The republicans are promising to bring the vote to the full senate by friday. That could have both sides making history. Democrats if they filibuster a Supreme Court nominee and republicans if they use the Nuclear Option to change the senate rules. Reporter the nations bitter partisan divide was evident on monday as they debated president trumps Supreme Court nominee neil gorsuch. Hes the kind of justice we should have on the Supreme Court. Based on judge gorsuchs record at the department of justice, his tenure on the bench, his appearance before the senate, and his written questions for the record i cannot support this nomination. Reporter the final vote 11 9 along party lines foreshadows a likely showdown when the vote reaches a full senate on the floor. All 52 Senate Republicans plus four democrats say theyll vote for gorsuch, but those 56 votes fall short of the 60 needed to override a filibuster. Clearly this nominee is out of the mainstream. I will pose them. And you can use a filibuster if necessary. Reporter republicans say they are willing to change the senate rules to win. Im going to vote to change the rules because im not going to be a part of the senate where democrats get their judges and republicans can never get theirs. The filibuster goes all the way back to the 19th century. Reporter henry brady dean of the uc berkeley dean of policy says the threat of the filibuster has often forced the Majority Party to compromise. The ideal is there are some things that are just important you dont want to have the majority to make the decision. You want a super majority. Reporter brady says there is a precedence for changing senate rules. It was the democrats in 2013 who changed the rules on lower Court Appointees when republicans appeared ready to filibuster. The partisan divide deepens last year when republicans refused to hold any hearing for seven months on president trumps no , maam president obamas nominee. Completely eliminating the nominee could lead to polarization long term. That means we dont need as much compromise with the other side. We could end up with more judges on the other side, depending on who is in charge of the senate and the presidency. Reporter at some point gorsuch would replace the late Antonin Scalia considered one of the more conservative justices. He could be equally or more conservative than gorsuch. A lot of them are wondering if this is a battle on both sides that will be worth changing the senate rules. Yeah, it will be certainly interesting to watch for the next couple of days, thank you. California is one step closer to becoming a sanctuary state. The senate the state senate pass add bill to limit the communication between federal Immigration Enforcement agents. Supporters of the bill say data shows counties that limit corporation with ice head towards prime because they are likely to cooperate with authorities. Those who oppose say in some case they would shield you from deportation. The state senate said the bill would protect undocumented families who havent committed crimes. And we will cooperate with our friends at the federal level with serious and violent felons, but we wont cooperate a list of times when we are talking about separating children from their mothers and mothers from their children. Thats not who we are as a great state. And the bill comes at a time when the Trump Administration is threatening to pull federal funds from sanctuary cities. The state legislation now moves to the assembly. All new at 10 00 a highway pursuit in the east bay will end with a crash that injured five people. Oakland police say it started at 7 45 when they spotted that vehicle that was reported stolen and used in a robbery. After a chase on northbound interstate 880, that car then crashed at the fifth avenue offramp. Police say the five people in the vehicle were all hospitalized and they are said to be in stable condition. Well now to concord where nearly two dozen tires on parked cars were slashed in a string of vandalism. The slashed tires were found yesterday morning along armon drive. Paul chambers talked to one of those victims who hopes Surveillance Video will lead to an arrest. Reporter take a look at the Surveillance Video that shows a person walking down the street before stopping at this truck. The owner of the vehicle believes the person in the video would slash their tires hours before he headed to work. And to start driving just a few feet down the road and still something is not right, look out, and you can see my tires are flat and then get out and look back out at my truck, my rear tire is flat. Reporter Concord Police say between 9 00 saturday night and 7 00 sunday morning, at least 20 tires were slashed from dinger court. An area that most say is fairly quiet and safe. I look at my track and i can see, you know, i had a flat tire as well. How somebody was in the neighborhood sticking tires. His brother was also a victim with his truck and boat trailer with the tires being slashed. Again they were not alone. Over on clayton road more people with the same story. Two women here had multiple tires replaced when they struck their husbands vehicle. And one of his backsides were fresh and he popped and slashed both tires on the side. It is not over these circumstances, just from the week we spoke with, their tire replacement is more than 2,000. One of my cars right now, it is going to cost about 600. We had to call a flat bed tow truck, which would cost a few hundred dollars. That brought us down and out and now two new tires are costing us another 250. Now im out, you know, 500 for two tires. And it would probably cost you 500 alone. Reporter some residents are looking to buying surveillance cameras of their own and they started a neighborhood watch. But for now residents want you to look at this video of the person they believe is responsible for causing thousands of dollars in damages. I just wish they could put a face to it and maybe catch the eye. Its a lot of damage, a lot of tires. Reporter as