Toward another b. A. R. T. Strike at midnight tomorrow night. Progress is being made, though, as talks resume in two and a half hours. More on that coming up shortly. Welcome to mornings on 2. Im tori campbell. Good morning. Im dave clark. Lets check weather, traffic. Steve, take a sweater, jacket, maybe . Maybe a light jacket. Sierra nevada, widely scatters rain and or showers. Some of this cloud cover could wrap around us. Partly sunny, partly cloudy. We have some low clouds as well. Some of the low cloud deck. Chilly, mild, the breeze picking up. A cooler and breezy pattern today. Mainly 50s. Very low. Upper 40s. Everyone is close. Everybody is inching to get colder. But it probably wont be until friday morning until the wind dies down. Most of this here is rain. Snow will be around 6500 feet. We expect that to come down. Last check it was raining at tahoe and blue canyon. Upper 30s. Not cold enough yet. But theres some turning. Watch how the cloud cover is heading back towards us. Back by stockton and modesto, some of that is inching closer. Cooler, air breezy. Highs today 60s and 70s. Heres sal. Steve, we do have a lot of slow traffic out there as we hit the peak of the morning commute. Lets go out and take a lookant the bay bridge toll plaza look at the bay bridge toll plaza. Its not been really severe. Its back backed up for a its backed up for a tenminute delay. Some of the traffic has been busier on 80. Also looking at the south bay, we had an earlier crash northbound 101 at alum rock. That crash is out of the lanes but traffic is still pretty slow in that area as you drive up into san jose. So we have another bad day on highway 101. The Central Avenue offramp from 80 in el cerrito is still closed following a deadly crash. A minivan plunged off the freeway, down an embankment and landed on the ramp early this morning. Ktvu reporter Claudine Wong is live at the scene with the latest on whats going on with this investigation. Claudine . Reporter well, sal, investigators say they are getting close to wrapping up this investigation out here on the Central Avenue offramp. Let me give you a look at whats happening now. You can see investigators standing on what is the side of that minivan. They are focused on a right front tire and what damage may have been caused by that tire or how that may have led to the accident. Thats an important piece. Well tell you why coming up in just a moment. I want to first direct your attention up the freeway. They just walked by. You have investigators up there. This is 880 where the accident happened more than six hours ago. It was about 1 40 this morning, the chp says they were at a construction site along interstate 80, about a mile and a half up the road. There were two chp officers in two separate cars sitting there when they heard the minivan coming. They said they heard it coming because the right front tire was flat. They both tried to stop the vehicle. They said before they could do that, the van hit the Center Divide and went over the embankment and crashed there. Its still a mystery at this point why it all happened. We have no idea why that happened other than the right front tire is chewed up. Well figure it was on the rim for a while but not sure why it veered to the left. Reporter firefighters responded to the scene, had to cut the top of the Kia Sedona Van off. The driver was pronounced dead at the scene. The body was taken away just after 4 00 this morning. If we come back out here live, you can see the final stages of this investigation. Were told about a half an hour ago, they thought it would be another hour and then they would be able too reopen this offramp. Its taking a while for them to make sure they have everything taken care of. No sign of a tow truck yet. At this point, it looks like they have a little ways to go. You can see over an hour and a half left until the strike deadline which is 11 59 tomorrow night. Pressure is on b. A. R. T. Management and Union Leaders to work out a lastminute deal. The b. A. R. T. Contract talks are set to resume in a couple of hours this morning. There are some signs of progress at the bargaining table. Tara moriarty joins us live from the west oakland b. A. R. T. Station. Youve been talking to worried b. A. R. T. Passengers. What are they telling you . Reporter they are concerned. Theyve made alternate plans for friday just in case. But according to experts, the two sides have been making progress. They think they could strike a deal before then. Now, as far as the strike goes, the unions have said that they dont want to strike. They say that they are not ruling one hout, however. But one out however. Monday night they did say they would not issue a 72hour strike notice. Ktvu spoke to a gauche amounter to get in negotiator to get insight into this meditating process. He said typically theres shuffling back and forth to rooms and theres facetoface meetings as well. The fact that theres no mudslinging Shows Progress is being made. I think they are doing very serious bargaining now just from my observation that they are not out talking to the public about their positions and defending their positions. I think the signs are that they are having serious discussions. Reporter now, they are planning to give an update at the monthly meeting today. Workers are taking a hard line in this labor dispute despite the apparent progress in the contract talks. [chanting] last night, 100 b. A. R. T. Workers and their supporters marched down oaklands grand avenue. They are urging Union Leaders to continue to fight hard for better pay and benefits. The Union Workers are calling on the public to support them. The prospect of another strike has many worried and frustrated. It kind of worries you after a while after you decide, well, you know, carpool, drive in or whatever. It takes a toll on you. Want to make sure they are fairly compensated and im willing to take the ferry or do whatever i need to do. But at the same time, i would like them to move it along. Recent poms show polls show