Have a go afternoon and a great evening. Thank you. Good afternoon. It seems the president cannot shake russia. Right now he is meeting with our foreign allies at the annual g7 summit as the special counsels office adds yet another indictment in the russia investigation. This is the third one against Paul Manafort. This is brandnew information. A long time associate of many of thes is also named in this indictment. Todays charges include conspiracy and obstruction of justice. Familiar charges for manafort. Early whier this week, he was accused of tampering with two witnesses and prosecutors called for his bail to be revoked. Now, russia was on trumps mind as he departed for the g7. Before arriving in canada, he floated the idea of readmitting russia into the club of World Leaders. I would recommend and its up to them but russia should be in the meeting. It should be a part of it. You know, whether you like it or not, and it may not be politically correct, but we have a world to run. And in the g7, which used to be the g 8, they threw russia out. They should let russia come back in. Because we should have russia at the negotiating table. Okay. Lets get right to Nbcs Kristen Welker in quebec city. She is following the summit for us. This met with a Swift Response from the g7 leaders, including from canada. Its worth noting that canadas Foreign Ministry of ukrainian extraction is on a banned list from russia. She is not allowed to travel to russia. And canada is one of the first countries to enforce the magnetski act like restrictions on russia. Canada says zero chance they are inviting russia back into the g 8, as it were. Right. And we are potentially going to hear more from her later today. She is expected to answer some questions from reporters. The official statement from canada, we do not support russia returning to the table as long as they continue to illegally occupy crimea. Similar responses from theresa may, from the Prime Minister of canada, and the president of france. All saying that they are not going to support this moving. But its not just these World Leaders, ali. Its also lawmakers. Fell republicans ben sass saying this is weak, russia is not our friend. Senator john mccain really had some of the strongest language on this. Let me read you what he had to say. Vladimir putin chose to make russia unworthy of membership in the g 8 by inity vading ukraine and annexing crimea. Nothing he has done so far changed that obvious fact. A lot of angry reaction from a range of different areas. Why is President Trump putting that on the table . Well its not entirely clear. Is there a strategy behind it . Or is he trying to royal allies here . They are already locked in a bitter back and forth over the issue of trade and tariffs. President trump infuriated them by announcing new tariffs several days ago and we sort of woke up to this war of words between the president and these allies. Listen to what he had to say moments before leaving on the white house south lawn. You look at what canada and mexico, the european union, all of them have been doing to us for many, many decades, we have to change it. And they understand its going to happen. European union treats us very unfairly. Canada, very unfairly. Mexico, very unfairly. With that being said, i think we will probably probably very easily make a deal. So the big question, are they going to actually get anything done on the issue of trade . The president met for a few moments on the sidelines with the president of france. The two expected to have a broader meeting a little bit later on today. He also of course fwregreeted a number of the other World Leaders here. Those tensions not really bubbling you to the surface, ali, but its still not clear they are able to get anything done. He was late arriving by about an hour. He is going to be cutting his trip short tomorrow. Why . His office saying he is focusing on the summit with kim jongun. He is definitely to the focused on what is happening here but instead on the face to face trying to get denuclearization from north korea. The g. Leaders typically deal with a wide range of issues during these meetings but President Trumps fights with the allies over trade is pushing a lot of major issues to the sidelines. The big one being climate. The white house says President Trump plans to leave the summit as kristen just said a little bit early, which means he is going to be skipping the sessions that focus on environmental protection, and clean ocean. Something that trudeau and macron take seriously. Another issue is russia. The president was slow to acknowledge russians influence in the 2016 president ial elections but the allies in the g7 are taking it seriously. Prime minister theresa may of the United Kingdom is going to propose a Rapid Response unit to combat russian cyber meddling. While the g7 leaders talk in canada Vladimir Putin is meeting with the chinese president. Several of these countries are involved in the iran nuclear deal. This summit comes a months after the us pulled out of that agreement. European leaders are trying to find a way to salvage ate. Syria is another topic. They are looking for ways to isolate bashar al assad, who is backed by russia and iran. Another elephant in the room going to be brexit, the uks split from the european union. Theresa may is will in canada right now, she needs to cooperate with the eu countries that are attending while her government is negotiating its departure with the eu. All of these issues likely to take a back seat to President Trumps agenda. Joining me, the president of the council on foreign relations, also an msnbc contributor. He is thor thou of a book totaled a world in disarray, American Foreign policy and the crisis of the old order. Richard, President Trump, you know, saved his key words about how he feels about the world order, and the existing trade agreements for when he departed washington, where he said mexico treats us very unfairly, the europeans treat us very unfairly, canada treats us very unfairly. Generally speaking, when you have spoken with the leaders of these countries or any country in an agreement with the United States they dont walk away tending to think they got the better of the United States. How is donald trump able to characterize america as always being the victim in these trade deals . This is one of the two things that donald trump believes to his core. He believes that trade deals over the decades disadvantaged the United States. And he thinks that the costs of burdens of americas world role far exceed the benefits. I frankly disagree with him on both point. So do the leaders of the countries that he is meeting with in quebec. All sides benefitted from the free trade agreements. The president s narrow fixation on bilateral balances is simply not the way to measure these agreements. The u. S. Economy has performed extraordinarily well over the decades. One of the many reasons is because of these trade deals. Richard, one of the thing that perhaps economists and think tanks and journalists and academics havent handled as well is they have argued over the decades that these free trade deals are good for gdp growth, which they are, and they are good for corporate profitability, which they are. And they make stock prices go up. If you are the manufacturing worker on the Assembly Line in the wealthier country in these deals you have been negatively affected. And our government, the u. S. Government, other governments have not done what they perhaps should have done to make adjustments for that, to figure out retraining and relocation for affected workers. And thats bubbled up to the surface now. In part, i agree with you. There are losers in