Staffers from the Senate Intelligence committee as part of the investigation into moscow meddling with the 2016 election. Those twitter reps then head to the house Intelligence Committee. Comes as New York Times says theres evidence twitter may have been used even more extensively than facebook in the Russian Influence Campaign last year, and a big difference in what happened. On twitter, you had these bots, automated accounts that with helping to spread fake news. The latest from msnbc garrett hague, and jolene kent, following this from the tech perspective. Garrett, i want to start with you. Talk with us about what committees want to find out today, what it signals about where they are in the investigation. You had a chance to catch up with lawmakers in the last half hour. Reporter thats right, hallie. Theyre early on in the process. It has several executives from twitter behind closed doors with Intelligence Committee staff, much like some of the other interviews we talked about. That will produce a transcript, go to members of the Intelligence Committee. Help them get in on the issue and help them understand exactly whats happened. I talked to a couple of Intelligence Committee senators this morning, theyre largely in agreement. This is not technically complex, what russia is alleged to have done, working through the social media companies. So their questions are not programming questions, not Computer Science questions. Theyre questions about how to prevent this and who in the United States may have helped russia figure out what to do. Here are some of the senators i talked to this morning. Useful to understand what the social Media Outlets are doing to protect the public. Thats part of the responsibility. It is what they did that w want toail down and who did it. And w was it done. Reporter and feinstein made another point to me that will be of note to democrats, she said we also want to find out what help, if any, russians may have gotten from anyone in the Trump Campaign figuring out who to target messages to and where, hallie. Hang on a second. I want to go to jo in l. A. These Companies Face a prospect of open hearings potentially next month on the hill. We heard a lot about facebook, not so much about twitter. How are these tech giants handling the scrutiny, not just from congress but bob mueller, special counsel . Reporter twitter is under pressure on the hill today, but facebook really is the major social media giant thats coming under more fire at this time, 2 billion users, and Mark Zuckerberg dismissed the fact that facebook could have swayed the election, came out with a statement yesterday i want to read. He is regretting what he said. After the election i made a comment i thought the idea of misinformation on facebook chajed the outcome of this election, was a crazy idea. Calling that crazy was dismissive and i regret it, this is too important an issue to be dismissive. What theyre doing, theyre handing over 3,000 ads to special counsel mueller, including payment data, where ads and where they come from, and theyre heading those ads to Congress Monday of next week. A lot of talk about social media platforms getting more regulation. Is that sending a shiver down the spine of folks in Silicon Valley . Reporter it is not a favorable idea, thats why Mark Zuckerberg came out and said were hiring 250 people to make this more transparent. Going to tell you where political ads are coming from, how theyre being paid for. Theyre saying were doing it ourselves, you dont have to do it for us . Reporter exactly. Heres the reason theyre saying that. This ad platform makes them 9 billion every three months. Thats a lot of money. If they have to regulate and change that, thats not only going to effect individuals trying to have hate speech or influence our elections, this is going to impact small business, big business, and going to help them take a hit on the bottom line, thats not something they want to deal with. Garrett, what are the chances you chase down Mark Zuckerberg at the capitol at some point, will he show up and testify here what do you think . Reporter i think he might have to, hallie, the invitations for the public hearing is probably going to happen first week in november, went out over the last week. Senate Intel Committee invited top level executives from all of the companies, and particularly with zuckerberg who is so personally identified with his product, i think he is maybe the most likely of any of those executives to show up here. I asked john cornyn about that point. I said do you need to see the technical experts . He said this was not complicated, what russia may have done, didnt need to hack the system. We need people to explain what to do about it going forward. In facebooks case, that might be Mark Zuckerberg. Interesting stuff. Garrett, jolene, thank you for joining us. Twitter execs are behind closed doors now on capitol hill. We will bring developments as we get them. Joining me, White House Reporter for bloomburg, and reporter for the washington post. Guys, let me quickly come to you because a lot of people are on facebook. Something like 79 using the internet or online, only 24 use twitter. If people arent on twitter or facebook, why do they care about this story . It gets to the broader question of whether or not there was collusion. President trump talked about how social media helped him win the election. His campaign touted the impact of social media and digital operations, knowing