Well, this kind of high stakes high profile opportunity for any president is a chance for that kind of reset or a way to introduce himself yet again to the country and focus on things that are important to the president , perhaps deal with some of the issues that have been a question mark on his style, his brand, his message. We saw the story already the president using twitter as he so often does, talking about the economy, something we expect hell do a great deal on tuesday night. This was a focus on a couple of important things where he referred to the artist jayz, who must have been critical of the president because he says, please someone inform jayz because of my policies black unemployment has just been reported to be at the lowest rate ever reported. Thats something weve heard the president talk about in switzerland, he talked about some of the demographic cutouts of the employment picture to say things have improved for all americans. Expect that to be a part of the message on tuesday night. And advisers say the president will use the speech in some ways to reach beyond his own political base. Washingtons annual prime time show. Big questions remain how and if President Trump will face special Counsel Robert Mueller himself for an interview. The president s attorneys could try to negotiate a time limit but i imagine that bob mueller would want as much time as possible. For this president theres always a distinction between when he sticks closely to the teleprompter prepared remarks and when he feeds off of a crowd. Im going to reach out to you first, the president is giving a speech with the lowest Approval Ratings of any president over the course of a first year. He has the cloud of the russia probe hanging over him. How does he negotiate all of this and look for success tuesday night . It has a lot to do with his tone and you may recall that last year after having given the first inaugural address, using dark themes talking about american carnage. He gave the equivalent of a state of the Union Address pretty well received. White house officials indicated hes going to do a similar month positive tone talking about the economy, talking about his accomplishments on tuesday night. The question as you rightly pose, how will that be received . Republicans in the room will receive it well. When he starts talking about immigration and talks about his proposals on daca, the program for young immigrants brought to the United States illegally, that no doubt will not get applause from democrats and some of the other issues that he brings up with regard to that and other policy areas are and will be controversial. The way he presents it will certainly impact how its received in the room but it goes beyond that as well. Yeah, well, to that end, caitlin, trump aides say the president plans to set aside his more combative tone and make an appeal beyond his base. As we know, the president has seemed incapable of doing this over the last year. Do you think it will happen now and can it be convincing . Its a great question and something weve been asking since the beginning of this year and weve seen a tempts by the white house and attempts by the president to kind of build a coalition, only for the president to kind of backtrack, created a whole host of controversies already from the immigration policies to the reporting about his wanting to fire Robert Mueller and so, theres not a lot of good will built up to say the least between the president and democrats. What im looking for here in this speech is particularly on the issue of immigration, because he has a lot of Coalition Building to do within his own party. This offering of citizenship in exchange for changes to Legal Immigration is turning off some a lot of democrats on the Legal Immigration front but also a lot of republicans. So the president has said before hes willing to take the heat for certain things, but has only backtracked on that as well. Whether he tries to kind of entice the more conservative members of the party and provide them some political cover is something that remains to be seen. Yeah. So i want to get to your reaction on the Washington Post reporting on the president s push to release the secret russia memo despite the Justice Department saying shouldnt do it. Nbc news has not confirmed the report but what is it in the memo that the president thinks can help him or is he presuming it is going to be favorable since it was written by the staff of conservative chair devin nunes. I think the president takes that message on and said, look, this is something that i want to get out there. What i think is as interesting as whatever may be in the memo, again, this suggestion that he should be able to influence the Justice Department and according to the Washington Post, he had that message delivered by his chief of staff to attorney general Jeff Sessions and that was pushed back again. So this sort of back and forth between the white house and the attorney general and the Justice Department again, reflects something that has also become part of the russia investigation which is the president s desire or belief that he should be able to weigh in on what is done and what is supposed to be a fairly independent agency. And in essence, a lot of people want to see this thing wrapped up, so there are some republicans along with the white house saying this memo would help do that, help bring the investigation to a conclusion. How do you interpret their calls to release it even when the doj says this would be reckless from a National Security perspective . I think thats a really important point to highlight, is this contrast weve seen between republicans and doj and president and his own Justice Department. Republicans have an interest in wrapping this up because they think this is clouding his the president s allies in congress are thinking this is all clouding the president and overshadowing the agenda they want to put forward. I would note however, that republicans do have a lot to talk about and to campaign on. The economy for example, they can start to promote the tax cuts, whether or not you agree with them, republicans think thats a good way to go and yet, they kind of continue to talk about this russia investigation and we did see this week kind of a botched attempt by ron johnson, the senator from wisconsin and some others, talking about these Text Messages between fbi officials who were kicked off the Mueller Probe and kind of insinuating a lot of things and. Putting things out in the public that were akin to conspiracy theories. Certainly everybody wants members of congress to hold our intelligence our fbi agencies and other agencies accountable. But the way in which they are doing so, i think raises a lot of credibility questions on their end as well. Okay, so if you are betting types, what do you think . Stays on script or veers off . What do you think, jeff . I think im not a betting type answer it anyway. I do think hell probably stay on script. This is one of those big speeches in the year where teleprompters really make a difference and he will have one. That doesnt mean he wont have asides that he uses on the campaign trail, speaking to rallies. But i suspect hell stay on script this one. Your expectation . I agree. But what happens after state of the union . What does he do and say that either promotes what hes talked about in the speech or negates some of it. Do you see this as yet another attempt to try to disrupt the special counsels investigation and could that lead down the road to obstruction . So, absolutely, i mean, i think this is part of a broader pattern between the president and his allies and congress to try and smear mueller and the special prosecutors investigation in ways that are really political and dangerous. I mean, the whole point of this memo as i understand it is it contains classified information. Classified information is beyond Law Enforcement sensitive. Even people within the department of justice and the fbi have to have special clearance in order to view classified information. So the idea that they would release this memo to the public without even giving the source, namely the department of justice, an opportunity to review it and determine what could what fallout could come from that that might be potentially dangerous, is really i think part of this broader pattern here of smearing the department of justice and the fbi in ways to try and benefit the president personally and politically. Mimi, i have to ask you also, the source of this memo, its written by Staff Members of a conservative House Republican who happens to be the chair of the House Intelligence Committee from california, devin nunes, is it your understanding its normal for Staff Members to have access to classified information like that, to pour it over and write up the summarization and parts of i have not seen the me memo, but would that be normal . As i understood it they did get clearance for certain members to review the memo. Whether those the individual staffers who wrote the memo got clearance, i dont know. You can be given clearance on a case by case basis. So im assuming though i dont know, that they did have some kind of clearance to review it. Its the writing the memo and then wanting to release the memo as a substitute for people who dont have clearance seeing the classified information. Thats whats dangerous. The attacks on the fbi, the department of justice as a way to try and discredit this investigation, really presents i think a threat to Law Enforcement and the job that Law Enforcement needs to do with respect to all sorts of important cases that are important to the American Public, like terrorism, gang violence, child sexual exploitdation. You can explain the Washington Post reports the president does not understand why he cannot simply give orders to my guys and what he sometimes calls the quote, trump Justice Department. Can you explain that for us and to the president as well why he cant just simply give orders and have them follow it .
