Rain, okay,. 75 to the north. 5 up to crescent city. Things are beginning to pick up. For us, cloudy, drizzly. 50s will give way to 60s on the temperatures. Look for an increase. Moving along to the san mateo bridge. This traffic looks okay but you notice that the fog and the drizzle will play a role in your morning commute. Southbound 680 pleasant hill, we had an earlier crash near treat. Southbound 680 there is a car fire near crow canyon road. Traffic is backed up all the way from walnut creek if you are heading south, if you can get on the freeway after crow canyon road, you will do yourself a favor. Back to the desk. Thank you. They are expecting a large crowd of mourners to be onhand at the church later this morning. As many as 3,000 people expected for the Funeral Services. This is the Neighborhood Church of Castro Valley. As we push inside, you can see there are some Police Officers already inside right now preparing for the services. They get underway at 10 00 this morning. Let me show you video we just shot inside the main auditorium here in the church. This is where friends, family members and fellow officers from around the bay area will gather for this funeral today. It is also expected that officer michael maes will be in attendance. Hes the b. A. R. T. Officer who accidentally fired that fatal shot, killing his partner and friend. , tom smith. Last night there was a public viewing held for smith. The 42yearold husband and father of a 6yearold daughter and hundreds of people will stop by the chapel of chimes in hayward to pay their respects. Smith was shot to death. Maes mistakenly opened fire on him. Law enforcement officers from across the country are here in the bay area right now to pay their respects to smith. We felt that the best thing we could do was come out here at a moments notice and show our presence of honoring this officer who you know, fell short of his life expectancy. Police officers to attend this mornings funeral, other local Law Enforcement agencies will be stepping in and sending their officers to patrol the train stations and the trains for the next day. Now, leading up to the funeral, there will be a motorcade of about 30 b. A. R. T. Police cars that will leave the headquarters inian town oakland at around 8 00 this morning, just an hour from now coming here to the church. Relatives tell ktvu that smith and maes were more than partners. They were friends. They were golfing buddies and this will certainly be a difficult day for both of their families. This morning, president obama kicks off a fourstate twoday tour pushing some of the main points he addressed last night in his state of the union speech. Mr. Speaker, the president of the United States [ cheers ] now, among many things, president obama called on congress to pass Immigration Reform legislation, raise the federal minimum wage, and provide quality preschool education for more families. He also said its time for women in america to get equal pay for equal work. This year, lets all come together, congress, the white house, businesses from wall street, to main street, to give every woman the opportunity she deserves because i believe when women succeed, america surk seed succeeds. The president said he will issue an order to raise the minimum wage for federal workers. However, republicans in their response say they have a better plan. We hope the president will join us in a year of real action by empowering people, not by making their lives harder with unprecedented spending, higher taxes and fewer jobs. And one sign of the fractured republican party, there were three republican responses last night. Mike lee here offered the tea party rebuttal and rand paul gave his own independent response. A group of bay area republicans got together in walnut creek last night to watch the president s state of the Union Address. In contra costa county, republicans represent nearly 25 of registered voters. We asked the group gathered at a restaurant what they thought of the president s speech. I feel like hes pretty much saying the same old, same old. Really, what he says tonight mean anything. You have to look at what he has done. I dont trust he will follow through with any promises made. One thing we also heard from the people at the Republican Watch Party is a desire for more accountability from both parties. The longest applause during the state of the union april dress was not for the president but for an army ranger severely injured in afghanistan. [ cheers and applause ] Sergeant First Class corey was nearly killed by a roadside bomb. He suffered a traumatic brain injury and has undergone several surgeries. Well, mayors lee push to raise San Franciscos minimum wage its getting support from a surprising support. The minimum wage in San Francisco right now is 10. 74 an hour. Half of the Small Businesses who were surveyed say they are in favor of raising it to 12 an hour. 16 oppose the idea. Four others said they had no opinion but an increase to 15, now that was less popular. Mayor lee says hes gonna put a minimum wage increase on novembers ballot but he didnt say how much it would be. New reports out, big delays in the dem ploe demolition of the old bay bridge. Caltrans shut it down moments before opening the new bridge. Todays chronicle says the project is already six months behind schedule. Thats because of trouble getting demolition permits along with many other problems. The delays have prompted caltrans to reopen their negotiations with the contractor to try to speed things up. Democrats in sacramento hope the death of a santa rosa teenager killed while playing with a replica toy gun will inspire a new law. Yesterday, by party vote, the state Senate Approved the imitation Firearm Safety act. It requires that bb and pellet guns be clearly painted bright colors to help police distinguish them from real guns. The proposal which was introduced following the death of 13yearold andy lopez now goes to the assembly. Republicans oppose the bill saying it endangers officers lives because there are real guns made in other colors to be more appealing to women. San joses city auditor says some employees racked up traffic expenses that were more costly than necessary. The auditor examined 300 files from the past few years. The city incurred 250,000 in travel expenses within the county, 213,000 within the state and nearly 400,000 out of state. Departments listing the largest expenditures included san jose police, the may areoffice, the the mayors office, the airport and the Environmental Services department. This is senator patrick leahy. This is his committee there. The Senate Judiciary committee will ask attorney general holder how the Justice Department will carry out the National Security swins changes that president obama has surveillance changes that president obama has prompted. Were finding out more about the motorcyclist killed in a crash in san rafael monday night. The marin independent journal reports he was on his way home from a terra linda restaurant after he proposed marriage to his girlfriend. Its still not clear what caused that deadly crash. 7 15. Oakland mayor jean quan now has more firsthand knowledge about the citys crime problem. Aides say she left a meeting last night at the chabot space and Science Center and found the rear window of her car smashed. Nothing was taken. Its unclear if this was vand vandalism. The threat of zombie bees is three flying out the country is flying out the country. Scientists say this causes neurological damage resulting in jerkry movement and night activity like a zombie. Last fall, a vermont beekeeper discovered them in the hive. This is the first time the zombie bee has been found in the eastern United States. Its been found in the west before and the zombie bees were first discovered in 2008 by a prose ferrer from San Francisco professor from San Francisco state university. Parts of the south are under a state of emergency this morning because of a rare snowstorm. Theres snow in states that dont normally see it. Ice and snow warnings in places like mississippi, alabama, even florida. Some parts of virginia and the carolinas could get up to a foot of snow by the end of today. Almost 5,000 flights have been canceled since monday. Now, the bay area airports report no major problems but its possible we could see a Ripple Effect later today. Meantime, hundreds of children in the south, they were stranded overnight at school because the icy roads were just too dangerous for school buses to ride on. Some of the students in atlanta were able to finally go hoege late last night home late last night after spending hours driving on those icy streets. I was like if i dont get home, im gonna freak out. My mom and dad dont know where i am and they will be calling me and i dont have my phone. We all love this little girl. [laughter] i know. One father, his car broke down, he walked a mile and a half in the cold and the snow to pick up his little girl. Yes. Hopefully they got reunited. People in atlanta say as soon as the snow started to fall, the traffic backed up. This is video from this morning from an atlanta traffic camera. You can see traffic is backed up for miles. Its just at a standstill, actually, as the bad weather continues in the area. The problems began around lunchtime yesterday when schools began to let students go home. Many people started to leave work early. Instead of highways became sheets of ice and caused the roads to slide off the roads in bumpertobumper traffic traffic. One woman said her commute took her five hours. Home depot kept 26 stores open all night for customers who could not go home. A little bit of Southern Hospitality there. I talked to my parents a couple of days ago. They are in myrtle beach, they left the northeast to get away from the snow and the cold and they said it was gonna be snowy and icy there.