that the russians were involved on twitter and facebook. Theres a question of whether or not they have help, knowing who to reach out to. The fact that there are several americans that are not even on twitter does not change the fact th twitter, social media impacts the way that the u. S. Public views certain issues. Really shapes the way we view various issues. Thats part of the reason that Robert Mueller and congress are looking at it. It totally set the tone for this election. You had campaigns studying what was trending on twitter after debates, journalists were turning to twitter and facebook to get a feel for what did people think. Donald trump himself scrolling through his mentions and using twitter as a way to gauge what people were upset about, what they cared about. It set the tone for what we talked about politically throughout the election. Even if people arent on twitter, seeing messages themselves, theyre still hearing it in the broader discussion. We want to talk more about this as we get news later on potentially in the day. I want you to stick around, we have more politically to talk about. First, we want to talk about the crisis in puerto rico. Speaking to facebook ceo Mark Zuckerberg says theyre sending a team to help with emergency telecommunication efforts. Heres the latest. The situation is getting worse. Theres not enough food, gas or water actually getting to people who are running out of options and patience. 2 Million People on the island still dont have clean Drinking Water. On capitol hill, theres a demand from democrats for the Trump Administration to do more. Were going to see what nancy pelosi has to say. And we learned the Navy Hospital ship will head to puerto rico tomorrow afternoon. We just heard from fema and the governor of puerto rico who said the president suspended the jones act. We were talking about that a lot. A century old law that forces anything shipped between american ports to be put on american owned ships. This is a united ont. We are working together and only woing together and using resources that the federal government and local State Governments are sending. Are we going to be able to pass through this emergency, put a baseline on stability and a path forward to rebuilding a stronger, more resilient puerto rico. I want to start with Peter Alexander at the white house. Talk about the decision to waive the jones act as we watch capitol hill where democrats are calling on the Trump Administration to try to do more to help. Speaking of the Trump Administration and the president himself, talking about twitter, his preferred megaphone, on twitter the last few minutes, trying to put the best face on the crisis in puerto rico, tweeting the electrical power grid in puerto rico is shot, large numbers of generators are now on island. Food and water on site as well. But specific to the jones act within the last couple hours, the white house has announced that the president authorized a waiving of the century old rule that made it so it was much more difficult for foreign shippers, cargo ships, to go directly to a place like puerto rico. It required u. S. Flags, u. S. Owned and operated ships to go there. There has been heavy criticism that the president , white house, authorized waiving of this, among the critics, john mccain saying in effect the cost was doubling for some of the critical supplies needed. The secretary of Homeland Security acting secretary of Homeland Security elaine duke in the lasur putting out a statement saying this s in the govr of puerto rico, st from also because the determination by the secretary of defense, james mattis, that this was in the interest of national defense. It will be in effect for ten days. Again, one ofheeal challenges is not just getting critical supplies needed, water, food, cargo, but the distribution on the ground as well, which has been one of the real challenges. A lot of the ships that are there, trying to provide supplies, have not been able as we understand from Administration Officials to get up to the ports that were heavily damaged by the hurricane as well. Peter alexander from the briefing room. Thank you. We want to go to san juan where Gabe Gutierrez is following what peter is talking about, supplies on the ground, but unable to get distributed. Here is gabe. Reporter this morning, puerto ricos water crisis is deepening, while the flood waters receded, it is lack of Drinking Water thats ravaging the island. Very hard. Very hard because we dont have anything. Reporter shes desperate, collecting fresh water from the side of a mountain for her children. Got a message for the federal government. Help us, we are americans. Reporter about half of puerto rico has no Drinking Water. Everyone is trying to get water to survive this man says. This Grocery Store is open, but rationing basic supplies. Owner says it is hard to restock, theres little fuel for delivery trucks. Trying our best to keep them with food, with hope, and letting them know that supplies are coming. Reporter the islands thirst for water is tied to the collapse of its power grid. Theres no electricity to pump and treat it. I dont know how hot it is, feels like it is 120. It is not good. Especially with no power. Uhhuh. Reporter lack of diesel fuel and telecommunications breakdown is also crippling relief efforts. The government says some private sector drivers arent showing up for deliveries, at the port o saan, some supplies are sitting in storage. Still have a number of