We take you back out live to San Francisco this morning. Vanness still a scene where unfortunately we have to report another pedestrian fatality. They are actually hosing off an area where a car was. They have removed that car but again another pedestrian hit and killed in San Francisco. Ktvu Tara Moriarty is out there on the scene where certainly it could cause some problems for the commute this morning. She will talk about when that road will reopen. A lot of high clouds. Areas of fog not as bad as yesterday. The recent rain we had on the weekend especially north bay and a little bit to the south bay if you get clearing and calm conditions we get what we call a radiational fog. By 9 00 most of it burns off. A lot of cloud cover to the north. It will still be mostly sunny to the south. 40s on the temps or 50s. Probably not going to cool off anymore than what we see right now. Mostly cloudy skies continue. There is plenty of moisture still streaming up visiting another hawaiian islands. Storm track has lifted north. There are signs next week it could dip farther south and be a colder pattern. Well see if that develops. Today clouds to the north. Mostly sunny to the south. We are looking at a pretty good commute on the freeways as we take a look at the traffic getting into San Francisco. The metering lights are on but there is a little delay. About a five minute wait at the toll plaza. About a ten minute drive on the bridge get into San Francisco. About a 15 minute drive. Nothing out of the ordinary. Also looking at interstate 880 in oakland the traffic looks good in both directions. I should mention vanness avenue is at broadway. We are just about to go to a live report. Also 580 westbound as you drive up to livermore a little bit of slow traffic coming up on into the dublin area. It is 6 02 lets go back to the desk. Back to that developing new in San Francisco where sal just mentioned another pedestrian has been hit and killed. Effecting vanness. So far this is the fourth deadly crash involving a pedestrian this year. This map shows all the accidents including three on vanness avenue. Tara moriarty is out there this morning with what investigators are telling us so far about the crash and hopefully when the road will reopen. Tara. Reporter yeah i think that might be momentarily. We are told by one officer that it would be safe to say that this driver was going at least 55 miles an hour. So very fast along this stretch. You can see on the right here fire crews just arrived and hosed downth area. It should be a couple minutes before we have everything open. Officers were taking a lot of measurements. They were trying to figure out exactly where the pedestrian was struck and killed by the silver car. This is the fourth deadly crash involving a pedestrian since the new year and third one on vanness. Police say at 1 00 this morning the driver of a silver compact hit a man. Not sure if he was in a crosswalk. You can see the force of the impact. It must be pretty great. The roof of the car sustained heavy damage. It is possible the driver carried the victim on his hood for a block before stopping. It would appear the driver was speeding. We know he was transported to sf general within a half hour of arriving. Those units have not returned to the station yet. As far as getting arrested, we are trying to confirm that right now. We are told he will face a misdemeanor. A month ago just down the street from here a 38yearold man was struck and killed by a driver after he ran into the street crossing several lanes of traffic following an argument. And then last week an elderly man was struck and killed on sunset boulevard by an elderly woman. And the next morning another person hit and killed. We spoke to the police chief about it last week. He said his officers have been cracking down on issuing traffic citations for both pedestrians and drivers and the numbers of tickets were up 43 for the month of january. And we also heard overnight there was a very serious car accident involving a pedestrian. That victim is now in the hospital and we will keep you posted on his condition. There will be a special Service Planned for tomorrow morning by families of people who have been hit by cars in San Francisco. Survivors will be there as well. They will gather at vanness and grove where tara mentioned there was two recent crashes not far from this mornings crash. Organizers will hold valentines for their loved ones as they support the citys Vision Zero Program which set the goal of zero pedestrian deaths in ten years. Now to our continuing coverage of a statewide amber alert. It is still in effect this morning. Police are investigating a possible carjacking in oakland. Alex savidge is live with some of the questions about this investigation. Good morning, alex. Reporter good morning, to you. I just heard from Oakland Police there is no new information in this case. Th search continues for those two potential kidnapping victims. This morning around the bay area the cal trans freeway signs they will be it will up and you will see information about this amber alert and the car authorities are still searching for. Late last night Police Released this new Surveillance Video of the suspected kidnapper at the center of this case. This video was taken inside the Safeway Store on redwood road near highway 13 where this all took place yesterday. Police say the man was shoplifting and was armed with a knife. Witnesses say he ran out of the store, jumped into a parked car with an elderly man and teenage girl inside and that car sped off from the parking lot. Witnesses say the two victims made it clear they didnt know who that suspected carjacker was. We are working with the federal agencies as well as local agencies. One of our federal partners is the fbi. They have assisted us. Reporter police say the suspected kidnapper in this case the