MSNBCW MSNBC Live With Craig Melvin October 22, 2018

This. Hes started off in texas and going to houston to start off this beginning of this road show. Then he heads up north traveling all around the country. What were seeing from the president really is an opportunity for him to drive his narrative. When hes talking about texas being important, they are forced to go down there and spend what something thats important, president ial capital. Land that plane in texas. Thats a day it cant be somewhere else. Now, when you look at the message the president is trying to drive. Hes trying to make this bigger than texas. Every time you see a caravan or people illegally coming or attempting to come into our country illegally, think of and blame the democrats for not giving us the votes to change our pathetic immigration laws. Remember the midterms. Unfair to those who come here legally. The president is clearly making this texas trip bigger than texas. He wants to turn it into a broader border discussion. He and his advisers think they look for him to drive this all the way home to the Midterm Election. Crowd size do matter. The President Team saying theyve sold more than 100,000 tickets. The capacity just 18,000. You may have disappointed voters. Then the campaign hosting a tailgate to try to accommodate some of the folks. Hans, thank you. David mcintosh, and Donna Edwards of maryland also joining us. We also have john meacham. John, we dont often see two president s from what parties on the campaign trail in the same place within two days of each other, but thats happening in nevada. How much do you see the midterms as a contrast here between the two president s and their differing kplphilosophies . How much is a referendum on this . Its a huge referendum. You have competing narratives of what america is and can be. And president obama remains popular. President trump among his supporters is amazingly popular. One of the things you find when you talk to republicans around the country is if you want to know why republican senators and republican governors and republican members of the house arent commenting on tweet by tweet by tweet, its because they have a remarkable internal numbers showing not just 80 of republicans supporting the president but strongly supporting the president. Numbers that they havent seen before. So what i think were going to see here is two competing stories. President trump has turned this into the latest episode in his reality show is that this caravan is coming for us. President obama is going to say dont fear hope. Those will be the go two things they hope will drive the two bases coming in 13 days. I think 15. Thats two weeks, the bottom line. Real soon. Were going to talk more about the polling in a second. Congressman mcintosh, the president is in texas with ted cruz. Im old enough to remember 2016 when i was on the campaign trail with cruz. There was some, with apologies to taylor swift, bad blood. Nobody in congress likes him. Nobody likes him anywhere once they get to know him. Donald, youre a sniveling coward. Leave heidi alone. Ill say this, this morning donald trump went on National Television and attacked my father. His father was with lee Harvey Harvey as wald prior to oswald being shut. The man is amoral. Morality does not exist for him. We are looking, potentially, at the bif tannin presidency. Congressman, throughout the course of the this morning, ive heard from some former sources that i work with who say ted cruz is up a good amount over oroarke. The last three big polls have him up between 7 and 9 points. Thats a decent lead. What is the point of the trump endorsement here, of this trump rally. It doesnt seem like cruz needs it. Cruz is doing well. Our poll shows him up 9 points. The key is being above 50. Most of these competitive races the incumbent is below 50 and still in trouble. What this really means with trump going to texas is youre seeing republicans finally unite. All different aspects of the Republican Party. Ted cruz, the conservative. More libertarian, donald trump the conservative on National Security and immigration. And youre seeing also behind that the bush conservatives coming to rally for ted cruz, and the reason is that whats happening with the Republican Party is they see its becoming a binary question. Will the democrats control the senate and the house or will the republicans . And they may not have been for cruz in the primary early on but theyre uniting behind him. It doesnt seem like its quite that 50 50. Let me bring in congressman edwards. There is still, i think in talking with folks who are looking at this and strategists and folks like that, democrats still have probably a better shot of winning the house. That said, there is a fear starting to emerge as political points out that if there was a blue wave, it might not be as big as everybody thought it would be. They hope from winning majority. Are you concerned maybe the president and republicans have been able to work up enough enthusiasm in the gop to try to pull it out . Im not. The reason is because in many of these districts that are swing districts, they were going to be tight anyway. And i think that whats happening here is republicans obviously are consolidating and the key for democrats is to continue to keep their heads down, focus on their districts and turn out their voters. Thats what this next 15 days is going to be about. Thats why you see president obama out. You see joe biden out, because we know that thats what its going to take to energize our base, and to turn voters out. John mentioned the polling out. Let me look with you at the new nbc news wall treat journal poll. Mark is with us. A couple highlights youre noting and kind of working through. Right . Yeah. First the highlight is the unprecedented enthusiasm. 65 of all voters have high interest in the upcoming Midterm Elections. We have never seen that for any other midterm cycle for our poll dating all the way back to the 2016 midterm cycle. You end up seeing 72 of democrats having high interest. 