To other news we have been following through the morning. A controversial measure to declare california a sanctuary state is heading to the capital. Rob malcolm is live in pittsburg where the issue of providing sanctuary to undocumented immigrants is a major topic of debate there. Reporter yes. Pittsburg is in the process of voting on their sanctuary status. We had a chance to talk to people about the decision last night. Yesterday the state Senate Approved legislation 2712 by party lines. This is similar to other cities like San Francisco, oakland and san jose. It prevents local and state Law Enforcement from using their resources to investigator arrest people for immigration violations. But the policy is facing opposition from police groups. Senate pro testimony kevin of los angeles amended the measure to allow the department of corrections to notify the federal government up to two months before an undocumented immigrant convicted of violent or serious felonies is released. Personally i think it is important for everyone to feel safe at home. They made this their home. It is a slap in their face. It is okay to work in the fields and take the jobs we dont like, but then you turn around and theyre trying to get their education and a lot of these kids are born here. They know nothing but where they live in the u. S. , in california. Sure, there are processes to become legal. And thats fine. But turn around and allow these kids to have safety. You know. Allow the parents to be safe. We should become a sanctuary city. I think we already are actually. We are united so i think we already are. I think we should. Reporter if california becomes the sanctuary state, pittsburg would have to follow the law. Some say they cant justify becoming a sanctuary city and risk federal money. President trump has threatened to pull federal money from city and states that offer sanctuary to undocumented immigrants. Pittsburg votes on the status on april 17th. Senate are headed for a showdown whether to confirm for the u. S. Supreme court. The accept at Judiciary Committee approved gorsuch yesterday. That means it is up to the full senate to vote on the con First Responder aches. Democrats have enough support for a filibuster. Rehabilitates may use the Nuclear Option to lower the number of votes needed from 60 to 51 to confirm a Supreme Court nominee to a simple majority. I will not, i cannot support advancing this nomination. That means that they will be more idealogical, not less. It means that every senate seat will be a referendum on the Supreme Court. The Nuclear Option would mean which ever Party Controls the white house would have much more power to nominate justices from this point forward. If so, what does it do to the relationship that the lawmakers have built up across the aisle. They will go nuclear. Gorsuch will be the next Supreme Court justice. Bottom line. In terms of the relationships, it will continue to sour them. The purpose one of the purposes of having 60 votes, demanding 60s is the senate is supposed to be a deliberative body. We think about things longer. If you have 60 votes obviously the person might be in the center of the country. We will be losing that. Just because theyre Going Nuclear here, it is a rule. If the majority wants to change the rule back. They can change it back. Senator Suzanne Collins of maine who is a republican chimed in. She argued that both parties will rue the day that led to the likely rule change. What do you think about that line from the senator. They are rueing it now. Everybody is rueing it but not doing anything to change it. Everybody is staying in their partisan pens. They can change this rule if they want to. Theres going to be a lot of crying and that. But both sides have been guilty about exploiting that rule. So theres both does it matter who the republicans would have nominated . I mean if it wasnt gorsuch. Because of what happened with garland. Anyone that the republicans put up there, would they have filibustered. Especially. The Democratic Base is driving that. We see them in the indivisible movement, the people pushing the democrats to fight everything. They would have fought anything. They would have tried to do the same thing with anyone. If the shoe is on the other foot, the republicans would have done the same thing. Im reading stories and studies about declining faith in lawmakers. Decreasing satisfaction with what is happening. How does this affect the publics perception of washington. 1,000 it affects it. Who can understand this stuff . We talk about political dorks understand this stuff. It killed four people and forced 80 others out of their homes. The fire was started by a candle inside of an apartment. Ten people are still staying at the west oakland youth center. However the shelter will end or close by 7 00 this morning. The red cross and the city of oakland are trying to find other housing options. Donations are being collected. The School District says the existing campus is crowded and knows that enrollment will increase. Alex savidge is live in dublin with plans on how to get that Second School built. Alex. Reporter yeah. A lot of the members of the Community Say really a Second High School is desperately needed. The existing high school, dublin high, where we are this morning has seen crowded classrooms as of late. And they are expecting a jump in enrollment in the next several years. Enrollment in the School District expected to increase by more than 6,000 students