MSNBCW MSNBC Live With Hallie Jackson December 8, 2020
President is set to do at a white house summit and a startling acknowledgment from the head of operation warp speed. Well show it to you. And with americans desperate for help from congress, im asking a
House Republican
about where talks stand and about
President Trump
s failing fight to overturn the
Election Results
. We have so much to get to on this monday morning. Im
Hallie Jackson
in washington. Here with more on this breaking news overseas and here at home, i want to bring in
Richard Engel
at the hospital where the first vaccination happened. Keir simmons, peter alex saandes us, and also with us dr. Natalie azar. The
British Health
secretary was talking about what this moment means for all of us. Listen. Theres light at the end of the tunnel, for the world, i think. Not just a triumph of science but a moment for the history books, richard. Reporter well, it certainly feels like a historic moment. And thats the way it is being presented in this country. They call it vday. V for vaccine day, but it is veday and vaday of world war ii, and people are talking about a turning point. This is be the start of the end phase of the pandemic, and its not theoretical anymore. It began today and it began with a woman named margaret keenan, 90 years old. Shell be 91 next week. She works in a jewelry shop up until four years ago. She came in. She got the shot. And she encouraged others to follow suit. I feel fine. I wasnt nervous at all. If i can do it, well, so can you. Im and its happened. Now ive done it and hopefully it will help other people come around and do as i did. You know . Try and do the best. Reporter i also spoke with the nurse to administered the first shot. She said that margaret didnt even feel it. Was not showing any adverse effects. Is expected to go home today. And be reunited with her family. Now, the nurse said this was a special moment, because this isnt just the first vaccine. They know here that the world is watching. That the world is looking for encouragement. Now, to see how medical professionals can handle this particular vaccine, the
Pfizer Vaccine
, which is not the easiest drug in the world to handle. It has to be stored at ultra cold temperatures. So for you, they are bringing patients to the hospitals. They are bringing the elderly and caretakers to hospitals where they have these ultra cold facilities, and only later on will they be pushing them out in smaller and smaller doses. The nurse, she said she was honored to be selected to be the first person to give this vaccine. While the world is watching. And she also said that she thinks this is a start of a new day. I think its a seat of pride to be able to offer that protection to our vulnerable patients. I think thats something thats on top of our priorities as nurses and
Health Care Workers
. We want to keep them safe, and for me to be able to offer that to margaret as the first one, i feel very privileged and thankful. Reporter yes, coventry today went into the history books. This was a city bombed badly during world war ii by the nazis, and now it is facing another enemy, but theyre declaring this vday for vaccination day. Richmond engle live. I want to head to keir. The vaccine as we saw maggie, the first person to get it. Certainly not the last. You have it being rolled out across the uk. Heres more snapshots of whats been going on in the last few hours. Hows it going in wales where you are . Reporter this is one of the hardest hit countries in europe. Theyve had seven months of restrictions, two lockdowns, and it is venues like this that i think crucial to all of this and that youll see in the u. S. , because inside this nondescript, door, they have cubicles at the back of the
Basketball Court
where they are doing the v vaccinations and chairs laid out so people can recover. See if theyve got any
Adverse Reactions
before they head out through another door. Its kind of
Community Places
like this that theyre going to need to roll out across the uk, and also in the u. S. When the time comes in order to reach everyone in rural areas, in hard to reach places. The
Prime Minister
Boris Johnson
talking about how this is going to be a marathon, not a sprint. Take a listen. It will gradually make a huge, huge difference, but i stress gradually. Because you know, were not there yet. We havent defeated this virus yet. Its amazing to see the vaccine come out. Its amazing to see this tremendous shot in the arm for the entire nation, but we cant afford to relax now. Reporter some of the challenges, hallie, and weve seen them here just today. Most of the people in this center are health workers, not tolderly and frail. The elderly and frail. How do you get them to these locations . Also that vaccine was half defrosted by the time it reached the center. Thats the way it needs to be to be administered. That means they only have five days to use the doses they have. The logistical challenge to bring the people to the place where the vaccine is, that is something the uk is going first with, and i think youll see hurdles and difficulties as this process rolls out. It is remarkable as were looking at the images from where you are there overseas to see people lining up for this vaccine after months of talking about what a devastating impact the coronavirus has had and the moment that so many people had been waiting for. I want to bring in dr. Azar. Lets talk about whats happening at home. Were getting our first look at what u. S. Regulators think of the
Pfizer Vaccine