trade. Sometimes its the Playing Field isnt level or fair. And we should have done and should be doing Going Forward a lot more to retrain and educate as you say, because this problem isnt going to go away. And the issue is not going to be foreign manufacturers. Its going to be increasingly technology, robotics, artificial intelligence, driverless vehicles. This is going the real threat to American Workers. No a. Protectionism is going to bring these jobs back. What we have to do is train American Workers so they are then skilled enough to take other jobs, which are more demanding. By the way, there is now millions and millions of jobs going begging in this country, going unfilled because of the mismatch between American Workers and the skills required. So how do you care this circle . Because we have a low Unemployment Rate in the United States. We have got a low number of people who are looking for jobs. And donald trump trumpets that all the time n. Tend his trade policies do seem to be catering to a small but disaffected group, which by the way, could come at the expense of a much larger group of consumers who will see higher price force the goods that they want to buy because we have slapped tariffs on them. At the risk of violently agreeing with you ali. Its that. There is also a large group of americans who benefit from exporting groups. The way you care the circle is by helping those who have been displaced. Millions of americans have stopped looking for jobs because they dont have the skill sets they need. Another way to square the circle is by increasing skilled immigration. Something the president has taken off the agenda. Right now we are on a trajectory where we cant square the circle. What he is doing to preserve jobs that are disappearing is not in the end for every job we preserve we are going to lose ten times as sfwheel richard haas is the president on the council on foreign relations. Joining us fred kempy the president and ceo of the atlantic council. You heard my discussion with richard about the economics of what donald trump is doing. One of the thing thats important to keep in mine with these trade associations or trade relationships is that countries that trade with each other are less likely to go to war with each other. These are National Security concerns as much as they are economic concerns. Yeah. This is a National Security question. In fact, President Trump has made it such, the tariffs have been leveed with the argument of article 232, which is the National Security argument. Thats what really rubs the canadians and the others in the g7, our nato allies, plus japan, which is de facto a nato ally. And they dont buy that they should be punished with tariffs on national securities, that they pose a National Security danger to the u. S. With their aluminum and steel tariffs. The other thing about this is the g7, since its creation in 1975, in the middle of an oil crisis, an economic crisis, was as a demonstration of western unit in the face of economic threats. And then National Security threats. So it represented the one thing that the u. S. Has that russia and china didnt have over the last 70 years, and thats allies. And if you have disunit among our allies at the g7, what kind of unit are you going to have if you actually face a National Hurt the threat to one or any member of those allies . There was a blog post earlier this week by ambassador daniel frooed, a fellow at the atlantic council, former assistant secretary of state. He writes, does President Trump think we will never again need our friends, need them to offer troops for missions in difficult places or ask them to take economic hits by joining us in sanctions against bad actors. It is harder to get good results when you are in losers corner. When you see reactions from emmanuel macron, the tweet to donald trump about being isolationist. When you see canada imposing duties on 12. 8 billion worth of u. S. Imports thats massive. If you are canned dan, playing hardball with american is a hard decision to make. When you have forced macron and trudeau into those corners it is serious. Its serious. Its also inconsistent. He is off to singapore to negotiate with north koreas leader. And he has been very careful to keep the south korean president on his side in this. Also the japanese Prime Minister is on his side in this. There he is taking care of his allies. In the case of these tariffs he really hasnt seen them as allies or treated them as allies. We have a nato sum coming up in july. That could be all about them not paying for defense and that could lead to another strike in july. You need the allies. On the way to the plane he praises russia, says russia should come back in. But the reason russia was invited out was because of its annexation of crimea. And yesterday president putin warned europe and said you see what you get now for being too close to the u. S. You have been too much in their hands and you are paying the price for that he is praising putin even at the same time that putt seine saying to u. S. Allies in europe, i toll you so. Remarkable to watch this unfoaling. Fred thank you, fred keviny the president and ceo of the atlantic council. This is what they do at the g7, they get together and have meetings on particular topics. The working session is getting underway right now. This is a look at the leaders gathering in the room moments ago. There is justin trudeau. I cant read his expression. Everyone is amazing President Trump showed up late after basically dissing the whole session. I want to talk approximate other breaking news. There is a brandnew indictment by the special counsels team this the russia probe. Robert mueller is adding new charges against Paul Manafort as wul as one of his longtime associates who has ties to russia. Here to break it down for us is tom winter and our legal analyst danny is a val owes. Tom, i was standing by your desk when this came across. Tell us what this is, a third superseding indictment. The fourth indictment manafort has been hit with. Third superseding. In this case, basically there is new information. We are keeping in the balance of everything we have already known that Paul Manafort has been charged with. Now there are two additional counts, obstruction of justice, and conspiracy to obstruct justice. Another person has been named in this indictment. S that Constantine Kalemnick, who has ties to russian intelligence. Thats a new person that we see named. But in the past he has been referred to under a pseudohim in in previous indictments or Court Filings. Now we see him named on the record. The reason you will remember his name, he was connected to alex vander swan, who is finishing his jail sentence. Thats correct. Also a long time Business Partner with Paul Manafort. He was in ukraine doing the work with Paul Manafort when he was representing the regime. This is tied to what we saw earlier this week, when there were allegations of went tampering. These two working together to try the guide people according to the government filings, trying to guide people as far as hey this is how thing worked, remember . Right. They were trying to guide their testimony in the charges he was hit with today directly reflect that. Danny, people could lose track but with manafort the official charges against him were all paper trail stuff, easy to prove. Lawyers came here and said this isnt going to be dependent on witnesses. There is stuff they have got. Does this make it worse for Paul Manafort . It does. For a few reasons. Days ago the government filed a motion to revoke his pretrial release based essentially on identical allegations. Paul many of the, if he reached out to people the influence
