Its a problem giving mean people the Heebie Jeebies this morning. That is a technical term. People living in San Franciscos north beach say its causing rats it invade the neighborhood. April is distracted driver Awareness Month and we are not off to a good start in the bay area. The crash that happened hours ago and how chp throughout the state will be cracking down. Mornings on 2 starting now. We are looking at the live pictures of breaking news in san jose where police have just confirmed they are investigating the citys 11th homicide of the year. Several blocks around the intersection of lania avenue are blocked off. You can see the red tape there. Janine de la vega just spoke with investigators. A weak system is giving us a lot of cloud cover. Combination of low and high clouds. More 40s than anything else to right at 50. It will be a combination of these two all day long. The high clouds will continue to filter in. A little bit more sun to the south. We will go 66 in san jose today. These are pretty close, these forecasted highs today. Seasonal averages. This is a much, much weaker system than anything we saw earlier this week. Thats for sure. The clouds, though, preventing the lows from getting colder. Still a couple returns showing up. Patchy fog. Good morning. We are looking at a commute that is slow and we have a new crash which is spotted on the peninsula. Westbound bay bridge the traffic looks good. You may see an ac transit bus pulled over to one of the shoulders as it may have hit one of the toll booths. But its not causing a major delay. Also looking at the san mateo bridge, the traffic here is moderate. A little bit of slow traffic getting to the toll plaza area, but its not that major yet. Southbound 101 at wood side road there is a crash reportedly blocking two lanes here at wood sidebyside road. Now, the traffic is going to be busy as you head out of the san carlos area here. Lets go back to the desk. We begin with breaking news from san jose. Just moments ago Police Released important new information about the discovery of a body this morning. Jeanine de la vega says this is officially a homicide case. Good morning. Good morning. The 11th homicide of the year for san jose. I just spoke with neighbors who told me they are not surprised this happened in this neighborhood here because there has been gang activity. Some say they actually heard the gunshots at around 3 or 3 30 this morning. But the man was found shot a couple hours later. The discovery of his body. You can see there is lots of Police Activity here. They have this road blocked off while they continue to investigate. This all happened at 5 30 this morning. Thats when officers were called to lanai and denali, which is just off tully road in east san jose. They had gotten a report that a man was shot in a car. When they arrived they determined that that man was deceased. Now, family members of the victim say they had been waiting for him to come home from work. They showed up here to the scene. They wanted to confirm that it is, in fact, their loved one. They are still waiting to hear from police. But they say that their loved one is a man in his 20s. He is married. He has a baby. They are just in shock and disbelief. At this point police are canvasing the neighborhood. They are collecting evidence. They are trying to see if anybody heard or saw anything. At this point there are no suspects who have been caught. No arrests have been made. In the last week and a half, i do want to mention that there has been a rash of driverby shootings throughout various areas in san jose. Some of them in east san jose. Police have been so busy that we havent had a chance to talk to them to see if there is any sort of connection between that, to see if this there is some sort of driveby shooting. But we will stay on top of it and give you any sort of updates as soon as we get them in the next hour of mornings on 2. Reporting live from san jose, janine de la vega, ktvu channel 2 news. Brian, we found this morning how dangerous it is and also what Law Enforcement agencies will be doing to try to get us all to stop. Reporter yeah. We are all affected about this, if you really think about it, whether you are the driver behind the wheel, you are a passenger in a car, if you are riding a bike or if you are walking. Distracted driving certainly dangerous out there. Thats why lean agencies throughout the state will be Law Enforcement agencies throughout the state will be cracking down. And this really couldnt come any sooner. As sal mentioned during the 5 00 hour, this was 3 45 this morning. A driver of an s. U. V. Admitted to cpr she was distracted by her cellphone when she got in this roll other crash on eastbound 84. There was a lot of damage. Looked pretty bad, worse than it was. But chp says she did not suffer any major injuries. Our news crew there this morning says the