That crash has been moved out of the way but it is having a Lasting Impact on the westbound direction towards San Francisco. Taking a look at the bay bridge toll plaza you can see the backup partially because of that crash and the Golden Gate Bridge looks good this morning but note to north bay commuters who usually take the ferry. Ferry services have been cancelled because of Emergency Repair work. Golden gate transit is also adding extra buses because of it. Service will resume 2 00 this afternoon between sasalido. Time now is 6 01. Lets go back to the desk. Happening today the controversy over sanctuary cities is going to be front and center here in the bay area. The 9th Circuit Court of appeals is here in San Francisco due to hear arguments on whether the Trump Administration can withhold federal funding from sanctuary cities. Ktvus rob roth is in the courthouse with more on this. Good morning. Santa clara county was the first to file this kind of an injunction and this could be a turned point in the immigration debate. Now as part of President Trumps executive order he has threatened to cut funds. The constitutionality of withholding. This will prevent now the constitutionality of withholding federal funds is being challenged. This will prevent the section of the executive order which applies to sanctuary cities from going into effect until the court rules on the february lawsuit filed by santa clara county. Now in the bay area San Francisco, santa cruz, alameda joined oakland and san jose as sanctuary cities where Law Enforcement has said they wont help immigration customs and enforcement agents turn them over to federal authorities. Santa clara stands 1. 7 billion in federal funding and those against the federal policy argue it hurts communities. Now trump signed the executive order january 25th. An update now on that massive bomb the u. S. Dropped in afghanistan yesterday. The commander of u. S. Forces in afghanistan said the bomb achieved its intended purpose. Cristina rendon has the developments from our news room. There are no reports of any civilian casualties. Take a look at this video. This is newly released from the pentagon this morning. It it shows the massive area where the bomb was dropped yesterday in eastern afghanistan. Now the official name of this is the gbu 43b but the bomb is better known as moab or a massive ordinance. A nato commander in afghanistan says isis built tunnels near the pakistan border where this bomb dropped and this morning were learning that again three dozen isis fighters were killed. We have persistent surveillance over the area before, during, and after the operation. And mow we have afghan and u. S. Forces on the site and see no evidence of civilian casualties nor have there been reports of civilian casualties. This bomb is the largest bomb in the air force arsenal. It is also the largest Non Nuclear Weapon ever used in combat by the u. S. Military. And this bomb brings up questions as to whether this could be a message to north korea following last weeks attack on the syrian air base. The pentagon is strongly pushing back against a report that the u. S. Could launch a preemptive strike against north korea. Cristina rendon from our news room thank you. I think the Trump Administration would probably like for us to focus on the fact that this was the largest bomb that weve ever used in the field of combat because the size of that is an example of the superior strength that the United States military has but if were sort of dealing with the reality of the situation the tactical on the Ground Fighting the isis fighters there was the fact of these tunnels, not just bunkers allowed the isis fighters to come out and fight and meant to disappear back into those openings and if we didnt know where they were then it was difficult for us to respond. And so in a way its not very different if you think about it than the kind of terrain our troops fought in vietnam. In korea or world war ii where you can see our your enemy. They would also be disappearing into the jungle as well. In vietnam we dropped these large defoal identity yant bombs as well. And the goal of this strategically and tactfully was to basically mediate in any of the usefulness of all those tunnels and to clear the Playing Field essentially. Now im saying that like were not talking about all the deaths now this is war and there are a lot of deaths associated with it. Reading more into it like this message to the russians i think is probably the Trump Administration would like if you like that ambiguity to remain because then the other sides not sure whats going on. Im telling you today that the real purpose was tactical they were trying to clear out those tunnels. So at the president ial Campaign Donald trump said he would be much more aggressive with isis. Yesterday he stopped short of saying i ordered this strike. He said he gave the military total authorization. Well for a couple of reasons. I dont think at this point maybe hes learning. Hes learned a lot in the last couple of weeks. You dont want to overclaim what it is that youre doing and i dont think he wants to send a wrong kind of message that hes being overaggressive having sent all those tomahawk into syria. I think hes recognizing that dialling back on this a little bit is what to helps to create the ambiguity and unpredictability in his own matters. The leader in north korea i dont know if you call this a rational actor or in russia most importantly that hes going to be a little bit unpredictable. And but also that also perhaps he will have a side that says occasionally ill dial this back and these are the sorts of things you do to create an environment where the other side might want to negotiate with you. In this area that crash that we are just learning about southbound 680. Very close to the interchange with highway 24. So just be aware of that.