man they are searching for is a black man in his 40s. He is about 57 tall and about 165 pounds. Investigators believe that man and his two potential victims will be in a red sedan. It has california plates on it 6jfm648. California plates 6jfm648. Thanks to the help of a bystander. It happened around 1 30 this morning. Police say one man was stabbed after a fight at a bar spilled out intoth streets. The customers who saw it flag down a Police Officer in the area who took that suspect into custody. Witnesses pointed out the suspect a possible suspect and the officers went directly over there and made contact with them. Was he trying to get away . It appears he was walking away in an opposite direction. It appears he was walking away from the crime scene. Police havent said what the argument was about or if the two men knew each other. Ktvu janine de la vega is there at the scene. She will have a live update in the next hour. New developments in the disappearance of teenager sierra lamar. A grand jury has indicted Antolin Garcia torres for the murder of sierra lamar and for attempting to kidnap three other women in 2009. That indictment comes two years after torres was first charged with kidnapping and murdering sierra lamar. Her body has never been found but prosecutors say her dna was found in Garcia Torres car. Any kind of progress would be welcomed. Weve been waiting for almost two years now and its been really frustrating for the family. Prosecutors say the indictment eliminates the need for a preliminary hear sog the case can proceed to trial. Torres is expected to be arraigned on the new charges from the indictment tomorrow. Happening today students at san jose state will hold a summit to discuss the recent hate crime on campus. The black Student Union and African American fraternity will focus on the student which claims four white roommates tormented him, put a bike lock around his neck, and hung a Confederate Flag from their dorm room window. A church known for helping the homeless was targeted by thieves. Vandals stole a stain glass window. Church Officials Say the window is 106 years old. There are few like it in the world. I dont know who would take it and what they would do with it. It would be very difficult to sell it or you know pawn it. They are well known in the tenderloin area for letting the homeless sleep in its spews during the night. They dont believe the thief was among the homeless belief. Dangerous winter storm baring down on the southeast. The storm expected to blanket Southern States with snow. President obama has already declared a state of emergency in georgia where an inch of ice is expected to blanket the roads. Sarah is live in atlanta where many drivers are choosing to stay home this morning. Reporter good morning. You know just in an hour we found people who are willing to come out and take a look. Its been freezing and raining on and off. There are parts of georgia that will expected to see up to an inch of ice. The first round brought ice and snow to the Southern States from texas to north carolina. The major problem so far and the major concern looking into the future is ice. There is no way you can deal with ice. I dont care what yankees say you cant drive in ice. The icy conditions have been blamed for a number of crashes. Weather related incidents killed at least five people including three in texas who died when an ambulance lost control, overturned and caught fire. And two in mississippi died in two different crashes. More than 2400 flights have been kansased because of the storm. In the south the mid atlantic and northeast. Georgias governor warned wednesdays weather could be much worse. I would caution everyone the second round will be much more serious than what we have seen today. Reporter in a tuesday teleconference the National Weather service briefed emergency officials in the atlanta area on what was to come. Warning ice storms could have a catastrophic effect leaving some people without electricity for as much as a week. This is not going to be the same kind of event we had a couple weeks ago where we had more traffic tieups. We are not kidding. We are not just crying wolf. It is serious business. The main concern that they have here with all of this ice falling is power outages. They do expect a lot of people to be without power by the end of the day. Right now that number is around 60,000 customers. Not that high but with so much ice falling they do expect it to rise and they are bringing in resources to help with that issue proactively. Reporting live in georgia im sarah ganam. More than 2700 flights have been canceled ahead of this big storm. Sfos website shows 41 cancellations for departing plights. No cancellations reported at oaklands airport. One flight has been canceled at san joses airport. Time is 6 17. Happening today president obama will sign his promised executive order to raise the federal minimum wage for federal contractors. The president first announced the measure during his state of the union address. It raises the minimum wage for federal contractors from 7. 25 an hour to 10. 10 an hour. The president is also calling on congress to pass legislation to raise minimum wages for all workers to the same level. The traffic continues to move along okay. I do want to mention that traffic will be a little busy on the bridge. It is about a ten minute drive time into San Francisco. Also looking at the commute on interstate 880 north and southbound the traffic here looks okay. Heading south to 238 and beyond that. Its getting a little bit more crowded but there are no major problems there. In san jose we dont see a lot of red on the road sensor which is good so we are off to a good start in the valley. We do have dense fog out there called radiation fog. And it burns off about 9 00. Higher clouds to the north. The rain line will stay to the north.