driver declined comment as she was too embarrassed about what happened. Quite frankly, she was lucky to be alive. This was the scene last month in santa rosa. A 30yearold allegedly was looking for his cellphone and was high on marijuana when he didnt see the car in front of him. That crash killed 53yearold Susan Hufford. Also, her motherinlaw, 74yearold Sharon Hufford as they were on highway 12 to celebrate a birthday in santa rosa. Law enforcement agencies hope that stops today. Many Law Enforcement agencies and 200 others throughout the state will be participating in this crackdown today and throughout the month. Here in the bay area, special patrols will be targeting distracted drivers. In south San Francisco, santa rosa, pacifica, and petaluma. Be aware if you are on the roads today and beginning throughout the month. Chp says 3300 people nationwide were killed in 2012 from drivers who were distracted. We are going to talk with the chp about that crash that happened on highway 84 and more on the crackdown expected throughout this month. Thank you, brian. 7 08. The chp office in Sacramento County is investigating a tragic highway crash that killed a man and his 14yearold daughter. Two young men are facing felony charges in their deaths after a highspeed chase and crash, and a twin brother of one suspect is also being questioned. The tragic incident unfolded yesterday on interstate 80. Officers say the man led authorities on a chase that began in auburn and it ended with this horrific crash in antelope outside of sacramento. The father and his teen daughter were pronounced dead at the scene. Officers arrested the suspects a short time later. I am glad everybody is in custody. Certainly sad about the event and how it turned out. Two sheriffs deputies were hurt in an earlier crash during the long chase of the suspects are expected to face homicide charges once they are released from the hospital. A new report suggests driving on california highways should be a smooth ride. The mercury news cites a caltrans report that 42,000 out of the 50,000 miles of state highways or 84 are in good operating condition. Thats up from 75 in 2011. Local roads receiving upgrades include interstate 80, 880 through san jose and oakland, and 680 in Contra Costa County. The report also warns that nearly 4 billion in funding is almost used up. Time now 7 09. Happening today former San Francisco School Board President Keith Jackson is due in court this morning to find out if he could be released on bail. Jackson is charged in the Corruption Case related to state senator leland yee and he is accused of collecting Campaign Contributions for yee in exchange for political favors. He is also accused of drug dealing, gun trafficking, and a murderforhire plot. The prosecutors are calling jackson is a oneman crime wave. They say he should not be released from custody. But jacksons lawyer says he should be released because jackson has no criminal record and no history of violence. Now, another man arrested as part of that same fbi investigation, raymond shrimp boy chow, was apointed a lawyer yesterday. Chow will appear in court next tuesday for a detention hearing. Now, he is accused of several crimes, including Money Laundering and drug trafficking. And leland yee has hired a new lawyer to represent him against the federal corruption and gun trafficking charges. The suspended state senator was first represented by Paul Demeester when he was first arrested and freed on bond. His new lawyer is james lasart. A former prosecutor now in private practice. Demeester says the change was yees decision. He is due back in court for an arraignment next tuesday. Police officers in San Franciscos chinatown are on alert because of the leland yee case. They are worried about potential Gang Violence. Officers fear retaliation or a power grab between rival gangs after the arrest of suspected mobster raymond shrimp boy chow. It could be a personal thing. It could be someone trying to get into, you know, take power. Take charge now. The Police Credit the Gang Task Force with keeping Gang Violence under control. Prosecutors say they are not the killers, but five teenagers are facing murder charges this morning. The dramatic twist in a bay area case that has the teenagers in serious trouble over the death of their friend. There are new developments in the investigation into the gunman who opened fire at fort hood killing three people and himself, and well also hear about his wifes reaction. New developments in a mass shooting at the Fort Hood Army base in texas. The military is still trying to figure out why an iraq war veteran would apparently turn on fellow soldiers. The investigation is now looking into the gunmans history of mental health. The accused gunman is identified as 34yearold Army Specialist ivan lopez. Investigation described the mass shooting as deliberate and calculated. Reporter Polo Sandoval joins us from outside the furred, texas base with a look at the suspected shooter and what could have set him off. Reporter you know, that is the big question of the day. A lot of people are trying to find out exactly what led to yesterdays shooting. Meanwhile, we have to mention its been a very busy night for investigators. They have been probing into the past of this Army Specialist. He was a father. He was a husband. Police say he was a soldier who turned against his own. This sprawling army post in fort hood, texas is yet again the scene of a shooting. This time authorities the say an Army Specialist killed three people before turning his gun on himself. 