We start with the one thing standing between millions of americans and desperately needed federal financial relief, President Trumps signature. The recently passed package which includes Coronavirus Relief and funds to keep the government running is sitting on President Trumps desk as he plays golf this weekend at his private club in florida. This comes as a number of c. A. R. E. S. Act benefits are set to run out, putting many vulnerable and struggling americans at risk. Expiring tonight, two unemployment assistance programs. Expiring next week is a moratorium preventing people from being evicted. At issue is the size of the direct stimulus checks. Although mr. Trump hasnt played a role in the negotiations, he is now demanding that the 600 payments be increased to 2,000 per person, something democrats have long called for but republicans have blocked. Meanwhile the financial fate of Many Americans hanging in the balance, and they need help now. I just wish i could just say to them, you know, help us. Were trying to survive. Were trying to eat. Were not worried about our vacation homes. Were not worried about, like, you know, how big our Christmas Tree is going to be. We dont have Christmas Trees this year. Were trying to eat. Were trying to pay the electricity. What i make here is probably going to have to sustain my family till summer . I have no idea. That covid relief is curable. Josh lederman is in florida where the president is continuing his vacation. Any idea when the president might sign this sill bill. Reporter as the nations economy teaters on the edge of a new crisis, two words so far have characterized his vacation, golf and grievance. After the president arrived on wednesday shortly after throwing a wrench into the whole situation with this covid relief bill, we didnt hear much from the president. In fact, he spent the first two days here on the golf course largely out of sight without commenting on what was going to happen with that bill with the white house unable to say whether or not he was really threatening to veto it or whether he was simply expressing his distaste for it. So there was optimism as far as republicans and democrats urging the president to please just sign the bill and move on, that perhaps the president was heeding that advice and would somehow find a way to climb down from that threat. Then came today when it was a little too chilly to golf, and the president instead spent the morning going on twitter raging once again against this bill, insisting that those 600 payments be increased to 2,000 without really laying out a path for how thats going to be manageable. Thats creating a whole lot of pessimism at the moment that the president seems to be dug in on insisting ofr insisting on these lastminute changes when his own negotiators were brokering that deal with congress. The house is set on monday to once again try to call the president s bluff and pass legislation that would actually make way for those 2,000 payments but its not clear thats going to succeed in the house. Very unlikely that would actually succeed in the senate. So were stuck in a position where theres not a Clear Pathway out of this, save for the president going back on his word and deciding to sign this legislation anyway. In the meantime, so many millions of americans facing critical consequences of not having this relief measure as well as the government specked bill thats attached to it signed by President Trump. With Unemployment Insurance from the federal government that has provided such relief set to run out tonight at midnight if theres not an extension signed by President Trump. The government set to shut down hundreds of thousands of federal workers not on the job come monday if he doesnt sign this spending bill and eviction pretexts for millions of americans who are at risk of being kicked out of their homes set to run out at the end of the year, alicia. Josh lederman, thank you. Lets focus on the consequences of what this means. Even if the president signs the bill into law tonight, the time it will take for americans to receive those benefits could mean financial ruin. With me now, the executive director of one fair wage, a Nonprofit Organization representing tipped and subminimum wage workers. Good to see you. Even if President Trump signs the covid19 relief bill into law today, tomorrow, what are the consequences of how long it will take for Unemployed People to actually receive those benefits . Its pretty horrific. And i really appreciate you founk focusing on it because it will take several days if not weeks for people to get their payments and its just not enough. 300 a week is not enough in terms of Unemployment Insurance for people that pay rent and electricity. Im worried about heat. It is getting colder and its winter. What are people going to do to keep their families warm if they cant put food on the table . It is very, very dire. If he doesnt sign it, it will take even longer. Lets say he signs it tomorrow, if Unemployment Insurance runs out, it will take weeks for state Unemployment Insurance systems to turn their systems back on to provide this insurance to people. It is disastrous. So many of the workers that you work with are restaurant workers. What kind of Work Environment are they being forced back into during this pandemic . Thats the thing, is that with so little coming in, 300 a week, if they qualify, most of these workers are being forced back into jobs that they find incredibly dangerous, that theyre terrified to go back to. We did a survey of 2,000 workers. 80 said their employers were not following safety protocols. About half say they knew at least one person who had gotten the virus. 