No speeches from Hillary Clinton or donald trump tonight. Both campaigns have moved on. Heres a look at the numbers, first republican race where ted cruz won by double digits. Fox news declared the texas senator the winter the winter 30 minutes after the polls closed. Cruz with 49, trump at 39, john kasich at 14 . Cruz will get most of wisconsins delegates. Bernie sanders also wins by double digits, most of the votes are counted in sanders has 56 to Hillary Clintons 43 . In wisconsin the democrats award delegates proportionately and clinton will maintain her overall advantage in delegates. Ktvus Jana Katsuyama has been following the race and is with us tonight with reaction from the candidates. Reporter what was interesting is only the two winners, ted cruz and Bernie Sanders gave speeches tonight. That was very different from past primaries. It was a needed victory for Bernie Sanders. [ cheering ] reporter sanders spoke from wyoming where hes campaigning for sandra saturdays caucus. He says the victory shows his campaign has momentum. This is a campaign of the people, by the people, and for the people. Reporter bolstering that claim the Sanders Campaign announced he raised 44 million in march, even more than the frontrunner Hillary Clinton who reported raising 30 million. Clinton did not give a speech after tuesdays primary. Instead of saying on twitter congrats to Bernie Sanders on winning wisconsin. To all the voters and volunteers , forward. Forward to new york where clinton spend tuesday campaigning for its april 19 primary. She touted her experience at a town hall in brooklyn. First, can you produce positive results in peoples lives . Not just talk about it but actually deliver . Tonight is a turning point. It is the rallying cry. Reporter ted cruz celebrated in milwaukee, once the selfdescribed washington outsider, cruz said he is now the partys choice. Weve got the full spectrum of the Republican Party coming together and uniting behind this campaign. Reporter cruz also mentioned his wife heidi. A reminder perhaps to female voters alienated by Donald Trumps remarks last week about penalizing women patients if abortion is made illegal. Trump gave no speech tuesday night but his Campaign Said in a statement, ted cruz is worse than a public. Hes a trojan horse being used by the party bosses attempting to steal the nomination from mr. Trump. Ohio Governor John Kasich on the campaign trail rejected calls from trump and cruz to drop out. Lets let it all play out. And they wont be successful. I think they are becoming hysterical, actually. Theres a little hysteria catching on there. Reporter both cruz and sanders remain in second place, both said tonights outcome proves they can still win, but really, the reality is that they still have to get that delegate map and right now its looking difficult to get those numbers to add up. It is all about the numbers. Thank you. Now to analysis of tonights results and how those results will shape the race Going Forward. James taylor, professor of politics at university of San Francisco. Thanks for being here with us. Thank you for having me. Over the weeks d months, youve heard the analysts say this is going to happen. Is this what happened tonight for donald trump, the socalled trump fatigue . In fact thats what i called it last night on channel 2. The country is reaching a level of trump fatigue. I honestly do believe its unsustainable to give the level of intensity in terms of emotions, physical violence weve seen at the different contests, the messaging issues of going back and forth with cruz about his wife, these issues pertaining to womens rights, so trump is all in. And the extent to which his campaign is so intense cant be sustained across the next several months. So ted cruz i think has definitely got a right to say that this is a moment of pause but i dont think its a moment of change in which cruz suddenly becomes the nominee or the frontrunner. Thats not going to happen mathematically. Cruz is on the verge. Wisconsin should be seen as one less opportunity Going Forward, hes going to be closer to 100 of the remaining primary and caucus votes at this rate, so cruz is running out of opportunities. As much as he should celebrate tonight, theres not much more Going Forward he will be able to celebrate. What about the idea of a contested convention . This makes it more difficult for donald trump to get the number of delegates, that magic number to get the nomination. Do you think now based on results tonight that theres more of a chance that were looking at a contested convention . Yeah. Nate silver provides a lot of data on this. He sees the window for trump receiving the actual number he needs, reducing and actually preventing trump from becoming the nominee. 