. The fda posting this 53page review. Bottom line, it confirms the safety, the effectiveness of the
Pfizer Vaccine
candidate. Heres a couple headlines. One, the fda scientists matched the companys assessment that the vaccine was 95 effective. It does have some side effects but ones the fda calls tolerable, shortterm, soar arms, headaches. 2, it protects people after the first shot. You dont have to wait necessarily until the second. We dont know if it works in pregnant women, children, or people in immunocompromised. The data shows this looks like the vaccine could be on a fast track for emergency approval later this week. Were talking about thursday. All eyes on that day. Theyre recommending whether to green light the vaccine. Dr. Azar, significant news now, not just in the uk but in the u. S. With this data review that a lot of people were watching for finally coming out. Right. Well, you sort of hit the nail on the head. I think this is really important for people to understand. This is really a first look at the fdas review process. Remember, their findings are consistent with what pfizer was reporting, but we need the fda to confirm these findings. And as you pointed out, the totality of the evidence suggests effectiveness in people over the age of 16 with the benefits far outweighing the risk. Again, they cite this 9 5 efficacy and really important is that this efficacy was consistent across age, gender, race, ethnicity, and importantly, this is the first time im hearing this, in people who have underlying comorbidity that place them for a higher risk for infection. Secondary points that were not 100 conclusive by suggested. The vaccine can prevent severe disease and there is prevention after the first dose at about 52 efficacy, but importantly, this doesnt mean we dont want people coming back for their second shot. We do, and thats something we talked about the twodose schedule. It can also prevent covid in people who had infection before. And they conclude they saw nothing, quote, that would preclude an issuance of an eua. Exciting news today from the fda. And your reaction to what were seeing overseas. Is there anything youre looking for specifically of what the uk is doing that the u. S. Could learn lessons from or draw from as we move forward with our process . Look, i mean, i certainly think the mechanics of the distribution and administration will be very interesting. Were not going to be able to learn i dont think that much in the next couple days before we start administers our own vaccines in this country. But i think it is important that we report that if patients, i love the fact that this first patient reported no immediate side effects but again, in the first 24 to 36 hours, people can feel some discomfort and can be uncomfortable. Injection site reaction, a low grade fever, headache, muscle aches. Those we need to reinforce, those are normal vaccine responses of the immune reaction and should resolve on their own within the first day or two. All eyes will be in us toward the end of the next week. Fingers crossed everything goes smoothly here. 48 hours away from that important day. Peter, this covid summit happening where you are. I was in a meeting with administration officials. Weve been reporting the president is expected to sign an executive order that essentially prioritizes access to the vaccine for americans as opposed to people overseas. And today the head of operation warp speed is saying he literally, his words, he literally has no idea what thats about. Yeah. Were going to play that sound in a moment. A
Senior Administration
official couldnt provide any specific details on how exactly this was going to prioritize americans over other countries. Obviously this is the intention today for the president who repeatedly down played the severity of this pandemic to tout the administrations successes in producing and developing this vaccine, but it was dr. A doctor asked to explain what it would do, now that the
Trump Administration
passed on the opportunity to buy additional vaccine dosages from pfizer. Many were snapped up by foreign countries. Heres what he said what the executive order will do. Frankly, i dont know. And frankly, i am staying out of this. I cant comment. You dont know . But youre the chief science adviser for operation warp speed. Our work is rolling. We have plans. We feel we can deliver the vaccines as needed. I dont know exactly what this order is about. Reporter it appears clear todays event is basically focussed on the president s personal and political legacy. Notably no members of the
Biden Transition Team
have been invited to participate in todays event. An effort to try to increase
Public Confidence
in the vaccine going forward, but he did indicate operation warp speed members would meet with
Transition Team
members for the biden camp later this week on thursday. Hallie . Peter alexander, watching ahead of the president s remarks later this afternoon at the white house. Coming up, the other big headline out of the white house. Why did the
Trump Administration
turn down pfizers offer months ago to provide the u. S. With millions more doses of the vaccine. What a board member is sharing. And nbc news learning biden has chosen a retired military member as a member of his team. Covid Vaccine
. This morning a member of pfizers board is essentially confirming some of the
New York Times
reporting that the
Trump Administration
passed on a chance to lock in more doses of the companys vaccine. The board member dr. Scott gottlieb confirming pfizer did make an offer to give the u. S. More than the 100 million doses it already agreed to supply. Pfizer did offer an additional allotment coming out of that plant. Basically the