b. A. System is shut down again. New this morning Antioch Police investigating a deadly shooting last night. It happened around 8 00 on lopez drive near Mission Elementary school. The unidentified victim is a 27 yearold man. The investigation continues. Also new this morning, a berkeley apartment house fire sent several people running into the streets in the middle of the night. It started around midnight on carrison street and pan sab blow. A san pablo. A witness said residents managed to escape because a neighbor screamed for everybody to get out. I cant go to sleep and i hear somebody banging on my door that theres a fire, that their apartment is on fire. The woman told her roommate what was happening and then smelled the smoke and saw the flames. So they ran out. So far, no injuries are reported and the investigation continues. New information on the latest shooting on an a. C. Transit bus in oakland. Conflicting reports about a teenaged passenger shot while riding a bus yesterday afternoon in east oakland. Police said the 18yearold High School Student was shot in the leg by someone on the bus. However, an a. C. Transit spokesman said the gunshot wound may have been selfinflicted. No one else on the bus was hurt. This was the second shooting bus shooting. Police are still searching for the gunman who fired shots on an a. C. Transit bus on international boulevard last week. Two people wounded are now recovering. Police say the intended targets on the bus were not hit. San Francisco Police say passengers on a muni railcar are so focused on their mobile devices, they didnt realize someone had been shot. A 30yearold has pleaded not guilty to killing San Francisco state student Justin Valdez last month. Prosecutors say they have muni Surveillance Video showing the suspect holding a gun. They say other passengers were so engrossed in texting and other things, they were oblivious to what was happening. The state Public Utilities commission has ordered pg e to keep a gas line in san carlos out of service until the agency can determine whether its safe. A judge initially ordered the utility to shut down the pipeline on saturday. They asked for the court order of a they learned an internal pg e memo. The engineer raised questions about the possibility of a san bruno type disaster and the safety of the 83yearold pipeline. It was one year ago today when San Francisco supervisors handed suspended sheriff Ross Mirkarimi his job back. The decision came at the end of a marathon meeting. The supervisors decided his bruising of his wifes arm during a heated argument was way out of line but it did not qualify as official misconduct. 7 11. Nearly two dozen people have been ticketed for entering Grand Canyon National Park after the Government Shutdown closed it. The grand canyons chief ranger says some people have been caught attempting rimtorim hikes or trying to sneak in through dirt roads. All of the 21 citations have a mandatory order to appear in federal court once the court opens and they will be handled by the u. S. Attorneys office. People running the New California Health Insurance Exchange Says the response so far is incredible. Covered california started last tuesday. More than 16,000 households applied for Health Insurance with 27,000 more creating accounts or partially filling out applications. The states three help centers received 59,000 phone calls. Administrators say the wait times, which were more than 30 minutes on the first day, average 30 seconds on saturday. The employment section of the Alameda County webb page will be filled with new jobs because of the Affordable Care act. Hes apparently not eligible for treatment in San Francisco because he said he had been living in berkeley. A petaluma man is due in court in just over an hour accused of causing a bomb scare in his neighborhood. On monday evening, Police Responded to reports with a man with a gun on quarry street. Hes identified as 30yearold ismail moylan. After he surrendered, police entered his home and found four explosive devices. They were safely detonated by the bomb squad. Hes in jail on 1 million jail. Mountain view police are saying the test run for their new tracking software was successful during a raid last month. The Police Department tested it during the beyond wonderland concert. Mountain view based Company Polaris wireless created the app. They used it to track the movement ofmore than 20 of more than 20 officers. Officers made more than 100 arrests. Bay area workers are urged to have a backup plan if there is a strike. Other services are planning to expand their services. Commuters dont have the option to work at home, you are being urged to carpool, ride a bus, train or ferry if possible. Good morning, everybody. Im in a silly mood. Right now the traffic is not bad in some areas. This is 880. It looks pretty good. You know, its pretty good for a wednesday. The bay bridge, the same thing goes. We havent had a big backup. We dont ask too many questions when this happens. Theres a herery theivery that some people may theory that some people may be held up on other freeways. Maybe were getting a break on this wednesday. I do want to mention in the south bay, i kind of zoomed in here just to show you that the valley is not showing the same kind of traffic that we had yesterday either. As a matter of fact, if we pull back about the only slow traffic i see thats kind of normal for this time of the morning is this traffic on interstate 880. You can see where im drawing the line here. Its still very slow but it does pick up here in fremont which is better than yesterday. All in all steve, were having a betterthanyesterday commute. How is that . Thats a positive, sal. Thank you. A lot of low clouds. Theres definitely been enhancing of the clouds a little bit. Higher clouds are heading back from the low up in the Sierra Nevada producing. So rain and producing some rain and snow mix. You can see how this is rotating back in. Some of this cloud cover could get a shower out of it. Your midweek forecast.