over the next seven years. Thats the prediction. Its been a year already since the school board agreed it would build a Second High School here in dublin that would accommodate at least 2500 students. There are also two online petitions that are circulating right now, calling for this project to get started as soon as possible. Parents and students say its time to build. Im hoping im hoping it gets built soon. Honestly we need it. We need it a lot. You were saying you might try to work there. Yeah. I want to be an art teacher. Trying to get my bachelors degree. But i need to get the credentials and everything before i get there. Kids are coming into dublin. Talk about families with kids. With little ones now. You look at the future too. Theyre going to really need to have that high school. Reporter right now, the school board is considering several possible sites for a new school, mainly on the east side of dublin. In terms of how to pay for the prong, voters last year pass the a 238 million bond measure that will in part go to Fund Construction for a Second High School here in the city. So the money is already there. And a lot of parents and a lot of the members of the Community Say the District Needs to select a site and move forward with this project. But even once they do that, that Second High School here in the city of dublin likely will not open to students until at least the year 2021. Good morning. How are you. Great. Thanks for joining us. You are doing a great job in Mountain View. In your opinion, how are Police Departments misusing social media. Misusing search . Right. I would have to say in the bay area we have an excellent caliber when it comes to using social media for messaging our residents. Especially here in Mountain View, i am proud of the efforts that we make on social media. But palo alto, san jose, they all do excellent jobs when it comes to actually utilizing social media to the best of their ability. And in creative ways to get their messages across and just to communicate with the public. At the end of the day, thats what we do to talk with our residents. Unfortunately crimes are also happening on social media. You and the department and departments being on it, that helps you track down the crimes taking place. Correct . Correct. Officer nelson, can i have you talk about a recent case on the news, on our broadcast, the case out of chicago where two young boys are accused of raping a girl and putting it on facebook live. We were having a good talk in the news room about what is the responsibility of those people who are either intentionally watching the attack online or come upon it and cant make sense of what theyre seeing. Do those two people have a responsibility in reporting what is going on or are they just able to say, i didnt know it was going on. It wasnt me . It is interesting the way that facebook is actually the way that the code is written for social media sites, especially facebook, the algorithm says that if you you are more likely to see live video or highly produced video based on what that social media site wants you to see. So if it passes you by and it is in your feed and you dont actually watch it, you probably wont see it later on or youre not going to be susceptible to seeing Something Like that, especially if your friends are not sharing it. If you see something disturbing on social media, report it. It can be a little difficult especially if it is online and happening halfway across the country. Anything that you can do to try to alert authorities to what is going on and what you may be seeing, that is important to do. In this case, if the attack is happening in chicago and im in Mountain View, do i call 911 . Do i try to look up chicago pd . How does somebody report something disturbing that they see online . If you can find out where the crime is happening, absolutely call the local authority for where you think the crime is occurring. You can also report something to the fbi online. They have a submission section on their website for crimes happening on the internet. Here in Mountain View, were fortunate enough where we have our own Cyber Security unit where we can actually look at crimes here that happen in Mountain View. Katie, are you the person who tweets from the account . The Police Department has i am. Are you . Because i notice that you have a picture of someone youre looking for. But its not all bad news. Sometimes you have officers out in the community. You have cool pictures. How much of a social media person did you have to learn to be to do this job . Well, im a digital native. So i was born and bred in the internet age. I think that anybody who has this kind of job and this kind of responsibility to maintain not only a twoway engagement effort with your community but letting the Community Know the good and bad of police work, youve got to believe in the power of social media. And thats something that i think a lot of agencies, especially in the bay area, are picking up on. Do you think we tip the scales when it comes to getting tips. Youre getting more of that engagement through social media, whether its facebook or twitter, compared to, you know, the facetoface engagement or officers walking the path or picking up the phone and calling the Police Department . You know, i get more reports on social media of crimes happening in Mountain View than i think we do probably with phone calls. But at the end of the day, 911 is the answer. So weve and i got a lot of one word