Second Quarter
allotment to the
United States
government multiple times. I think theyre betting more than one vaccine is going to get authorized and there will be more vaccines on the market. And that could be why they didnt take up this option agreement. Pfizer has gone ahead and entered into agreements with other countries to sell them some of that vaccine in the
Second Quarter
of 2021. People familiar with the talks tell the times pfizer cannot guarantee theyll be able to deliver more than the initial 100 million doses to the u. S. More than next june. I want to bring in monica alba. Senior officials have denied the contours of the
New York Times
story when it initially came out. Now were hearing more context and essentially confirmation from dr. Gotgottlieb. What are you hearing from the white house . Reporter theyre arguing theyre still in negotiations with pfizer for additional doses, also seemingly confirming that the offer over the summer was not something they took them up on, but important to point out, that was an option to purchase. It wasnt necessarily the actual sale and purchase of the doses. But you have the white house here essentially saying they were also hedging their bets. And because other companies were going to be able to come forward with vaccine candidates, they didnt necessarily feel they needed to do everything in business with pfizer. They could make a decision to also hold out for the other companies as they were developing the doses. Kailee m kailee mcanyone saying nothing was rejected. They believe millions, many of whom want a vaccine will be able to do so by next summer. But important to point out. The vaccine summit later today, pfizer and moderna will not be in attendance. Theyre not going to appear because of a potential conflict of interest with one of the key fda members part of the green light process for final approves. Monica alba live for us at the white house. I know youll watch that summit and the story closely. On the heels of what weve talked about this morning q not just the
Vaccine Distribution
but the great news about the actual
Vaccine Distribution
in the uk, president elect joe biden will in a few hours reveal his health team. The people tasked with getting the vaccines into the arms of millions of americans next year. The president elect and v. P. Elect will also meet with civil
Rights Groups
after nbc news reported they pushed for access and representation. Sources confirm president elect biden is expected to make a historic nomination, loyd austin leading the pentagon. Here with reporting is somebody who knows the pentagon very well, pentagon correspondent for the
New York Times
and msnbc political analyst. We love to have you on the show. Good morning to you. How are you . Good. Hanging in. In picking general austin, president elect biden passed up on candidates considered pretty strong. Why did austin ultimately based on your reporting get this nomination . Hallie, we cannot quite figure that out yet. There are a lot of were hearing a lot of
Different Things
from a lot of biden people. He knows general austin. They go all the way back to his time as
Vice President
when general austin was the ground commander in iraq. They got along very well then. Vice
President Biden
at the time was at the change of command ceremony in baghdad when general austin took over the command there. And so but theres also this belief among some people in the transition who tell us that do you remember back during the whole afghanistan buildup in the
Obama Administration
when
Vice President
biden was sort of talking about the idea of a pentagon filled with rock star generals like
David Petraeus
who were rolling obama and encouraging him into sending more troops into afghanistan and staying in iraq longer than either
Vice President
biden or president obama wanted to . Well, lloyd austin is viewed by a lot of people as much more reserved, much more low key. Hell say what he thinks, but hes not going to try to block a president. So if youre looking for kind of a more muted
Defense Department
which theres a belief that
Vice President
biden is, then maybe lloyd austin does work for you. It also just would be hugely significant just from a race point of view. Weve never had a black man, and anybody other than a white male lead the pentagon, and the military is one of the most diverse institutions in the country, but at the top its pretty white and pretty male. This would be breaking this mold. It is historymaking for sure. If, of course, he is confirmed. One of the things you point out is general austin will need a special exemption from congress. Vice President biden then to come and nominate a general who has not been out for the required seven years, so he would require a waiver is a really interesting attack to take. A lot of democrats as well as republicans are expressing unease about this. But look at the photo that you just put up, hallie, of marshal and mattis, the guys who have needed a waiver in the past. Do you really think congress and democrats in congress are going to vote for mattis, the white guy, and not this. That would be off . You think hes getting through . Its just a matter of time . Youre going to call and yell at me in a month when he doesnt get through, but yeah, i think he does. I think hes going to get through. Based on the reporting and the folks youve talked to, yeah. No. This is based on what i think now. I dont even know its hard