I wonder as you look at the numbers across your state, the rising number of covid19 cases, are you rethinking the rate at which you are going the reopen your city . Well, we were the first to shutter in place in our state, and the first to close your beaches, and the last to open them and come out of it. And i still think we have to really question given the current trajectory that we are doing it too fast. Honestly it would be silly to not look at these numbers and realize that there is a huge amount of virus in our community not just in the positives. Because that can be increased by the number of tests. But by the hospitalizations and by so many of the other indicia that it is dangerous right now. Right. When you talk about testing, long lines we have seen coming out of that Miami Beach Convention center. What more needs to be done in order to get to the level of testing that you need to see just to get those who want to be tested in miami beach the level of testing that they need . Well, you know, we have regional areas. And we get a lot of people in the Hospitality Industry coming. You see a lot of waiters and cooks and folks coming in. We just opened up another one today in south beach. And we need more. We increased our capacity from 300 to 1,000 this week. So we are really trying to do more. But people have to start doing the things necessary to ward off the virus and to stop its spread. Thats really the problem right now. People arent doing what they are supposed to be doing. Miami beach of course is a hot destination. People come in not just from all over the country but over the state to miami beach. How much of a concern is that for you, that you will have people both from other parts of the country, other parts of the state, coming in and bringing the virus to miami beach . We are not a city built for social distancing. We are built for the opposite of social distancing. We want large gatherings typically but not now. The problem is that we have to protect our residents but we also have this other burden of making sure that as people come and go they are comporting themselves consistent with good health. And they are not right now. We have to do a lot more. But there is not a lot left in our tool kit. We had the mask orders. We were the first city i think in the country to require masks. But i think we are about to give it more enforcement ability within our city. We may have to look at other things to make sure increased enforcement. We just shut down a handful of restaurants this week who werent complying. Of course thats terrible. They have suffered already during this pandemic. But we cant allow bad Health Situations to continue. All right. Mayor, thank you. A major federal ruling overnight in response to the increasing covid19 outbreak. In california arc federal judge ruled that the government must release Migrant Children held in three Family Detention Centers around the country by july 17th because of the increased threat posed by the virus. For more on this, lets turn to an immigration and Homeland Security reporter at cq roll call. Walk me through this ruling. It is really interesting. They gave i. C. E. Until july 17th to row lease more than 100 children who are residing in three immigration facilities in texas and in pennsylvania. What is really interesting about this ruling is that they gave i. C. E. Two options how they can release the children. Either release these children with family members who are already residing in the u. S. Or release the children with their parents would are also residing in the detention facilities. They cited the recent outbreaks of covid that have been skyrocketing in the i. C. E. Facilities. More than 2,000 detainees innize facilities have already tested positive. As of thursday, 11 families residing in these immigration Detention Centers have tested positive for covid. They were saying leaving the children in here, especially the children who have been in the facilities for more than 20 days is putting them at high risk for contracting this virus. It is seen as another way of trying to process these children who are having their cases processed in the u. S. Rather than having them stay in the i. C. E. Facilities and maybe contracting the virus having them stay outside the facilities where they can be at a safer distance from the virus. Right. Now, when you and i talked to advocates what they will say is this potentially creates another situation, a situation where parents are once again being forced to choose whether they stay with their children in the Family Detention Centers or whether they release their children to something else. What are advocates seeing as the next step in this ruling . Something that has been advocated for a long time is alternative detention programs. So, this is necessarily not saying that when you release these parents with their children or just detainees in general to the u. S. Outside of the i. C. E. Facilities that you are essentially letting them go free and not being responsible for waiting for the Immigration Court cases. But it is saying that allow them to be released in a safe man, he have them call in sometimes, check in, wear an ankle bracelet. Other forms of detention that doesnt have them residing in an actual facility. These are things that have been advocated for a long time. They say it is more costeffective than having the families staying in the i. C. E. Facilities. Even the Trump Administration agrees it is not costeffective having them stay in the facilities. Have an alternative that also holds them accountable and making sure they are actually waiting for their immigration cases to be processed and then the final verdict and deciding what happens to them. Now, eu ambassadors have been discussing all week on how to go about opening the eu axe external borders to nonessential starting next week, and more importantly on who will be allowed in. Two eu diplomatic sources told nbc news that the United States was not included on a list of the countries whose citizens would be allowed to enter on the 1st of july. And today we take you to branson, missouri, where a protest is happening outside of a store that sells confederate merchandise. Nbcs ellison barber is in branson. Tell us, how did the branson protests get started . Who are the organizers. Reporter there have been about five protests related to the black lives Matter Movement in support of black lives matter since, you know, we saw all the protests springing up across the country. There have been three in front of this particular store dixie outfitters where they sell a lot of confederate flags, confederate tshirts, paraphernalia and things like that. This was organized initially by a lot of high schoolers. We talked with one of those organizers yesterday. She told us why it was important for her to do that. A store filled with hate symbols, confederate flags is obviously something that i dont think should be presented as a Family Friendly business. I do think we can push them to a point to understand that there is no monetary gain in hatred and they will lose business. We are a combination of teenagers and voices in our community that saw a change that needed to happen and we looked to ourselves to see what it was that we could do. And that can happen anywhere. Reporter i want to let you walk with me so you can see some of what we are seeing at these protests. They have progressively grown each weekend we are told by people on this side of the street, the black lives matter protesters that this is their largest protest since they began protesting. As we walk up, you can see the other side. They are kinds of yelling at each other. Going at each other. All that is separating them are two lanes of traffic. This right here of course is the store at the heart this debate. The store has been here for about 13 years. The black lives matter people say this shouldnt be here anymore. They say they were inspired by seeing all of the protests around the country. And they felt like this would be a small change they could make in their community right now. They feel confident if they keep doing this they could possibly get this store to close. As the purr to remove confederate statues mounts President Trump has signed an executive order to protect those monuments. Josh letterman is at the white house. Josh, what details can you give us about this executive order . This order is part of a broader crack don by the president on those who want to cancel these monuments to the confederacy. This crackdown appearing to be more symbolism than substance, not actually changing a whole lot but signaling the president s desire to show that he is pushing back and standing up for those who want to keep these memorials to the ken fed raes. In this executive order, the president is stating that it is the policy of the United States to prosecute to the fullest extend permitted under federal law any person or any entity that destroys, damages, vandalizes or des rates a monument, memorial or statue. Of course we know it was already illegal to vandalize public property. That remains the case. As far as the president s focus on trying to keep what he calls law and order, alicia, we know that the president only yesterday abruptly canceled his visit to bed minister this weekend saying he wanted to stay back here in washington, d. Theres another story i want to bring you in on, acting department of Homeland Security head chad wolf sent a letter friday to the heads of for social Media Companies and encouraged them to take action against posts that call for removing statues and violence in that vein. The letters went to the heads of facebook, twitter, apple, as soon as possible chat, some of the companies we are familiar with. In the letters chad wolf wrote i am writing to ask you to do your part to put an end to violence and illegal activity spreading across our country by ensuring your platforms are not used as a tool to organize, facilitate or insight dangerous or deadly riots in violation of state and local law. The Homeland Security department saying facebook, twitter, these platforms are being used to galvanize and organize a lot of these events. They would like to see a crack doub on that by the social Media Companies. But we should point out alicia, it was just yesterday when mike pence, the Vice President was giving that coronavirus bereaving. He was asked why the Trump Campaign continues to pack these rally asks churches with all kinds of people amid the coronavirus pandemic. He said, look, in america, we have First Amendment rights, and that really trumps everything else.
