It outlines a state law proposal that requires certain types of businesses to post notices informing the public of hot line numbers to seek help of report Human Trafficking activity. Joining us live this morning in studio. Dana fulkowski for the contra costa District Attorneys office. Thank you for coming in. Good morning. Can you set the scene when it comes to Human Trafficking. Is it getting worse or are begetting better at combating it. What were trying to do is raise awareness from the forms of Human Trafficking. I think we have done a good job of educating the public about sexual trafficking, commercial sexual exploitation, but were really just trying to get now people to understand the other forms that include labor trafficking and wage trafficking. We have a lot of immigrant groups that are preyed on. We have investigated labor trafficking in everything from elder care facilities, to large buffet style restaurants to even an illegal marijuana dispensary. When you say preyed on, what do you mean specifically . How are they preyed on. Its easy to take people who dont have Language Skills and connections to resources in the community and who are also very concerned about their immigration status and manipulate those fears as a means to control them. Threatening to turn them into ice or Something Like that unless they do what you ask them to do. Absolutely. Absolutely. Andstandst absolutely. And thats one of the reasons our office is partnering with different investigative organizations at the state level like the department of labor, and the federal level, the department of state and Homeland Security so that we can try to get the community and victims to understand that they are crime victims and to seek and receive services and support. So often these victims, the people who are being exploited are under the radar, right. Theyre not getting a paycheck. Theyre not paying taxes. How do you reach this segment of the population who by some means doesnt exist. Thats the importance of events like the event were having today. We need to raise awareness in the community as to what Human Trafficking actually is, in all of its various forms. One of the challenges is victims dont identify themselves as being victims and they dont understand where to go for resources and support, so bills Like Senate Bill 1193 which is what were dealing with today, have come up with a means by which we can partner with other Community Organizations and with local businesses to provide that information in the public. And thats important because you are seeing your agencies is seen as later, so someone who might be leery of coming to help from Law Enforcement, maybe not so much if they come to a Business Owner or someone they trust more. And we are seeing other Community Members may recognize somebody that they know as a victim, if they can see this information, and they encourage that victim to seek help and support. The posters were distributing today contain hot line information for national hot line, but they direct people where to go within Contra Costa County. In particular, our Family Justice Centers in richmond and concord are established as basically one stop Shopping Centers for victims of crimes such as sexual assault, Domestic Violence, elder abuse, and Human Trafficking. Those centers are staffed with people that we identify as navigators, and its their job to under stand what a victim is facing and identity the Community Organizations, Law Enforcement or social Service Organizations that exist to provide services and support. I want to get your take, Alameda County and the case going on, big news with regards to the Oakland Police department, and the discipline of 12 officers involved in this sex scandal. What was your reaction to that, seeing these Law Enforcement officers, sworn officers crossing the line. Well, victims are everywhere. And offenders are everywhere. And it just underscores the importance of events like the one were having today so that victims can become empowered to Seek Services and support before it gets to that level. Do you understand why some people might have a hard time seeing the woman celeste guap as a victim in this case, and do you see her in that victim role. Thats an important shift that we are trying to accomplish as a community right now in educating the public that people that are involved in Human Trafficking arent involved with this by choice. There are a lot of personal vulnerabilities, cultural vulnerabilities and social vulnerabilities that can be exploited. A lot are economic vulnerabilities and so shifting from looking at the people that are involved as being trafficked either through labor trafficking or sex trafficking, shifting away from seeing them as perpetrators or willing participants into victims and eventually survivors is a really important thing that we can do in the community right now. Dana, i noticed today reading up on it, theres representatives from b. A. R. T. Yes. Explain that. Well, one of the things thats really significant about our community is how we are linked to many other communities. We are linked through our highway system, and also through our Public Transportation through b. A. R. T. The fbi has identified california as within of the four Top Destinations for trafficking victims. In our community, we have two international airports, one right here in oakland, and one in san mateo county, the San Francisco international airport. Contra costa is very easily linked to those airports by our rail system which is b. A. R. T. , which is why b. A. R. T. Is one of the locations as a train system mandated to post these notices, and they have been a very supportive and willing participant in working with us on getting this information to victims. Okay. Up next, we are joined by Police Commissioner dr. Marshal for more on whos in the running and what happens next. The city of San Francisco is moving closer to selecting a Permanent Police chief. The Police Commission received a break down of the 61 people who have applied for that job. A number of them currently work or have worked in Law Enforcement. They range from acting chief, tony chaplin to lieutenants and consultants, a couple educators applied for the chiefs position. Over the next two months, the Police Commission will pick three candidates from the list of 61 applicants. Then mayor ed lee will choose the chief from the final names. Joining us this morning the San FranciscoPolice Commissioner dr. Joe marshal. 61 applicants, are you sized so many people want that surprised so many people want that job. Im not. Its a challenging position, and its funny, despite what you hear that people not apply, we had a healthy applicant pool. You dont think the controversy about mayor ed lee saying he supports, chaplain, you dont think that quieted anybodys interest in the job. Not by the numbers we got, and the places we got the protects from. Applicants from. All of them in the United States or any overseas. We had a couple international candidates, one from nigeria, cypress. The person in nigeria, what did that person do . We didnt have the resume, 55 men, 5 women. How do you determine who you interview . Are you going to interview them all . Its almost like a football, i dont know, you make the first cut, and then the other ones are considered more seriously. Thats a great analogy. Thats what were doing. It starts next week when we set up process. Get binders, go through the resumes and begin the process of the analogy by cutting people, and its a lot of work. Its a lot of work. Can you guess how many are, or an idea of how many you will interview. No. Until we get a feel and look at everybody, and the level playing field, as they say. We dont have an idea who we will interview yet. Theres a radio advertisement saying hey, tony chaplin, its all about tony chaplin, does that play a role, and will it impede in the process. It will not play a role at all. I saw his name up there. I havent seen the list of candidates. I have no idea whos applied. It will not play a role at all. Nobody gets any preference, and it does not influence the commission at all. You would think, theres only been a couple out of the Department Chiefs who were brought in in the last three or four decades. The odds are not necessarily in favor of someone coming from outside the department or applying. Or do you throw that out the door. I dont want to say no but youre right. We have two outside chiefs and interestingly enough, and everything that we heard from both the, you know, the Community Members and most of them, and obviously officers, inside, inside, inside, is their preference. Dr. Marshal, you know, people know you now, see you on tv a lot. Are people coming up to you on the streets saying listen, dr. Marshal, i want this. Im not talking about formal meetings. Im talking about you, people coming up to you, what do they say . It doesnt happen a lot actually because they know it wont do any good. No, they came up to me, and laughing and say you got a tough job, and i know youll do a good job, and thank you for being on the commission, but people have indicated, you know, that the things they like in general terms. Not trying to influence me. Much like i got when i went to the Community Meetings to talk to the officers helps. Among the Commission Members themselves. Among the Commission Members, how much has their thinking changed in what you learned from the Public Forums and the Online Survey. Probably the most interesting thing from the Public ForumsOnline Survey was the amount of agreement among Community Members and officers about what they like to see. They pretty much coalesced on the same things. Give us the top three. Integrity, transparency, excellent communicator, trust worthy, problem solver, credibility, support of officers in the community, tech savvy, professional, strong leader, and that was pretty much across both community and police officers.