for me to see how democrats in congress dont vote against lloyd austin at a time like this, particularly give than he would be a historic figure at the pentagon. Its a big deal. Both with your reporting and your analysis, its always great to have you. Thank you so much for joining us with that developing news this morning. I appreciate it. Up next, why was another young black man shot and killed by police in ohio . Officials say he was carrying a gun. His family says he was only carrying sandwiches. Why the states attorney general is refusing to take over the investigation. First, congress here in washington want an extra week to negotiate government funding and a covid relief bill. Well talk with republican congressman gary palmer on the prospects to get something done soon. Thats next. Done soon thats next. This week on the upper hands. I feel hopeful about the future now. So movement on capitol hill this morning. Were learning the house is looking at a vote tomorrow. Not on covid relief, at least not yet. But instead on a bill to extend government funding by another week. The thinking is that would help avoid a
Government Shutdown this weekend. And give lawmakers an extra week to negotiate both the funding and a covid relief bill as you look at the deadlines. Lee ann, what are you hearing . Where do talks stand . What are the chances that before
Christmas Day theres a deal on covid relief . Reporter well, its kind of like ground hog day on capitol hill. Its the same issue that continues to plague the negotiators and why they cant reach an agreement. The liability protection. Its a demand that
Mitch Mcconnell wants in any legislation that comes to the floor. This group of bipartisan members met again last night, and im told by my sources that there was actually progress on the issue. The other issue thats still outstanding is state and local funding, state funding for firefighters and teachers, et cetera, but im also told that if the liability issue is wrapped unand theres a deal on that,
Everything Else is most likely going to come into place. Theres a couple issues that are not part of the negotiations, hallie, and one is paid family sick leave. And that is something that expires at the end of the year for covidrelated reasons. Im told there was not political will to get that done in this package. The other thing, those direct stimulus checks. Although, there is going to be a lastminute push by some lawmakers and perhaps even the president to add that at the very end. We know thats very popular with the american public, but were unsure if its going to make it into the final piece of legislation. Live for us there on the hill. Teeing up nicely for the next guest, gary palmer from alabama. Congressman, he was recently reelected as the chairman of the
Republican Policy Committee for the congress. Congressman, welcome to the show. Thanks for having me on, hallie. So let me start with my colleague on the hill left off. Will you vote to support this new oneweek funding extension . I want to see whats in it before i make a decision on how i vote on it. Thats been my
Standard Operating Procedure since ive been in congress. Okay. With what youve seen so far, do you believe that if that extra week passes, it could buy lawmakers enough time to also get to a covid deal . I hope so. What i expect is a clean continued resolution to get us into next week. And i am hoping that were going to get a covid relief package out next week. I was hoping we would have done this back in september. Theres 130something
Million Dollars sitting in the payroll
Protection Plan right now that could have been made available. You have a bill on the floor to do that. But we couldnt get
Speaker Pelosi to bring it up. And theres another 400 billion, i think, in the
Mainstream Program at treasury that could have been repurposed. So at some point im hoping that we can get together and help
Small Businesses and families. There are some sticking points. Theres also a question about the possibility of stimulus checks which is not in these discussions at the moment. One of your republican colleagues in the senate, senator josh holly says hes pushing
President Trump to veto any covid relief bill that doesnt involve stimulus checks. Do you believe that should be the position . Well, theres so many people hurting. Particularly in the
Business Community and the familyowned businesses. I dont want to start driving stakes in the ground over these issues, but i do think we need to get some kind of stimulus relief to people. We need to do some other things that could help some folks like on the flexible spending accounts where the money is people who put money in the accounts are going to lose that money unless we act to allow them to roll it over or get it back. There are a number of things that we need to do that could directly help individuals, but also help get these businesses back on their feet. Yeah. It sounds leeike, i want to understand what youre saying, you would like to see stimulus checks in a deal, but it is not a deal breaker for you. Is that accurate . Yeah. I would like to see the stimulus checks. But like i say, theres 130something thats available right now through payroll
Protection Plan. If
Speaker Pelosi would just allow that money to be utilized. I want to ask you about the defense spending bill. Thats
Something Else thats in front of you and your colleagues. President trump is tweeting hes going to veto. Hes asking