0i are saying their tips are way down and harassment and hostility is way up. 40 of workers, especially women, said Sexual Harassment had gone up, and it had changed. Women reported in the hundreds that male customers were asking them to take off their masks so they could judge their looks and their tips on that basis. This is a lifethreatening situation that is a consequence of how little and how late this relief has been. Theres been a lot of talks about the vaccine and how that would potentially in the next few months jump start the economy. Do those implications apply to lowwage workers . No. Everyone needs to understand hoof places where they work are not going to immediately bounce back. Theyre not going to turn on with a flip of the switch with a vaccine. Hundreds of thousands of Small Businesses are closing right now. Thats millions of workers who are not unemployed for three months or six months, but youre talking longterm unemployment, one year, two years, three years, even longer. So what we really need right now is, frankly, what we did at the last economic massive depression of this country. We need a new deal. We need longterm Unemployment Insurance that gets out to everybody. We need wages to go up. We need a full minimum wage so people arent forced into very dangerous settings where they have to rely on tips to feed their families. We need paid family leave, and we need cancellation of rent, not a moratorium where people are going to come back and face evictions within a month these kinds of temporary measures are too little too late. Reporter derrick was a Quality Control inspector for mercedesbenz, making 15. 50 an hour until he was furloughed in march. Im between a rock and a hard place. Reporter the couple lives in South Carolina with their daughter, relying on 216 a week in unemployment. Theyve fallen 6,500 behind in rent. Were going to be out on the street. Thats whats going to end up happening. Were going to end up out on the street. Reporter until now the family has been protected by the moratorium on pandemicrelated evictions that was set to expire right after the holidays. Congress extended it by another month. But for Many Americans, that may not be enough. Nearly 5 million believe they are likely to be evicted over the next two months. This marine provides family with food, family, and rent in South Carolina, one of the states with the highest eviction rates. In the past when people came to us for assistance with their rent, normally they would be 300, 400 behind. Today we had a young lady coming in, single mom of three, she is 4,500 behind on rent and is going to be evicted on friday. And there arent enough resources in our community at this point to really make a difference for her family. And its a tragedy because thats happening over and over. Reporter a devastating cycle in this pandemic. Everybody is trying to keep a roof over hair head. Everybody is trying to keep food on their tables. Reporter critics say the onemonth extension is a bandaid on a much bigger problem, hitting communities of color especially hard. Investigators are still working to piece together who is responsible for the explosion and what motivates they may have had. Earlier today nbc news learned that investigators are searching the home of an antioch, tennessee, resident in connection to the bombing. These Law Enforcement officials are working to confirm whether or not warner may have been involved in the bombing that injured three people and damaged over 40 nashville buildings. Nbcs Morgan Chesky joins us live from nashville. Some new developments, but no arrests yet, is that right . Reporter thats absolutely right, alicia. In fact, were stihl waiting to hear what investigators found when they searched that home in that suburban neighborhood outside nashville for several hours today. In the meantime, we are four and a half blocks from where the bomb went off. A curfew is in effect and folks tell me having seen the damage firsthand, they likeened it to a war zone. Tonight, senior federal Law Enforcement officials tell nbc news theyre searching the nashville area home of 63yearold Anthony Quinn warner. Theyre looking for evidence in connection with the Christmas Morning crime. A possible clue, officials say, a google street view image of the address shows the rv as an identical match of the same vehicle Nashville Police say was used in the bombing that rocked music city. The explosion authorities call intentional, shattered windows, smashed through doors, and damaged nearly 40 downtown buildings. The blast coming in an rv parked near the the recent transmission building and right outside the home of betsy weapons who woke to the sound of gunshots and then heard a strange voice coming from the vehicle. It was a mechanized, computerized female voice. It said evacuate now. There is a bomb in this vehicle. This vehicle will explode. Evacuate now. Reporter williams and her family got out just in time. Three others were injured. Tonight Authorities Say theyve recovered human tissue in the wreckage, but little else. Were standing blocks away from such devastation. Is nashville safe tonight. Nashville is safe. We have no known threats against the city. Were following up on every Investigative Lead that we have. Reporter the police chief quick to credit the six officers who first encountered the rv, each rushing to clear the area and get nearby residents to safety. They went with their gut instinct and immediately began evacuating people. Wed be talking about a lot of people seriously injured had they not taken those actions. Reporter the at t outage disrupted 911 access and grounded flights at nashville airport yesterday. Full restoration could take days as some residents across tennessee and in parts of georgia, alabama, and kentucky are cut off from cell phone and internet access. Tonight, music city eerily quiet. You could outline a dozen different scenarios of this of what could have happened. But we were just lucky. Reporter and tonight i am told that the scene remains closed off until at least tomorrow. Investigators saying they want to scour that area. Every piece of that explosion could be vital evidence in finding the person responsible. In the meantime, the governor of tennessee has made a formal request fortofema for federal assistance, likely to be funds to clean up this debris still covering city blocks. Alicia . The curious thing is there is reporting there have been human remains found, so this leads to the question, you know, was this a suicide bombing . Was this totally Something Else . It begs the question, if theyve identified a suspect, are they going to try to rule out the remains by looking at dna results . Theres a lot of questions as to who the suspect was, where he is now, if he is indeed deceased or absconded and thats the focus of Law Enforcement. We know, naveed that, investigators are tracking over 500 leeds to find a
