Antiochs police chief confirmed that one of his officers was not injured but that he was not life threatening. California governor jerry brown signed legislation that raises the legal age for smoking. The new law increases the age to buy tobacco from 18 to 21. And it forbids tobacco use including smoking, dipping, chewing and bathing for vaping for anyone under 21. Restricts the use of e cigarettes in public places, the laws take effect june on. The Tobacco Industry opposes restrictions and is said to be considering its options. A survey by the Bay Area Council shows local support for legalizing recreational marijuana. 50 of those surveyed in the bay area said they support legalization. 41 are opposed. The city of oakland is expanding the number of radical marijuana dispensaries. The city council has approved a measure to issue as many as eight new permits per year. It will also require those facilities to hire at least half their staff from oakland. Last year oaklands like licensed the same dispensaries generated more than 4 million in tax revenue. Police in San Francisco say they have discovered a hoard of stolen items and arrested three suspects. In all police recovered more than 80 items that include power tools, a bicycle, a drone, three rifles and several pairs of highpriced jeans. Investigators have returned the bike to its owner. Tonight on 2 investigates, claims of inhumane conditions at at least bay hospital, frustrated Staff Members tell us patients are often left to sleep on the floor but thats not the worst of it. Police or emergency workers encounter a 5150 in Alameda County, they are usually taken to jon george in san leandro. Staff members say it looks and feels like a clinic in a third world country. This is undercover video given to ktvu by someone inside the john george psychiatric emergency room in san leandro. Leave me alone theres often not enough space for dozens of patients who suffer from a myriad of mental conditions. That building was originally designed for 23 patients but we keep 70 and 80 in there. Reporter so little space, so few better chairs, the patients sleep wherever they can find a spot. These people are sleeping on the floor, eating of the floor, its very dangerous. We have people who walk in the door that literally just get scared out of their mind. Reporter jon george is said to be one of the busiest psychiatric Emergency Rooms in the country. Youve got a lot of educated people. A lot of people with different diagnoses, drug psychosis, mixture of people. Reporter weve shielded the identities of these staff workers who say they fear retaliation for speaking out, and use other voices to quote them. Moralities very low. Reporter how many of you have seen somebody injured at your workplace . They say physical attacks against staff are continuous. A couple employees recently had rotator cuff surgery. We had an employee who had a total knee replacement. Ive been kicked and punched, assaulted. I had urine thrown on me. Reporter assault other patients are common. It was a very vicious attack. Blood everywhere. This patient that was attacked had to be sent out to get medical treatment for his wounds. Reporter in 2003, dr. This doctor was killed after being strangled by a patient. They dont know how to problem solve. They dont know how to work things out. Go to staff, they only know how to become aggressive and attack one another. Reporter despite repeated complaints and investigations, the overcrowding continues. Mentally, unstable patients confined to a small space creating a ticking bomb. They are agitated, theyre angry. You put them all in a little room thats a lock. Reporter Staff Members tell ktvu that almost 10,000 patients went to jon george in 2008. This year that number soared to more than 16,000. Its an everyday occurrence where our facility is overcrowded. Reporter last december Alameda Health system the agency that oversees john george issued an internal audit report and found inconsistencies with Staffing Ratios. Some instances, the Staffing Ratio was met while other times the ratio was either under or over the 1 to 6 and one to for staff to patient ratios. Staff mentors tell ktvu in reality theres often more than 20 patients to one nurse and up to 70 to 1 dr. After a patient hanged herself in 2005, the Alameda County grand jury also investigated john george and found a failure to hire enough nurses to provide uptodate care at the facility and that it is not in full compliance with state laws. Staff members say they are seeing a revolving door of patients. Theyre coming back again and again because we dont have the time or facilities to get them the care that they need. Is it ideal . No, of course not. Reporter dr. Joe walker is the medical director for jon george. He admits the facility can be overcrowded but says when that happens, extra Staff Members are called in. Although they may not show up for a few hours. Do i understand how difficult it is for a patient and certainly for a Family Member to have to endure one of those periods . I absolutely do. And we take it as our highest priority to make that as brief as possible. Reporter Alameda CountyHealth Officials say they are working to reduce the overcrowding but it wont happen overnight. The overall solution is going to happen tomorrow . No. Its going to be an ongoing process. And im confident that we are taking steps necessary to address it. Reporter Health Officials say they are working to divert patients from jon george to other facilities and trying to get earlier Mental Health evaluations to keep some patients from having to go there. But in the meantime, conditions remain unchanged. These are mentally ill, vulnerable people, people who are indigent, people who are homeless, who cant advocate for themselves. Reporter people who may be near the bottom of society and Staff Members say deserve better. It is somebodys daughter, somebodys son, loved one. Were fighting for them. Reporter you heard administrators say they are working on the overcrowding, Staff Members say theyve seen little change, they are hoping stories like this will get county Health Officials to take action, not someday but now. So to the administration say anything else about these problems . They are trying to present a good picture on this and say they have a lot of reports, comparing themselves to others psychiatric institutions from across the country where they score well. But Staff Members i talked to say, so what . Look at the conditions now, today. If its going to take years to turn this thing around, you have people who are suffering, hanging by a thread mentally, and psychologically and through drug abuse problems. Theyre hanging by a thread and not getting the help they need today and they cant wait for years for the demonstration to figure this out. What stuck out to me was a person saying thisis a building designed for 23 and were serving 70 today. Feels like that is a recipe for real problems. The Fire Department has looked into whether they are violating fire took by exceeding occupancy limits. But apparently because its an emergency facility, those occupancy limits dont apply.