House Republicans like you to vote against it. How will you vote on the ndaa today . Im going to look at the total package and make a decision after ive had a chance to look at it. I have serious concerns about it, but at the same time, i understand that we have some
National Security issues that we cannot continue to politicize. Our defense spending in china is now has a bigger navy than we do. Theyre advancing in their military technology at a very rapid pace. And to continue to put political things into these bills, i think, is in the longterm going to be harmful to our ability to protect our country. That vote is coming up soon, congressman. When will you make a decision on that, and if it passes, are you prepared to override a veto or not to make sure u. S. Troops get paid on time . Im not going to vote to override the president s veto. Okay. But i will let me ask you about alabama me and my staff this morning will discuss the bill and goed into details. I appreciate that. Thats a newsy answer from you. I appreciate that. I want to ask about your state. Weve been talking about the
Covid Vaccine and the surge in cases in this country. Alabama, your state is hitting new records for hospitalizations. Thats safer at home order expires at the end of the week. Im struck by a story we published at nbc of a former
Alabama State senator, a republican who passed away from covid last week. His last words according to his wife were we messed up, we let our guard down. Tell everybody to be careful. This is real. Do you believe the governor should extend the stay at home order . Would you support that . I dont think we can continue to do the stay at home orders. I understand that the consequences of people getting covid, but the death rate has declined dramatically. I think the hospitalization rates are up. Our ability to treat it have dramatically improved. The other thing thats gone on is that we have were going to have a
Record Number of people die from drug overdoses. And because of shutting people inside, weve seen people turn to drugs. Weve seen a major increase in suicide. By the end of this year, were probably going to be somewhere in the range of 125 to 150,000 combined
Overdose Deaths and suicide deaths. And i understand that the cdc is projecting over 75,000
Overdose Deaths, but when you talk to
Law Enforcement and coroners, theyll tell you that probably 15 to 20 of the people who die from drug
Overdose Deaths, thats not what shows up on the death certificate. So were fighting two battles here, and i think people have got to be smart about taking precautions to protect themselves and their families. But i dont think we can shut things down again. Okay. Before i let you go, i want to get you on the topic. Ive seen your tweets and your statements about the president s legal fights here. But i have to ask when joe biden, when he wins the
Electoral College majority on monday, will you acknowledge hes the legitimately elected president of the country . I dont think im willing to acknowledge a winner in this race until weve gone through the legal battles. I have absolutely the cases presented by the president and his allies i have a delay. They have been thrown out by judges. Its not the media or pundits. Its judges saying theres no evidence the legal battles are unsubstantiated and the
Electoral College will be locked in and joe biden will be the president elect. Thats not good enough for you . I want to see evidence presented in the
Supreme Court. I am convinced that fraud took place in wisconsin, michigan, pennsylvania, georgia, and possibly arizona. And i think theres evidence out there now. All the electoral materials selection materials have to be presented. Okay. Congressman palmer, we appreciate your time. We have to note there has been no evidence of widespread fraud in the election. Thats a determination made by judges and not mens of t memf the media. Coming up, the clock is ticking. Were staying on this topic. Why
President Trumps window for trying to push lawmakers to act on the claims of widespread fraud that doesnt exist is closing. Closing. Rakuten to get cash back instore and online. Election Results if there arent anymore legal questions remaining. Congress has to recognize the electors that voters have picked. Basically, locking in joe bidens electoral victory since we know joe biden has more than the 270 electoral votes needed to become the next president. The deadline comes as we know
President Trump spoke with pennsylvania speaker of the house twice last week. Nbc news confirming the calls were initiated by the trump team. A spokesperson said the president discussed concerns because of the illegal interventions by the
Supreme Court. I want to bring in pete williams. Pete, talk about what this deadline means in terms of both cementing joe biden as president elect and for the president s current president s legal battles to try to get the results overturned. If a state has certified the winner as pennsylvania has and there are no continuing state court cases which and there are some in pennsylvania. If a state can meet this safe harbor deadline, what the law says is that congress has to count the votes even if the state legislature decides somehow to send in its own slate. Thats the way is law is supposed to work. Its never been stress tested since it was originally passed in the 70s after a disputed election when congress couldnt figure out what to do with four states that sent in duplicate slates. The litigation continues and the newest wrinkle this morning is this this. Filed in the u. S. Supreme court by the attorney general of texas who wants to sue pennsylvania, georgia, michigan, and wisconsin in the