customers that are hindered to open their business because of lack of diesel to power up their business. Reporter humanitarian aid is flooding in as theres a frantic scramble to get off the island. Royal caribbean cancelling a cruise, using the ship to take evacuees to the u. S. Main land today. In new york, relief for those that escaped on one of the few commercial flights to leave the island. We are american citizens in puerto rico, so we need the government to really put larger effort there. People in puerto rico asking for help. That was Gabe Gutierrez in san juan. I am joined by the former governor of puerto rico. Thank you for being here. You have been watching this. The supplies are there, on the ground at the port. Why arent they getting where they need to go . Logistic problem, serious one. I believe we need boots on the ground. I would rather err on too many than too few. Who is responsible for that . The State Government and federal vernment have to Work Together on this. It is easy from the studio to blame people. I dont think thats what we need. What we need is help and boots on the ground. I am glad the jones act was waived and were thankful for so many people. My phone is exploding with so many people wanting to help. My wife and i have been volunteering at the local office, the governor has an office in d. C. , as you know, were americans, and the office is overflowing with volunteers as well. You talked about the jones act that the white house waived this morning. How will that help . Well, once the logistics are in place. Meaning ports are rebuilt essentially. Exactly. The ports are fine, it is just delivering this everywhere around the island. Once that happens, we need a lot more, water, medications. I am concerned about people that are ill, that depend on dialysis to live or respirator. Are they going to be able to get necessary services. For example, generators are running out of gas, they need diesel and dont have it. It goes back to resources sitting with no way to get them where they need to go. Who is responsible for fixing that . First of all, you have to clean up the roads. Number one. Local government, puerto rican government. Together with fema. In this circumstance, you have state and federal governments working together. Secondly, you need again everyone to deliver this, and if the private sector cant do it, i know military can do it. At this stage we are at devastation so perfect vavasivee need the help. The u. S. Comfort is headed to puerto rico tomorrow. Should it have been sent sooner . Everything should have been sent sooner of course. It is easy to say this here. No one haseennything like this in a century in puerto rico. Instead of having monday morning quarterbacking, what i say is thank you for everyone thats helping. I was just getting a call from new hampshire, people that are helping. And lets make sure that now were able to get help to everyone that needs it. Are you able to talk to friends and family on the island . Communications are terrible. Very difficult. I havent spoke with my parents in three days. I tried to reach them. Same thing with my in laws, it is very difficult. I got through last night to one of my brothers, he told me they are safe, but it is very difficult. Thats incredibly scary. Thoughts and prayers with you and the rest of the folks in puerto rico. Thank you for coming on, sharing your perspective. I am sure we will have you back. Thank you. Youre going to continue to follow this closely. You hear the governor talking about how to help, this is how to help. Victims of hurricane maria. Head to nbcnews. Com, puerto rico. A lot of things up there on the website. Were going to talk about the interview with the head of fema. First, get to politics. The battle over tax reform is taking off. Republicans frame it as a once in a lifetime opportunity that could define the future of the party. Some democrats are already slamming the proposal as give away to the rich, after the break, i talk with democratic senator chris murphy how his party will handle this moving forward. Oh, you brought butch. Yeah butch growls at man hes looking at me right now, isnt he . Yup. butch barks at man butch is like an old soul that just hates my guts. laughs vo you can never have too many faithful companions. Introducing the allnew crosstrek. Love is out there. UnLike Health Care where the house passed a bill and the senate went a different direction and ultimately didnt get anything passed, were making sure we did tough lifting ahead of schedule, ahead of rollout so we came up with the same framework. Thats why i feel were wired for success. Thats House Speaker paul ryan. Over on cnbc, saying the republicans and white house are plan. Ted front on the tax rorm not everybody shares the speakers optimis one gop senator says taxes mes Health Care Look like a piece of cake. With me now from capitol hill, chris murphy from connecticut, member of appropriations, Foreign Relations and health committees. Lots to talk about. Thanks for joining us. Lets start with taxes. Tell me what is in this tax plan you like that you can work with . The overall idea of tax reform is a good one if youre really serious about especially on the corporate side, whittling out the deductions and credits to lower the rate, that makes us more competitive, but that doesnt seem to be what this tax plan is about. They eliminated almost no deductions, credits or loop hopes. It is a massive tax cut for the wealthy reduction,
