When i say it looks okay because it is slow out of the antioch area to concord. But there are no major crashes blocking the lanes. 680, the same think. We had a minor accident nearby. North main. Thank you, sal. And breaking news in belmont. This is about the search for a missing autistic teenager weve been telling you about since 4 30 this morning. Tara moriarty is at the Police Station where weve learned just a few minutes ago, the teenager has was found safe. And tara joins us with exclusive video of the teenager arriving with officers. Good morning, tara. Reporter good morning. About a halfhour ago, we saw a couple of squad cars pull out of here very quickly. We wondered if perhaps they had found a teen and it turns out they did. A happy ending to this story. Tyler simmons has been found. We saw him walking to the station a few minutes ago with an officer. He liked perfectly fine. His parents three minutes ago came and picked him up. He was sleeping on san carlos avenue, spotted by somebody. He woke up by the time police arrived. They were able to locate him. But tyler edwards, found safe. His parents were very concerned about finding him. But were happy to report that this student has, indeed, been found this morning. The public viewing for tommy smith begins tonight at the chapel of the chimes on mission boulevard. The funeral will begin at 10 00 a. M. Tomorrow in Castro Valley. That service will be at the Neighborhood Church of Castro Valley on john drive. B. A. R. T. s police chief announced immediate policy changes as a result of last weeks tragic shooting. Sergeant smith was killed as he and other several officers searched a dublin apartment for a robbery suspect. Yesterday, kenny rainey announced b. A. R. T. Officers will need written approval for any future probation searches. He said the lack of Police Training played a role in this tragedy. We can train the people every day and have them perform on the field. On the off days Something Like this could go wrong. The police chief confirmed for the first time. It was officer michael maes who fired the deadly shot that killed Sergeant Smith. The chief would not confirm reports that maes mistook Sergeant Smith for an armed suspect during a search of the apartment. Officer michael maes will be among the hundreds of people at tomorrows funeral for Sergeant Smith. It happened last night on smith ranch road. Alex savidge joins us now with more on the crash and the investigation. Good morning, alex. Reporter good morning to you. Some neighbors believe the motorcyclist in this case was going way too fast when he lost control last night. Although San Rafael Police at this point cant say if speed was a factor in the crash. We know the man was thrown from his bike here on smith ranch road and he was found by officers lying here in the median last night. The man died here at the scene. The motorcyclist was the make i should say was found a good distance up the road from where the man was found. The accident was just after 7 30 last night. There were no other cars involved here. Police tell us the victim was a 43yearold man who lived here in san rafael and he was wearing a helmet when he crashed. Now, the speed limit on this street is 35 miles an hour. One neighbor told me some people drive 50, of 60 miles an hour. People drive like mainny acs on this road mayny acs maniacs on this road. Ive been been hit a couple of times. Reporter this was the third deadly crash. There was a pedestrian hit and killed by a car. In early january, someone was hit and killed by a dump truck near the downtown transit center. I asked police if there may be additional enforcement. They say its too soon to say if anything will be done. The San Rafael Police department will return to this crash scene on smith ranch road later on today to continue to investigate and trying to understand exactly why this motorcyclist lost control last night. Now, that law prohibits employers and lawmakers from asking applicants up front if they have ever been arrested or convicted of a felony. In just about 90 minutes, the Sonoma County board of supervisors will discuss a new program for the homeless. It will allow them to sleep overnight in cars on Sonoma County fairgrounds property between february 1st and april 30th of this year. It would also provide up to 50,000 in Motel Vouchers for the homeless during severe Winter Weather. And Livermore City Council is considering a new proposal that targets the homeless. A First Reading of the proposal happened at last nights meeting. It would ban urban camping, the citys mayor says the goal is to clear encampments and get people into shelters. Critics say finding people and threatening them with jail time is not the solution. You can find people who have no money. I mean, thats laughable. So the next choice is, you are gonna put them in jail . Thats not the point. Its not the issue. It gives us the authority to remove encampments. That way protecting public health. A second reading of the ordinance and vote would come at the next City Council Meeting in two weeks. 7 11. Happening today, during his state of the union speech tonight, president obama will announce that some minimum wage workers are about to get a raise. The president will issue an executive order to make it happen. But as Kyla Campbell reports from our washington, d. C. Bureau, not all of the minimum wage workers will see that boost. Kyla . Reporter president obamas executive order will increase the minimum wage for new federal contract workers. Instead of 7. 25 an hour, they would get 10. 10 an hour. The proposal would raise the minimum wage for those workers in stages. For kitchen and laundry employees on military basis, construction workers at government building states among others. President obama will call on congress to increase the federal minimum wage to 10. 10 for all employees nationwide. But republicans argue employers would then cut workers and hours. White house Officials Say president obama wants action even if he has to make decision without help from capitol hill. The president s view is that he should use every tool available to him. This sundays super bowl is much more than just a football game. Its a nationwide party. That gives the question a post holiday boost. This year meshes are expected to spend more than 12 billion on super bowl parties. That includes snacks, decorations and drinks. Well, it turns out the person who listed the tickets, well, left out a zero in the price. Instead of 480. It should have been 4800. Stub hub refunded dolan instead of honoring the ticket price. The seller put a price. The buyer agreed to a price. I bought them. I got the confirmation. No amount of credit can repair the disappointment me and my father have right now. He still wants stub hub to honor the price. They say thats against their policy and would set a precedent that would encourage fraud. Starting with northbound 280 as you get up to highway 17, these things they can change at a moments notice. Right now, im not seeing any crashes on 280. 85 or 101 when it comes to the south bay traffic. There are no major problems as you drive through. Lets take a wider look at the south bay now with the maps. You can see the road sensors are showing some slow traffic here and there but nothing major as you drive through the south bay. Lets take a look at drive times. Highway 4, from lone tree to loverrage, four minutes. Not too bad. This is a look at the bay bridge toll plaza. Thats backed up for a 25 minute drive in into San Francisco. Lets go to steve. Look at this, sal. Beautiful. There you go. All right. You can see the ridge of High Pressure continues to send everything well to the north. Our best bet will be here. That will be Late Wednesday into thursday. Unfortunately, after that, i dont see much. 50s for many. Most of the cloud cover continues to stream northward. Were going to need some help. Well need help with the jet stream and a little bit of digging for the next system to come in. Rain will pick up on the north coast and Mendocino County, lake county, up in the Sierra Nevada as well. As we head to thursday, right there. Thursday morning, thats it right there. By thursday afternoon, it looks like its long gone. If thats the case, this is not a major pattern shift. Because if it was, we would be talking about more rain upstream and we dont see that. Mostly cloudy, patchy fog, cloudy to the north. Some light rain. Temperatures, 50s and 60s. Coming down the next couple of days. Were getting more of a westerly breeze. A little bit warmer to the south. Not much of a temperature difference here anymore.