Supreme Court. And you remember from your civics class that when one state sues another, they go to the
Supreme Court, start there. And what the lawsuit asks is for the
Supreme Court to delay the date of the election for the
Electoral College. It says theres still some serious legal questions going on here. Thats the allegation the
Texas Attorney general makes. And they say you, the
Supreme Court are the only one that can delay the
Electoral College date, next monday, december 14th. Thats what it asks the court to do. I think this could be best described as a longshot. Pete williams live for us in washington. Pete, thank you. I appreciate you walking us through all that. We want to turn to ohio. A disturbing story there. The family of a young black man demanding answers after he was shot and killed by a sheriffs deputy. Investigators say he was waving a gun. His family says he was carrying sandwiches. Joining us now, gabe gutierrez. Whats going on with the current investigation there . Reporter hey there. Theres a dramatic turn where the attorney generals in ohio refuse to take up this case at the request of local authorities. The
Attorney Generals Office says that local police essentially waited too long to call the office in three days. And now there are serious questions about whats next for this investigation. This morning growing outrage after the shooting death of 23yearold casey goodson. My grandson just got shot. Relatives say he was coming home from a dentist appointment and holding several subway sandwiches, not a gun when he was fatal si shot by a sheriffs deputy in columbus, ohio. This family believes casey was an innocent man gunned down as he entered his own home. Reporter attorneys general turned down a request from local police to take over the case. A spokesman for the ag saying three days later after the crime scene has been dismantled and the witnesses have all dispersed does not work. There have been conflicting accounts of what led to his death. Authorities say s. W. A. T. Team members finished an unsuccessful search for a person when he drove by waving a gun. They believe that was outside of his character. Reporter although he was not the suspect the s. W. A. T. Team was looking for, a 17year veteran confronted goodson outside his home. Police say there was a verbal exchange and that the deputy shot and killed goodson. My prediction is that it was a justified shooting. However, this will be investigated. Reporter a gun was recovered at the scene, but they havent said where. Goodsons family said he had a concealed carry permit and are demanding answers. They say he was shot in front of his grandmother and young siblings. He deserves better. His family deserves better. And they deserve justice. Reporter no comment yet from the sheriffs deputies union. He was not wearing a body camera. He wasnt required to. Hallie, an autopsy is expected this week. Gabe gutierrez live for us from new york. We are tracking new details and new pictures coming in from the vaccine rollout in the uk. A glimpse of what we might be seeing here in hopefully a matter of days. A few of those snapshots from the historic scenes playing out in hospitals throughout the uk. All of them released by the uks
National Health service, some of the hospitals. These are images people have been waiting to see for months. A
Scientific Achievement with no modern parallel and a day marking hopefully the beginning of the end of this international crisis. With us now from london is sir simon stephens, the head of the uks
National Health service. Thank you for being here on a busy day for you. Good morning. Good morning. What a pleasure. As you say, its amazing that in less than a year since the first coronavirus cases were diagnosed, here we are today with a vaccine getting into the arms of vulnerable patients, starting off here in the british
National Health service, but hopefully available in many other countries soon. You are about i think eight or nine hours into the vaccination process. How is it going . Have any issues come up that have been either expected or unexpected . Its been a great day so far. Weve got nurses and pharmacists and doctors across the country who are vaccinating the first group of older patients together with staff working in care homes and nhs staff as well. And theres just huge enthusiasm on the part of patients who have been eagerly anticipating this day. Of course, this is just the first step. Were going to be getting the vaccines in a phased supply over weeks and months. So we still have to continue to be careful as we go into the christmas holidays. Making sure that we keep coronavirus under control. I know same issues with you following the thanksgiving break. But this, i think well look back on and say was the beginning of a real turning point in the worldwide fight against coronavirus. Coronavirus. Let me ask you about that idea of continuing to be careful. That seems to echo what we heard from
Prime Minister
Boris Johnson warning people, basically, dont relax just yet. Are you concerned there may be a sense of complacency that sets in that could complicate recovery given the images of people seeing these vaccinations happening . Yes. I think weve got to take today as a day of optimism. We can see the light at the end of the tunnel, but it is going to take weeks and months to get millions of people vaccinated in this country and indeed internationally. In the meantime, weve got to continue to act safely and be sensible. We know what that means. Weve still got significant numbers of coronavirus patients in our hospitals, just as you have across the