16 others were wounded. The base commander says specialist ivan lopez opened fire in one building. Then continued firing while driving to another. Military Police Caught up to him as he started shooting in that second building. Lieutenant general mark millie says he took his own live when a military Police Officer confronted him. That was heroic what she did at that moment in time. And she did her job and she did exactly what we would expect of a United States Army Military police. Reporter ivan lopez had only been stationed at fort hood since february and had previously served four months in iraq. Military Officials Say lopez was being treated for depression and anxiety and was being evaluated for posttraumatic stress disorder. We are digging deep into his background. Any criminal history, psychiatric history, his experiences in combat. Reporter neighbors tried to console his wife. She was worried and crying and she had a little girl with her. I walked over to her and i tried to console her and comfort her and let her know that everything was okay. But it didnt seem to, you know, pretty much, you know, sink in. As far as i knew, he was a nice guy. He always smiled and waved. Thats about it. Reporter shooting bears a sad resemblance to the 2009 mass shooting at the same post when major nidal hasan opened fire. There is still so many Unanswered Questions here. Investors are starting up right now. Their first full day of look nothing this case. We look into this case. We have to note this there are several vehicles making their way into the base. A lot of them men and women in vid. They are showing up to work, 1516 hours after those shots rang out. Something has to be said about the resilience we are seeing here on this base. A lot of people not allowing Something Like this to get in their way. But still this whole investigation does shadow over whats supposed to be business as usual on this major base in central texas. Tori. And, polo, at this point do officials believe there is any tie to terrorism . Reporter you know, that was one of the first questions that we asked, you know, just moments after this happened. They were very quick, officials were very quick to downplay any potential tie to terrorism. However, they did not eliminate it all together. So at this point, tori, all cards are on the table. All possibilities here. This could go either way. They still have a very long way to go. A lot of people to talk to. A lot of crime scene photos to take and a lot of evidence to gather. All right. The Army Secretary is saying the fort hood shooter saw no combat in iraq wand was not wound wash and was not wounded. Time 7 18. Meantime, the Senate Intelligence committee is expected to vote today on the classifying of secret report about interrogations of terrorists suspects. The report allegedly found that techniques like waterboarding and other controversial techniques were cruel and ineffective and didnt help in the hunt for osama bin laden. The cia is disputing many of the allegations and the report may cause a bigger rift between the cia and congress. An entire month without a single death. In all, 2309 American Military members have died in afghanistan since the war started in 2001. The pentagon says american casualties have been dropping as a number of u. S. Forces has grown smaller. Their role has also shifted away from combat to training and advising the afghan forces. Their mission over there is due to wrap up at the end of the year. All right. It is 7 19. And we do have a live picture here to show you that 24 and lafayette as you head up to the tunnel, the traffic is going to be busy. One of our directors here, jeff green and be i, discovered years ago in the 90s that people slow to take a look at the people at the lafayette bart station. People can be seen from the freeway. If you wave, you might distract drivers. Its a strange phenomenon. After watching flask for traffic for so long, i thought id share that knowledge with you. The bay bridge toll plaza. This is a 30minute drive into San Francisco, unless you are in the carpool lane. No problems on the upper deck of the bay bridge. A problem on the peninsula southbound 101 at wood sideroad.