50 to 70 delegate votes. Either way, both cruz and trump first, one of the things voters need to realize is that it requires, each candidate has to win at least eight states to be a part of a brokered or contested primary or any contested convention. So john kasich has not even satisfied the rule of eight before he talks about 1237. The only two people even qualified to go to cleveland and fight it out our cruz and trump. Are cruz and trump. Lets talk about Bernie Sanders. Certainly have the momentum, but does he have a mathematical path to the nomination . A very narrow one. Some analysis suggested if he continues to win at rates of 60 to 70 and so far hes done that in the last seven out of eight caucuses, tonight he won a major primary, Bernie Sanders, his mitt his message of economic populism struck a chord with wisconsin as nafta and other free trade issues were at the top of the list of concerns for voters. So this is a real issue. I think Bernie Sanders is shocking the world, Still Standing against the most powerful political machine this country has seen in the past 50 years. Bernie sanders with limited resources is Still Standing and still strong. Going forward hes running out of caucuses, so he doesnt have a lot of room in terms of caucuses where he has done best, but well see what happens april 19 in new york and then new jersey and pennsylvania and Going Forward. Im confident that Bernie Sanders is going to the convention in philadelphia and hes going to have some say about the final say in terms of nomination. The next big prize, new york on april 19. Hundreds of delegates are at stake and both clinton and trump have sizable leads. On april 26 another five east coast states have primaries including pennsylvania and maryland. New at 10, a growing backlash against new laws into Southern States that critic say discriminate against the lgbtq community. It allows individuals and institutions to deny service to gay couples based on religious objection. Ktvus amber lee in San Francisco tonight where equal rights advocates say the fight isnt over yet. Amber . Reporter frank, tonight i spoke with members of the lg bt community in San Francisco. They tell me they are disappointed but not surprised by the new laws passed in other states. In the castro, acceptance of people of various sexual orientations is a given. Signs of strides made in the gayrights movement is evident. Human Rights Campaign store and Action Center is a place for members of the community to find out which states are supportive and which are not. The governor of mississippi signed a bill that could allow businesses and government workers to deny services to samesex couples. Definitely heartbreaking especially being someone of this community. Protects the religious freedom of people who have deeply held religious beliefs. So did the legislature and the majority of the state of mississippi. Supporters of the mississippi law say it protects people of faith. Its not completely completely surprising we are in the middle of a backlash. Reporter kate kendall with the National Center for lesbian rights says with every struggle there is often hostile reaction from people who disagree. Kendalls group is cosponsor of ab 1887 a bill making its way through the California Legislature that would ban statesponsored travel to states that have antigay laws. We are seeing a full on assault against civil rights protections. And we need to be vigilant. We cant take anything for granted. Reporter kendall and other leaders say the u. S. Supreme courts decision last june legalizing samesex marriage nationwide did not end the struggle for equal rights. There is still a big push in the extreme right to try to strip lg bt people of our humanity. Reporter dozens of Companies Including paypal have come out in support of the lg bt community. The San Jose Company canceled and Expansion Plan that would have created 400 jobs in North Carolina after lawmakers their restricted protections for lg bt people. The company said, this decision reflects paypals deepest values and our strong belief that every person has the right to be treated equally and with dignity and respect. Discrimination has no place in this country. Not in the century anymore. Were not back to jim crow laws where people have to go to different places. Because of their sexual orientation, race or religion. Reporter the new law in mississippi is already raising concerns among major employers there. They include tyson, mgm resorts, nissan and toyota. Frank . Amber lee, thank you. San francisco supervisor today unanimously approved an enhanced family leave benefit that is among the nations most generous. The nation goes beyond the paid Family Leave Program which requires a new parent received 55 of their paycheck for up to six weeks. San franciscos measure would require businesses to pay that remaining 45 . Some businesses say it will hurt them and their ability to hire more workers. The benefit applies to new mothers and fathers who work an eight hour day and spend at least 40 of their work week in San Francisco. The new