United States. So going into the holiday season, we all need to continue to protect the elderly, the vulnerable, by keeping the infection rate down. The uk obviously went through a quicker vaccine approval process than what weve seen here in the u. S. , as you know. Its something that one of our top doctors in this country, dr. Anthony fauci reacted to, saying the u. S. Didnt do it as carefully. He apologized saying he has a lot of faith in the scientific and
Regulatory Community where you are. I want you to respond to the questions on how the uk made it there first. Well, this is obviously an
International Scientific collaboration involving researchers in the
United States, in europe. We have an independent safety regulator, quality regulator here just as you do with the fda. And our regulator has been looking over the shoulders of the researchers and the scientists at pfizer and biontech as theyve been doing the
Clinical Trials for this particular vaccine. They were able to come to their conclusions independently and thoroughly, but quickly. Obviously the eyes are now on the fda who equally have got a
Strong International reputation for the rigor that they apply. Sir simon, im just about out of time. We saw
Maggie Guillen at the top of the show, the first person to get the vaccine. How did she specifically end up being selected as patient a . Why her specifically . Well, obviously thousands of people are getting the vaccine first thing this morning. But if you are elderly and you are in hospital, then you were eligible. Shes obviously an early riser. Just after 6 30 this morning, she was ready and willing for her vaccine, and she became the worlds first patient for this clinically approved vaccines and goes down in the history books as a consequence. Sir simon stephens, you may be spawning a new generation of early risers. Thank you very much for taking the time this morning. Governors here are putting in place new restrictions to try to slow the surge as hospitals run critically low on hospital beds. With me is dr. Barbara fairer, director of
Los Angeles County
Public Health. Great to have you on the show. Good morning. Good morning, hallie. Thanks for inviting me. Of course. Weve been talking all week about your state, about the troubling statistics coming out of california and the country. Covid hospitalizations up some 65 . Some 3,000 people hospitalized in your county. Icu bed capacity in
Southern California at 10. 9 . What steps are you taking . What are you doing with your hospitals to make sure they dont get overwhelmed . I think the trick to not overwhelming our hospitals is to actually get
Community Transmission rates to go down. Thats really where the focus is, and thats where i think the governor has been very strong and our county has been very strong. A week ago we actually issued a
Health Officer order that told people to stay home as much as possible. You should really only be out and about if youre an essential worker or you need to go out and get essential services. Weve also told people that its really important not to mingle at this point pour the next three weeks with anybody outside of your household. Again, you may need to go to work. You may need to do some essential grocery shopping, but all other activities really should be on pause right now. Thats the way we protect our
Health Care Workers and our health care system. Last week i reported we had 1,700 new catess ses amongst he care workers. Thats the highest number weve reported ever in a week among our
Health Care Workers. That, too, threatens to overwhelm the health care system. You can have beds, but they need to be staffed. Were asking every
Single Person here in our county to do everything they can to keep your mask on the youre out of the house, make sure youre always keeping your distance, avoid mingling with other people and, please, thats the way we honor and respect and protect each other and our
Health Care Workers. We just showed some of the statistics you were citing about the
Positivity Rate basically doubling in a month. I want to ask you about
Something Else. I dont know if you heard. We had sir simon on from the nhs a moment before you came on. What are you watching for as the uk starts to get vaccinated, starts to distribute those vaccinations with the rollout in your county once the fda gives the green light. Thats something that could happen as soon as this week, maybe next week. What are the steps youll be taking and what will you be looking for most closely . Thanks so much for that question. Everybody has a lot of anxiety and wants to make sure your counties are ready. I can say with 100 certainty, were ready for a rollout. Obviously well get a limited supply of vaccine at the very beginning. As you noted, once the fda has approved the
Pfizer Vaccine, it will start being distributed to counties and were ready to go. Well be working with our health care providers, particularly in this first allocation to distribute to
Health Care Workers and also to those residents at longterm care facilities. Our teams are ready to go, and again, i love the message that it will take some time for everybody to get vaccinated. So in the meantime we have to really abide by the common sense
Public Health protocols. Youll need to continue to wear the face covering, keep your distance. Stay home as much as possible. Cannot keep em fa sidesing that enough. Dr. Barbara ferrer from california, we appreciate it. Thank you to all of you for watching this hour of msnbc live. For now, much more with