68 of republicans high interest. But also whats very notable is you end up having latinos, women and Younger Voters with much higher enthusiasm and interest in the election than in our previous surveys this year. And whats really interesting about that higher interest from latinos, women and moillennials is it translates to a lead on the congressional preference, having a 50 to 51 lead. Among likely voters its 8. What stands out is that normally in Midterm Election environments, you end up having republicans with the edge among likely voters. Their voters, the ones who traditionally go to the polls. A lot of the parts of the democratic voters dont. Our poll shows democrats having the edge in the likely voter model. The other headline has to do with President Trumps job rating. We have him at 45 approved among likely voters in the poll. 52 disapprove. But among registered voters you have the president at 47 approval. Thats the highest rating in our entire poll since trumps presidency. And i go back to the 45 number. To me thats a very important demarcation line. Were look agent the exit polls and looking at congressional districts and states, places where trump is above 45 , i think hes going to be a help or a neutral for republicans but when hes below 45 , thats trouble for republican incumbents and republicans on the ballot. John meacham, youve covered a midterm or two in your life. What stands out from those numbers . Is it the Approval Rating benchmark . Thank you. I think that one thing about polls as Ronald Reagan used to say, whenever he was ahead, he always wanted to call president dewy and ask how it worked out. I think we saw it in 2016. Reagan humor on a monday is a good day. Youre bringing it in the hot fresh lines. Its kind of for the millennials. And also after 2016, i think we should look at all these numbers with healthy skepticism. I think the democrats were overconfident. I think the republicans may be reassuring themselves a little too much here. We are living in in some ways the political equivalent of Climate Change. Right . Its 90 degrees one day and 30 degrees the next. And so thats why your initial question is important. Thats why obama is out there. Thats why trump is out there. They know that this could be decided by x number of voters in a certain place that were not talking about. Thats interesting. Congressman edwards, theres obviously as john and mark and everybody laid out, there is a clear advantage for democrats, at least on the generic ballot. An Election Year intensity gap is one of the biggest worries for the democrats. Turn out wasnt where democrats wanted to be it to be in 2016. Ill tell you where turnout has been a good predictor is during the primary season where you did see the turnout numbers very high, and i think that intensity level is going to continue into november 6th. But the key for democrats, again, this is not about persuading anybody. This is about getting your voters out to the polls. Not just for democrats but for republicans too. Congressman mcintosh. The president has been trying to do that. Hes been pushing immigration, talking about this caravan. He hasnt been talking much about his tax cuts from earlier in the year last year. Heres what hes saying act the next round. Listen to this. We are going to be putting in and are studying deeply right now around the clock, a major tax cut for middle income people. Not for business at all. For middle income people. What was your time frame for that . I would say sometime around the first of november, maybe a little before then. Okay. So setting aside, congressman, that thats not going to happen because congress is not even in session and the treasury secretary said theres not even a plan that has details for the tax cuts, why is the president not talking more about the last round of tax cuts . Well, a couple things. One the house does have a plan and they could pick it up fairly quickly. They have to be in session to do that. They have to be around to have that conversation. Theyre coming back. They have to finish up to budget. But not november 1st. Thats my only point. The president is talking act november 1st. Hes saying were going to get tax cuts. Your question, why havent they talked more about the successful ones in the past . I think thats an issue the republicans could do more with. The Battle Ground here is the suburbs. Thats where republican votes have fallen off. Theyre not that pleased with President Trump. But the tax cuts are popular there. If republicans campaigned on that, they would have a chance of evening up the vote and being able to win the swing districts. We did a poll of about 40 of them, and it was the number one issue that helped the republicans regain the ground and actually win the districts. Former members of congress. John meacham bringing the hot one liner. More to come with you, im sure. Coming up the president calling attention to the caravan of migrants in mexico. Warning in his words, criminals and unknown middle easterners are heading to the southern border. Plus the trump republican running for governor in florida avoiding answering whether the president is actually a good role model. And wont be reraised. The time erased. The migrants crossed into mexico over the weekend despite mexican officials attempt to block their entrance. President trump this morning is issuing an warning on twitter. Sadly he says it looks like mexicos police and military are not able to stop the caravan heading to the southern border of the United States. I have alerted Border Patrol and military this is a national emergency. Must change laws. By the way, no evidence to support the president s claim that middle easterners in large numbers are mixed in. We are in southern mexico traveling with this caravan. What can you tell us . What are you seeing . Reporter right this minute this is a line where a local organization is feeding the migrants before they embark on the next leg of the journey. On the other side of this public park where i am, caravan organizers are heldiolding a pr conference informing people that they today they will head to an eight hour walk northwest. If, and thats a big if, the care vaavan reaches the United States, they will likely do it in tijuana. That makes sense. But again, they still have 2500 miles from here to tijuana. As you said all morning weve been seeing the president tweet about possible criminals mixed in the caravan. I want to ask these gentlemen here who are between the ages of 18 and 30 their reactions to that. What are your thoughts on the president s tweets about criminals in the caravan . Translator [ speaking nonenglish ] . This man says there is no criminals in the caravan. These are all folks seeking a better life for themselves. There are still 7,000 people in this caravan, and we saw them cross a bridge between guatemala and mexico last friday. Have you ever experienced any criminal activity, anything like that within the caravan . He says theres a lot of desperation. People fleeing these countries and thats why they broke the border between guatemala and mexico. The president is pinning this on the democrats. Is this political for you . Do you see that here . [ speaking nonenglish ] he says which is interesting, this is not about politics. This is about people fleeing their countries. He actually says its the fault in his view of the president of honduras who is not distributing the aid that hes getting from the United States accordingly. Thank you j sir.
