Sunny and breezy. Not as cold as yesterday. Quiet week. Warmer. Towards 70 thursday and friday. Next week is cold and wet. A low will drop in. Right now its 43 in moraga. 39 napa santa rosa. There are 30s in there but there are a lot more 40s. The breeze is enough to keep things above 30s for some. At least above 38 or 39. A lot of cloud cover to the north. A lot of those clouds are paying a visit. Generally a dry forecast. Cold morning. A little breeze. Slight warmup in the afternoon temps. Now were looking more in the mid 60s from coast bay to inland. Sal, you can do about half hour show, i this i. Yeah. We will start off with a look at bart. Just going to put up a bart map and say once again that we have a major power loss at coliseum station. There is no power to the rail there. They have power just one side but not the other. Right here in oakland. Bart are saying for the people that use the dublin pleasanton line and the fremont line to find alternate routes of transportation. If you use the pittsburgh line or the richmond line, millbury line, those are still runs. The others are affected by the power outage. They are singing tracking train but many have been fill noting up my timeline saying this is terrible. I wish i hadnt taken bart. You dont want to be one of those people. Brian flores joins us live east of livermore where crews continue to battle the truck fire. Brian. Reporter yeah. This is definitely not good news, sal. You mentioned during the last half hour that the travel time from here to dublin interchange is 70 minutes. Traffic is backed up east of here. We are on north glenn road east of livermore. As you can see, crews are still battling this big rig that caught on fire earlier this morning. During our last 20 minutes or so, we have seen darker smoke. That pretty much signifies that crews are still battling this fire. This is a big rig that caught on fire. Still unclear what caused the fire. But the truck was stuck blocking the number three and four lanes. It was carrying a metal container and inside was cotton clothing. They had to cut open the truck to clear the debris. The concern is that it doesnt spread to any vegetation. The other concern is traffic which is a quarter into the pass. And its certainly starting to build up, continues to build up from 205 to tracy. Unclear if there are any injuries to the driver. There was a scene not too far from here, a sig alert west of daugherty. Crews spent a lot of time cleaning that up. Fire crews continue to battle this fire here. Again, we are just east of livermore on north glenn road. This is the closest Vantage Point that we can get. You can see the smoke and the traffic that is building up. It gets clearer once you get past the scene into livermore but then builds up again once you get into dublin. The truck fire is where i put this tree angle here. All of the traffic behind it is backed up into tracy on 205 and that triangle. Now, after that, if you get off the freeway at livermore, things become better because they cleared up that gravel spill. 580 from livermore to dublin looks much better. But its a terrible commute. We cant ignore highway 4 is off to a bad start because of an earlier accident at 242 that is gone. We also have slow traffic on the nimitz freeway and southbound 101 into petaluma. People have been saying its slow this morning there. I want to show you the bay bridge toll plaza. Thats backed up. Backed up beyond the maze this morning. If youre driving into san jose, 201 at 85 is slow into the valley. This counts as a normal slowdown. 7 05. Lets go back to the desk. Its just after 4 00 p. M. In paris right now. A major crackdown clearly underway across europe. Police announced that 16 people have been arrested since sunday. All with possible links to terrorism. And just a few hours ago, police in germany reportedly arrested three people. Two women and a man who may have links to the terrorist attacks much thats the tips they got. There is an intense manhunt for a 27yearold radical who investigators describe as the mastermind behind the paris terror plot. The isis militant is believed to be hiding in syria. Now, the Islamic State of course has claimed responsibility for fridays rampage that left 129 people. The u. S. And russia and france working together to fight back against isis. A few hours ago secretary of state john kerry met with the french president to solidify that partnership. Kerry says there will be changes to the u. S. Strategy against isis. But he says it is not necessary to put troops on the ground in syria. Most americans do not want and dont think its necessary to be sending massive numbers of american troops to occupy syria. It didnt work so well in iraq. I think most people feel that is not the way to proceed here. The way to proceed is a way that empowers the people in the region to fight their fight. To take control of their communities. Kerry also announced that the french president plans to fly to washington next week to meet with president obama. There is also word that france has asked the European Union to provide assistance with security in light of the attacks. Member states say they are pledging their full support. Member states in europe. Next week the french president , again, will be meeting with obama. In the meantime this morning there is still growing concern about new attacks that could be carried out by isis. That is because of a new video that was put out by the terror group in which militants threatened new attacks in cities in europe and also here in america as well, including washington, d. C. Being named as a potential target. Gasia, in light of that video that came out, security is being beefed up at the nationals capitol. The isis threat is very real here in the u. S. Analysts say the attacks on paris, it can happen anywhere across the u. S. At socalled soft target like schools and parks and shopping malls. But the experts are praising american muslims for preventing terrorist attacks since 9 11. Terrorist plots were disrupted because authorities were tipped off. President obama says it is wrong to equate the paris attacks to islam. During the summit in turkey yesterday he reiterated a prom to accept 10,000 refugees from syria. Some republicans including jeb bush says the u. S. Should only accept syrians that are christians for fears that the United States may unknowingly allow in