noes. I got a couple of yeses. Most responding to me have been no. Alex writes absolutely not. 90 of immigrants will never break the law. For the 10 that does, deportation should be an option. Common sense. Then i have a tweet, i support sanctuary cities. If feds cut money to california we should withhold tax money from the feds. You can always reach us on social media, especially twitter. A woman warning muni drivers about a man she says has been molesting women. She posted this photo of the suspect on nextdoor website. She has seen this man twice on the line rubbing up against unsuspecting female passengers. More people have come forward saying they have witnessed or even experienced the same thing. We know that San Francisco police are investigating. San francisco could ban political advertisements on the side of muni buses. The issue will be up for a vote today. Leigh martinez is in San Francisco with more on why the muni board of directors wants the ban. Leigh. Reporter muni riders say it is a tough call for the board to make because they are in favor of free speech but really de tested these ads. Some of them used profanity and described some violent scenes. These ads were coming from outside of california. And sparked quite a few protests and even made national news. One of the controversial ads ran in 2012 supporting israel and named an unknown savage. There was a picture of hitler with an islamic leader. At the time, the Municipal Railway said it didnt support the message but couldnt remove them because of the First Amendment protection. Instead of removing the ads from the buses, they would give ad revenue to the human rights commission. It sparked protests in city. Muni riders today say they disapprove of the ads but it is a tough decision to restrict free speech. I just would like neutrality when it comes to politics. I dont like having politics in my face. I like to keep it somewhere else other than in public places. Probably a good idea. Everybodys opinions are important. Some opinions are best kept to themselves. Reporter the vote today would prohibit ads that concern a political issue intended to be offensive and defensive and harmful and disruptive to the transit system. The vote will be taking place this afternoon. Earlier this morning at 11 00 i believe is when the meeting starts. The policy they have had in place has been in place since 2004 without any changes since then. If they decide to change the policy, the new rules will be enacted starting tomorrow. Ng tomorrow. Concord police are asking anyone who has had their tires slashed in the last few days to give them a call. 20 people between clayton treat and bailey road found that their tires had been slashed. All of those cases happened last weekend. Paul chambers talked to one person who hope that Surveillance Videos will help find the vandals. Reporter it shows someone walking down the street before stopping at the truck. The person believes that his tires were slashed hours before he headed to work. Just started driving a few feet down the road and feel something is not right. Look out and see my tire is flat. Then get out and look back at my truck and my rear tire is flat. Reporter between 9 00 saturday night and 7 00 in the morning, a dozen tires were slashed. An area that most say is fairly quiet and safe. I looked at my truck and saw that, you know, i had a flat tire. I was thinking somebody was in the neighborhood sticking tires. Reporter jasons brother was a victim with his truck and boat trailer tires being slashed. Again, they were not alone. Over at big o tires we found more with the same story. Two women having multiple tires replaced when vandals struck. They popped or slashed both tires on the drivers side. Reporter big o is grateful for the business but not under these circumstances. The total for tire replacement for these two people is over 1,000. One of the tires will cost about 600. We had to call a flatbed tow truck which cost a few hundred dollars. That brought us down. Two new tires is costing 350. Im out 500 for two tires. Probably close to 500 for us alone. Reporter some residents are looking to buy surveillance cameras of their own and starting a neighborhood watch. For now residents here want you to look at the video of the person they believe is responsible for causing thousands of dollars in damages. I wish they could put a face to it and catch the guy. A lot of damage, a lot of tires. Reporter as of now, police have not released any information about a suspect or motive but they ask if you live along the streets and have photos, give them a call. California is facing a big bill when it cups to fixing the damage from this years storms. It will cost 860 million to fix the roads from the storm. The most expensive project is in Santa Clara County where a 200foot long section of highway 35 gave way. That itself will cost about 30 million to fix. The replacement of the Pfeiffer Canyon bridge in Monterey County and highway 17 are on the list of costly repairs. Fema is making more federal aid available to california counties but no word how much of that money will be used for the caltrans repair work. The federal funds can be used for damage to public buildings including schools and hospitals. But san jose mayor says it cannot be used where it is needed most. That is getting families forced out of their homes because of the flooding into permanent housing. For that the city will have to rely on donations and fundraising. Really to get