of now, police are not releasing any information about a suspect or a motive, but they ask if you live along those streets and you have surveillance cameras to give them a call. Sky fox was over the scene of the accident on john mure drive in the lake merced neighborhood this afternoon. Two of the vehicles involved caught fire. Were told one person was taken to the hospital with minor injuries. New at 10 00, a a tree a tree collapsed this evening damaging several vehicles. It happened at about 6 00 this evening near the intersection of 19th and webster streets. The trunk and tree limb did some several damage to a pleasanton mans pickup truck. The truck owner said this wasnt the first tree down on that block. This is the third one. The first one took out my buddy roys el camino, the second one went down the middle of the night, nothing happened, now this one, three vehicles involved. They need to take the matter in strive saying the truck was only a material possession and no one was hurt. A new season and a new era for the oakland as tonight. Now the base stealing wonder, they have the coliseum field named in his honor and to the light of fans and henderson who said he couldnt believe it when he heard it. Just shocked. Reporter well ken family members tell me physically she has a cut above her left eye, but emotionally she is is still very shaken up. You can see the growing memorial behind me as the focus now is to take care of the daughter and to bury her father. Tonight grieving family members, they placed flowers where 41yearold pose Bornking Moseley lost his life after a chevy camaro crashed into the big rig downtown san jose. Remembering him as a great father to his 10yearold daughter. I could still hear him with his smile on his face. And telling me all about his daughter and how much he loved her so much. And she is his queen. Reporter last friday around 7 45 in the morning, familymembers say moseley was taking his daughter to school as they were heading eastbound. He crashed into a semitruck, backing into a construction site off the street. Wedged underneath the truck. His daughter who the family said is named Bornking Moseley was a passenger and survived. She was cautious at the time. But saying my daddy is dead, my daddy is dead. For a child that young, to have to see that is very, very hard. It is not clear what caused that crash as they would point to the blinding sun that morning and the lack of Traffic Controllers in the busy construction area to alert traffic. And neighbors say this section of park avenue is known for speeding and wish there were more stop sign. I was shocked and at the same time very sadden for what happened at the the same time, but it was a surprise Something Like that would happen. The big rig driver is cooperating with investigators. But the family says moseley who was unemployed was excited about job interview. Ironically at the a construction site. And they are now in need of comfort as their lives will never be the same. And im just broken. From all of this happening right now. All of a sudden you would know why and he is the angel. Reporter a gofundme page has been set up to give moseley a proper burial and to help his daughter and ken, i just checked that gofundme page and so far it has raised more than 3,000 in one day. Live in san jose, azenith, thank you. And one man died in a boating accident today in the north bay. They were reported shortly after noon and in marin county. At the National Seashore spokesman. They were overcome by waves right there. And now they both ended up across the bay from their landing. Two men were on board and only one survived. That victim has not been identified. A resolution that repeals a set of internet privacy rules adopted by their regulators last year. They had not yet gone into effect to require they get their customers permission before selling personal data such as a persons browsing history. They heavily criticized that move, but it is seen as a victory for their Service Providers who said they were unfair because they did not apply to websites such as google and facebook. Help is on the way for flood victims all over california including those hard hit in san jose as the reporter tells us, the Trump Administration has opened federal calls, paving the way for flood relief dollars on the state and the local level. Just weeks after the worse flooding in san jose and what they have seen in decades with clear signs, the clean up isnt complete. But President Donald Trump has given their green light for federal Disaster Assistance for 42 california counties including santa clara and san mateo, alameda, contra costa, napa, marin, and sonoma counties. We are here at the request of the state to work hand in hand to let them help rebuild and to establish those Infrastructure Projects that would damage them during these incidents. The officials said they would help rebuild damaged or destroyed infrastructure such as roads, bridges, public buildings such as schools and hospitals, but they began weeks ago with applicant briefings and conclude with a former request for assistance. And once that agreement is signed, that money would then become available to the local jurisdiction to convince them. Reporter and they say they sustained 18 million worth of damage to their parks and other properties, but the Emergency Declaration would help and it is not a cure all. Certainly that money is helpful and it is not the money they most critically need to help more than 400 families get back on their feet fo for stale housing. Reporter this does not require for relief directly to residents. Local fundraising and donations are still needed. Really to get the Community Back on its feet. Weve got to unless the community has to do that. Weve had a lot of support so far, but we are going to continue to ask for the community help. Reporter tomorrow the mayor unveils a plan to ask card dealers and others to donate or sell costs, vehicles to flood victims whose vehicles were damaged by floodwaters.