policy starts in january for businesses with 50 or more employees, Smaller Companies are to be phased in next year. In San Francisco, twitter announced its going even further extended its family leave policy. Up to 20 weeks. Others have generous packages as well. Netflix option offers up to a year, facebook gives mothers and fathers 17 weeks and google allows 18 weeks for new moms. A new bill was introduced in sacramento today that would create legal drug injection sites in california. The bill was authored by stockton assemblywoman susan eggman. The facilities would give addicts a safe place two drugs, she says. The idea is to reduce deaths, overdoses and the transmission of hiv and hepatitis c. She points to canada where Authorities Say supervised injection sites for heroin and other drugs have saved money and lives. The canadian lawmaker says the city of vancouver has a saved 1. 5 million in emergency room fees. We also have never had a death. Weve done over 2 million injections in this facility since 2003. The Entertainment Commission made those changes and approve those changes two hours ago but before those can go into effect, the owner of the building has to address two major concerns. Security and noise. Since 2006, San Franciscos distinctive armory building has been the home of internet portal site kink. Com. Now they are looking to bring live music to the armory building on a regular basis. Chemical brothers played the armory last year and the owners would like to host more shows like this which can bring as many as 4000 fans to the iconic drill court. That idea brought neighbors out to tonights Entertainment Commission meeting to voice concerns, primarily about noise. Fort meade the noise issues began back in july with chemical brothers show. The vibrations of armory events shook my walls. Rattled my windows and could be felt underfoot. Reporter the owner Peter Acworth said the venue is working to resolve the noise issue. At the same time taking the blame for a pair of shows in february that were hosted without the proper permits in place. No question two events happened backtoback, friday and saturday night, in february, and those events were too loud. We made a mistake. Theres no question about it. Id like to apologize for those. Reporter another major concern, security, clean up after the concertgoers flood out onto the streets following a show. Kim dietz lives a half block away from the armory. Mission and for that silly are too exposed for them. Mission and valencia, the letang the houses, they will urinate and defecate and they would literally scream their heads off. Reporter the Entertainment Commission voted to allow the armory to allow concerts but with tight restrictions on hours. Security must be in the area for at least a halfhour and the owners have to soundproof the building. Were delighted and were very much committed to being Good Neighbors and to abiding by those conditions. Reporter during tonights meeting the buildings owner estimated it would take three months to properly soundproof that building so no concerts until that soundproofing is done. One final note, the venue did get permits to run very very late three times a year, as late as 4 00 a. M. , those will likely be on special holidays. Christien kafton, thank you. A high risk sex offender who had been paroled to a motel has been moved. 23 will Jonathan Hoffner was placed in the motel just yesterday, he didnt stay long. Rohnert park police say corrections officials are now looking for a less populated area to paroled him. He has been convicted of Sexual Battery seven times in the past three years. He is required to wear a gps tracker. Tax season, that obviously can mean long lines and frustration at Taxpayer Assistance Centers. Ktvus Crime Reporter henry lee tells us some taxpayers let that frustration get the best of them and they are now facing serious federal charges. Reporter this was the line tuesday for the Taxpayer Assistance Center at the oakland federal building. Its where people are supposed to get help, not hurt. But this week prosecutors charged Haley Fletcher with assaulting an irs worker at this center after being told she wouldnt be able to get the text transcript she needed for school. There were just too many people waiting. Investigators say thats one fletcher cursed at an irs employee and quote, purposely threw her shoulder and elbow into the worker as she went to get a security guard. Fletcher is now facing federal charges. Arlette lee is a special agent with the irs, her office is in the same building. If workers push a button, agents come running. Its never a good idea to become violent. Especially if you are in a federal facility. Reporter in another case, a man went to a Taxpayer Center in san jose to see why his request for refunds were denied. Court records allege that over the course of six visits he was hostile, spat at and threatened to fight a guard
