Ktvus Tara Moriarty joins us live now to tell us what happened yesterday, including why both sides might not be at the table today. Tara . Reporter well, Union Leaders emerged here from the caltrans headquarters around 2 45 this morning. They were tired and, of course, frustrated. Theyve agreed to extend one more day to avoid the strike. They are angry because they say b. A. R. T. Management yanked the offer when they were close to a deal gave a best, final offer. Despite the gag order, b. A. R. T. Management announced the deal that gives employees a 3 pay raids per year for four years. It requires them to make a 4 contribution to pension and a nearly 10 medical contribution. Weve been at this negotiation since april 1st. Tonight, i gave a last, best and final offer to the unions on behalf of the board. Gave it to them at 4 00 p. M. Today which gave them ample time to ask questions. When we question them to ask them to be sure what that last offer meant, they indicated yes, it did and there was nothing to discuss. Reporter state lawmakers are not pleased that b. A. R. T. Has said this is the final offer. Many of them came here last night to see what was going on behind closed doors. Now, while they are happy a vehicle was avoided for today, they strike was avoided today, they are far apart. At midnight, workers could go on strike. Both sides are supposed to reconvene at 10 30 but no word whether b. A. R. T. Management plans to attend. Were live in oakland, Tara Moriarty, ktvu channel 2 news. Thank you, tara. Well, if there is a b. A. R. T. Strike tomorrow, b. A. R. T. Will offer limited bus service to the transbay terminal in San Francisco. But commuters who are not going to San Francisco may have a tough time getting around. County connection will run a small number of buses between the concord b. A. R. T. Station and the uptown oakland transit center. Wheels is planning to run buses between the dublin pleasanton transbation and an undetermined east bay hub. B. A. R. T. Will charter 200 buses for the evening and morning commutes. Comauters can catch communitiers can catch a bus at nine east bay bus station, including el cerrito, west oakland, concord, la fayette, dublin, pleasanton, san leandro, hayward and fremont. Actually, hitchhiking, yes. Reporter are you serious . Yes. No lie. I was hitch liking to work. Reporter Officials Say the best advice might be to carpool or ideally telecommute. And if b. A. R. T. Strikes, a. C. Transit will increase service. Bus stops inside b. A. R. T. Stations would be moved to the streets outside of the stations to avoid any confrontations. Now, the San Francisco bay ferry is on a regular schedule today. Again, if there a strike tomorrow, additional Ferry Service will be offered in oakland and alameda. The ferry transported 19,000 commuters a day during the strike in july. Thats more than the average of 6,000 passengers. Car mool hours will be ex carpool hours will be extended on i80, 680 and 880. These are some live pictures from the scene right now. This happened just a few hours ago on 21st and bartlett streets. Police say witnesses reported hearing four to five gunshots. When police arrive, they found a man face down in the street. Police are now trying to figure out who shot him. Were looking live at the scene as a Police Officer looking at some of the evidence on the street there. Anyone who may have witnessed the shooting is asked to call police. Ktvu reporter katie utehs will have a live report coming up at 7 30. A 2. 5 earthquake was reported this morning in the bay area. It was centered about five and a half miles northeast of milpitas. His aides tell the chronicle its a business trip aimed at attracting Chinese Business to San Francisco. Mayor quan is flying to china to talk about investors about opportunities. The potential of the b. A. R. T. Strike could force both mayors to postpone their trip. This would be mayor quans fifth stripe overseas since taking office. The chronicle reports that mayor quan has billed the city for 21 of her trips, a cost of 31,000. Her travels have been tied to a whole lot of money coming into oakland, including tens of millions of dollars for the port and city crimefighting efforts. While they are in china, they plan to attend the warriors game. They are there for the nba global games. Janine de la vega is there where the top contenders are hoping to squash a newly new world. Janine, good morning. Reporter yes. The pumpkin weighoff is about to begin. Its the 39th annual safeway World Championship pumpkin weighoff. They have a big scale there waiting and pumpkins are lining up, basically they are lined up, theyve hauled them up on the back of the trucks, using forklifts. You can see some local people are already starting to set up chairs because they want to watch this pumpkin weighoff. I want to show you two of the biggest contenders here for the heaviest pumpkin. These are atlantic giant pumpkins. To get a little bit more information about pumpkin and pumpkin growings, we go to john hockly. Now, you dont have any pumpkins in this competition but you won last year you got third place, right . Yes, i did. Reporter okay. What can you tell me about growing these . How long does it take and you start growing them in the cool air . Most of us started them in a cooler. Maybe 85 degrees. It depends who you talk to. Within a week, they are ready to go in the ground. They are just amazing. These pumpkins are probably about 100 days old. The plant grows for about a couple of months. Once you pollinate, its a hundred days old is all. Reporter its pretty dense, i mean, just wondering, i mean, how heavy do you think these are . I know its just a guess. I would say that this one is gonna