It caused massive traffic jams. A lot of people ran out of gas and abandoned their cars and walked. Many spent the night sleeping on the floors of Convenient Stores and fast food restaurants. A lot of questions remain in the southeast about why those kids went to school in the first place. Knowing the Weather Forecast was for a couple of inches of snow. And in many places including where i am in fayetteville before the snow came there was ice and that caused a lot of dangerous road conditions. Five people died in car crashes in alabama and many mayors are telling people to stay home. Thanks for that update from North Carolina. Time is 6 17. The storm is causing problems for many airports. The airports most effected include heartsfield, jackson, and atlanta. Houstons george bush international. Chicago ohare airport. Here in the bay area the three major airports report no major problems here but obviously there is concern that the weather problems around the country may have a Ripple Effect later today. Oakland mayor jean quan now has more firsthand knowledge about oaklands crime problem. She left a Community Meeting last night and found the rear windshield of her car smashed. Nothing was stolen. We had an earlier crash that was cleared. The traffic has recovered but it is still busy and its getting busier. When you get to the toll plaza we have a 15 minute delays at the tole. Its taking almost a half hour. That is your live drive time. On the peninsula we had a couple different things. And steve and i have been telling you. No, this is not rain, it is drizzle. Newly released Surveillance Video shows the three men responsible for a robbery at a chipolte restaurant. All three men were wearing dark hoodies at the time. Seen on the Surveillance Video you can see them entering the back door of the restaurant. This was at 10 00 closing time. Police say they attacked four employees, made off with some cash, and left in a tan colored sedan and they are still on the loose. If you have any information, you are asked to contact police.