the Community Back on its feet, we have to enlist the community to do that. And weve had a lot of support so far. But were going to continue to ask for community help. The next appeal for help will come today. Thats when the mayor will unveil a new plan to get cars for those damaged or destroyed during the flooding. The mayor will specifically ask for donation of vehicles. He is making a special plea to car dealers for help. It has been a transition day today and we have clouds forming. And the weather is going to change. Right, steve . It is. More likely thursday. Today and tomorrow will be about the same. Then all eyes on the system thursday night and friday. Theres a huge difference between the forecast models. They all say it will rain. One says it will really rain with a ton of april snow. We will see. Its not that system really. It is the one coming into your screen on the far left. Thats it. The first one came through a ridge of high pressure. It will weaken and then set the stage for the secondary one. Still though have to mention that this could be a major sierra snowstorm. I have seen some projects about 26 to 46 inches of snow between thursday night and sunday night. Now, we will see if that materializes because if it does, then there will be isolated areas of three to four inch amounts of rain. One forecast model says north bay. Another says all over the bay. We will iron out the details as we get closer to it. No advisories for the sierra nevada. Want to give you a headsup. Theres a possibility of two to four feet of snow. Now, the snow levels start off really high. 7,000 feet. Over the weekend, it will drop considerably, to around 3500 feet. Rainfall were Still Holding on to this right now. Youre seeing an inch and a half to almost twoplus for some. Certainly up to ukiah, santa rosa ask and into the and into the russian river. Sacramento look at that, two inches of rain. If that happens, youre looking at significant snow up in the sierra. Again, we have another two days before this all comes together. In the meantime look for a lot of high clouds and sun breaks in there. Mild to warm. Cooler coast and bay. The higher clouds give way. 50s and 60s for a few. Temperatures staying about the same as yesterday. I think just a little cooler because of some of the higher clouds. Theres a lot going on, a lot developing but a significant pattern change is on the way. 60s and 70s today. Tomorrow should be a little warmer. Maybe a few less clouds. Women are starting businesses one and a half times faster than men right now. I believe were living in a time that is very exciting for women. Women are rising up all over the world and wanting to claim their value. And ready to claim their value. And, you know, we just are so hungry to bring our gifts to the marketplace. We want to do it in a way in alignment with womens value. I dont believe were victims. I dont believe were victims any longer. It is up to step out and ask for what were worth. Women are taking control of the issue. Im going to start my own business and pay me what im worth. Women want it all. We want a life where we dont have to commute an hour both ways to work. We want to raise our kids and work from home. We want the freedom of having our own businesses. Are we working harder to make the same that a man is making without having to start his own business . Are women still working harder for the dollar. The think the answer is it depends. It is different in corporate versus entrepreneurial. What i found in working with thousands of women over the last 7 years, we built a Million Dollar training company. I used to be a School Teacher from iowa. My mom didnt want me to sell girl scouts cookies because she was afraid i would offend the neighbors. If i can do it, any woman can do it. I didnt have the skills when i started. It has grown quickly and grown because im so committed to supporting women to claim their worth. And when we do it in alignment with womens values we thrive even more. So in alignment with collaboration rather than competition. Empowerment rather than power over and generosity rather than urgency. This is the environment were cultivating as women. What is the biggest fear that you get when you talk to Women Entrepreneurs who maybe arent 100 in. That they are nervous to claim their value. You know, theyre nervous to start out in the world. Why . What are they telling you . I believe as little girls we were told to be nice and pretty. And, you know, little boys were told go be strong and be smart. And i believe that did something to us. And as were waking up as women and were claiming were just as smart as the men and just as strong as the men. We can now create whatever it is that we want. Is that the way were raising girls now . Do you think it will change. I think it is changing all over the place. With women starting businesses, again, so much faster than men, i really believe we have a chance to leave the sort of dog eat dog competitive climate of entrepreneurship and business in the marketplace behind us and women have an opportunity to bring womens values to really create such a new paradigm of giving and collaboration and a place to thrive women and men together. Did you see the u. S. Womens hockey team. I did. Six states passed equal pay legislation. On the federal level, it seems to be slower. Do you get a sense that will change or will it continue that slow pace. Yeah. I believe women all over the place are waking up. I really believe that.