be mid 19s, maybe 2, were hoping. At the peak of the season, they probably grow this one probably grew 40 pounds a day, i would guess. Reporter you are very proud i notice on your jacket, you have you won, 1600pound club. It seems like its a community of pumpkin growers. You helped people load this on the forklift and helped a number of growers. Is that quite an ordeal . Its like a social we get sold where were gonna start and we go from one house, get their pumpkin on and just go onto the next. We just all carpool over to its its the same group of people and we share our equipment and its amazing because if you get theres so much to get it on. This one is so big, we actually had a local pumpkin he has a Pumpkin Patch and brought a special forklift to the house just to put it in the truck. A 72yearold hunter who spent 19 days lost in the Mendocino National forest is speaking out about the ordeal. Gene penaflor said he was hunting with a friend last month when he stepped into a crevice in heavy fog. He survived by eating a snake, lizards and squirrels and covering himself with leaves. Family members say they never lost hope. 19 days, i know was nothing for him. I knew he was there. Penaflor kept a camp fire around the clock as a signal to rescue crews but it was never stopped. A hunter found him over the weekend. Hes being reunited with family. Were following some breaking news out of london this morning. Police have arrested a man with a knife who they say tried to enter Buckingham Palace. Police found the knife during a search. He was arrested on suspicion of trespassing on a protected site and potential of an 0 offensive weapon. In september, Police Arrested two men of a suspected breakin at Buckingham Palace in what was considered a rare breach of security. Today is day 14 of the partial Government Shutdown with a new deadline looming this week. Jamie dupree joins us from washington, d. C. , where congress is facing additional pressure to raise the debt ceiling by thursday. Now, jamie, things seemed so promising at the end of this past week. What caused things to break down over the weekend . Reporter i dont know things were promising. I have to say as i head news organizations and a lot of people talking and the markets going up, we looked at each other and said where are they getting this talk that were about to have a deal . Yes, we did have some discussions at the white house on thursday and friday but lost in all of that was the fact there was no deal making, really, there was no eye to eye kind of agreement from either party. So that rumbled through the weekend. House republicans tried last week, they met with the president. Their negotiations didnt go anywhere. Now were focused more on Senate Democrats and republicans. So far their negotiations havent gone anywhere. Here we are on this columbus day which in a sense is almost like a day off anyway in washington, d. C. Because its a federal holiday. And i dont sense in the halls of the Congress Today any momentum, any urgency. I guess you mentioned the thursday deadline on the debt limit. Probably what will happen well go up to the deadline, work all night on wednesday and see where we come out in this game of legislative chicken. You think there are so many dire warnings all over the world. Christine lagard was saying this could be a disaster for the international economy. Weve had the dire situations like the sequester cuts that have come and gone and things have kept going. Do you think theres a chance . Reporter i was gonna make that exact point. Im not gonna try to im not gonna say people warn there could be dire finance am consequences that they are not financial consequences that they are not right. Weve never done that before, we dont have any idea. I think there are a lot of republicans who are worried. On the other hand, there are a lot of republicans that remember all of the dire warnings about sequestration and more that did not seem to come to pass and i think thats only fueled their sort of argument that the administration is bluffing. Regardless, we have this thursday deadline. I guess the one thing i would look for, tori, is this if the markets really do go into a tail spin, the congress will listen. While the dow futures have been down, the World Markets werent really bad or anything like that overnight. They were up in many places. So that would tell me that not much will happen today. Well have to see what happens as the week goes by. But certainly, if the markets were to drop im to the talking about a couple hundred points im talking a thousand points or more, then they might get the messable. But frankly message. Maybe a little bit of fog down off southern cal but not much down there. Temperatures will start to come up a little bit. Zip up a little bit. 76 napa yesterday. 79 today. Fremont, 71 to 75. Concord from 74 to 777. Palo alto in town 73 yesterday. 7 today. Nice on the coast even though it might be cold now. Temperatures will be warming up. 71 in San Francisco. Temperatures force the whole week for the whole look like this. And then they should level off. Well get a slight component of a north breeze but mainly high pressure. You know if its active here, it has to be active downstream. Between 70s and 80s, that should cover the forecast zones as far as high temperatures go. Plenty of actions in the northern plains. And youve probably heard about all of the heavy rain in austin. Look at the stream from the tropical storms. Theyve been pumping in a lot of moisture. Very active for the middle of the country, into texas and the north. Just not here. Walnut creek, 41. Theres 38 there airport. 39 santa rosa. Half moon bay is at 41. So there is a lot of 40s around.