terrorists. President obama called that shameful and unamerican to impose that kind of religious test. The Bay Area Muslim Community is worried about a backlash as a result of the terrorist attacks. Members told ktvu that they preach peace, not violence. Youre sitting down eating an ordinary meal and they blow them up. Its barbaric. Mosques around the u. S. Have been vandalized. Some parents are keeping their kids home for fear that they will be attacked or bullied. Members of Service Employees union 1021 are holding a oneday strike. They have been in negotiations for months to you. Main sticking points are pay and work care. The workers are asking for an 8 pay increase over two years. The county is offering 4 . County Officials Say that all county offices will be open today but there could be significant delays in service. The time is 7 11. Today the San Jose City council will consider easing regulations for taxis. This followed a twoday strike last week. They were upset that they got rid of a Finger Printing Program for Ride Sharing Companies operating out of the airport. This is supposed to level the Playing Field for cab industry and ride sharing. Simplifying the way that taxis are inspected and reducing the fees for rides booked through mobile apps. Jane kim wants to get more answers about a plan to remove some of the overhead muni lines before super bowl 50. According to the examiner, they want to clear the overhead wires near the super bowl village alongside Justin Herman plaza. It could disrupt bus lines and the f line. A lot of people are complaining about this plan. They even started an online petition against it. Supervisor kim says she doesnt have a lot of information about the proposal but plans to call for a hearing on the issue at the board of supervisors meeting. Its creating a roadblock of sorts. So traffic in livermore and dublin is not as bad as it was before. Lets go to steve with the weather. Mostly clear skies. A few high clouds. As weve been reporting the terror attacks in paris are leading to questions about is he cute here in the United States. Bay area congressman eric is on the house permanent commission. Thank you for joining us, representative. Have you noticed in change in security where you are in washington, d. C. The security around the capitol is certainly stepped up. Theres a very visible presence of capitol hill officers. And also driving into washington we saw police cars parked along major arteries leading into the city. Thats for good reason. This enemy, isis, has called on an attack on washington. We should take them at their word. They carried out in the last three weeks three significant attack, including bringing down an airliner, a car bomb in beruit and the slaughtering of people in paris. When you think of your district here at home in the east bay, what are specific concerns that you have. I want to make sure that we have coordination between the fbi and local Law Enforcement. I believe thats happening. Im grateful for that. Know having two brothers who are Police Officers, local Law Enforcement, appreciate when information is passed down and they know what to look for. I know that is taking place. And, you know, i just encourage more and more of that. A lot of times your beat cop or your local Police Officer who has more and more access to what is around on the streets, that could stop an attack. It seems for so long Law Enforcement here have been training for what they call an active shooter attack. These most recent attacks we have seen, suicide bombers, coordinated attacks, how should Law Enforcement be changing its training in responding to these new tactics . Were fortunate that in Alameda County and the greater San Francisco bay area, there is an operation called urban shield. Its been led by the Alameda CountySheriffs Office under the sheriff. They have been doing this for nearly ten years now. And they trained the israeli forces. They have trained the jordanians and the boston forces that responded to the Boston Marathon shooting. I have all of the confidence in the world that our local Law Enforcement are ready to respond in a situation like this. You drew a lot of attention to concerns about the san jose airport about Security Breaches there. These are landmarks being looked at. My concern is an inside job at the airport. We saw in egypt with the investigation still underway, but there was suggestions that it was an inside job. We know at the Oakland Airport just over the summer because of work with the fbi and the Sheriffs Office they were able to stop they were able to stop bags from moving around with drugs that were being brought in and unscreened by employees. So i think thats a reminder that we really need to tighten up, even employees at the airports that have access to the planes. San Francisco Police as well as prosecutors are now investigating the videotaped beating of a man in a San Francisco alley by two Alameda County sheriffs deputies. Theres the video. The deputies are hitting the man repeatedly about their batons. He is at San FranciscoGeneral Hospital now recover going lacerations on his head, face and more. Last thursday about 1 30 in the morning, the sheriffs deputies approached the man sitting in a stolen car in a Motel Parking Lot in san leandro. The Sheriffs Department says that he rammed one of the deputys patrol cars. Knocking a deputy to the ground during that process. Then it led to a highspeed 38 minute chase down the freeways of san leandro and oakland through the city streets of oakland over the bay bridge, into the streets of San Francisco. Theres no way to justify the beating that took place at the hands of police. Theres no way. Alameda county public defender representing the man is calling for an independent investigation into the beating. The two officers have been put on leave while the Sheriffs Office conducts an internal investigation. Demonstrations continue in minneapolis over the shooting of an africanamerican man by a Police Officer. Hundreds of people blocked interstate 94 last night shutting down the northbound lane leading to the arrest of 51 people. Family members identified the man who was shot as 24yearold jamar clark. He was handcuffed when he was shot sunday but police say that was not the case. Clark was hospitalized on live support. The mayor has requested a federal civil rights investigation. The time is 7 27.
