MSNBCW MSNBC Live With Katy Tur December 2, 2020

Big news from our closest ally, the uk is days away from distributing a vaccine. This pandemic has claimed the lives of more than one Million People worldwide. The United Kingdom is the first to approve the vaccine. Seniors will get the first of two shots. After the county will use a tiered approach to fax nating everyone else starting with the holdest residents and moving down. The decision puts enormous pressure on the fda to approve the vak seccine here in the uni states. The fda takes longer here because it goes through all of the raw data behind the findings. Still the chief sunshicience ad for warp speed hopes the approval will make americans feel comfortable that the vaccine is safe. I hope this will be evidence for the American Population that the data with these vaccines are clear. Are transparent, and they demonstrate theyre effective and safe for use in the general population. Always steven hann was summoned to the white house today and yesterday, the agency says they will complete their vetting to ensure that a vaccine is safe and effective. While we wait for that approval, the cdc has formally outlined its recommendations on who should get the vaccine first here. Like the uk, the cdc is prioritizing Nursing Homes. It is also including Frontline Health care workers in the first round. The vaccine is coming but were not yet in a safe space. Hospitalizations in the country hit a record high and are nearing 100,000. Nearly 20,000 of those hospitalized are currently in the icu. And a new report from the White House Coronavirus task force obtained by nbc news includes a number of dire warnings telling americans that are 65 or older not to leave the house if they cant guarantee everyone they contact will be wearing a mask. Joining me now is dr. John torres, richard engel. I want to start with you, richard. Talk to me about what were expecting to see and when. So it is bringing a lot of hope to people in this country as well. This is probably one of the most optimistic days they have i seen in the u. K. Since the pandemic began. Today the lock down that was imposed before the Christmas Holiday was lifted. Bars and restaurants opened again, Christmas Shopping opening again, and the news came that starting early next week the rollout will begin. But then comes the hard part. The actual rollout. You described it as starting with the elderly homes, the care homes, and their staff, and moving down by age group. That is true nap is the general parameters. But we just listened to a National Press conference by boris johnson, the prime minister, some of his top advisors, and they outline a very specific plan that involves different tiers, how batches can be distributed. How certain hospitals that have cold Storage Units will get prioritized first, and how that will then move on to different age groups and be included in certain frontline workers and others will only come later. It is a very complexion rollout that is expected to last for months. That is, in this country, which is smaller and not merely as politically divided as the United States is right now. So this will be tough. It will be tough even here in the u. K. It is positive, but it is not just that we have to fight covid between now and then, we also have to get through a very logistically channelling rollout plan. It is finicky. It has to be stored at minus 100 degrees fahrenheit. It can be held five days at fridge like temperatures, but that ultra cold temperature is intimidating when youre trying to vaccinate an entire country let alone a developing country and vaccinate the world. Certainly we will be watching it really closely to see what we can learn from their process since theyre a little ahead of us. Richard the population of the u. K. A lot smaller than the population here in the United States. Are they expecting to get the entire country vaccinated any earlier than we are here in the u. S. . Were looking to the end of spring, early summer. Whats their time line . So right now what they announced, and this was just the first emergency use vaccination, although it goes well beyond that. It is 40 million doses, a tiered system, turning some football stadiums and town halls in this country into Vaccination Centers where they could do 5,000 or 6,000 people per day. This is not just a small pilot program. This is the program or at least the start of it but theyre not talking about vaccinating children or anyone under 16 years old. And theyre really focusing on people 50 years and up, and primarily those with are 75 and holder. The first groups targeted are the care homes. Those in hospitals, and those who have preexisting conditions, and those that are elderly. Im sure theyre asking why the uk did it faster than we did here. Tell us how the process differs. That is putting a lot of pressure on the fda. I spoke to the commissioner who say they would vet it, appropriately. They went ahead to authorize it at that point. That is the big difference. What happens in the u. K. When they go through an approval process is they use not just the data but the interpretation of the data from the morer themselves. You want to make sure the safety is there. They get the raw data, the raw information, and then they have to pour through it. In this case, a couple weeks, and then they will meet december 10th for the Pfizer Vaccine. Once they have gone through that data they understand what the data means. If they need more information they go back again. And we have had a good track record. One of the criticisms is that it was slow, but because of that slowness it pushed safety to the forefront and that becomes even more important because of all of the issues with vaccine hesitancy. Them saying theyre approving it, it looks safe. Youre not going to hear from the fda but also independent expert groups as well saying the data looks good, and we think it is safe and effective and we think we should move forward with it, it looks like theyre doing that very quickly, katie. I think it is very important to note that the fda goes through all of the raw data especially when you consider some of the hesitancy. Their do such a thorough vet of all of the information and it should go a long way to easing minds. Dasha burns, youre in south dakota looking at what will happen once the vaccine gets to some of these locations. Talk to me about the cold storage youre seeing at one hospital . Yeah, ultra cold freezers have been an ultra hot commodity. This is truly critical. Especially hospitals serving areas like this one. We just got exclusive access into the type of Medical Center here and there. We have one for the fiPfizer Vaccine. They purchased eight freezers, and katie the cdc told hospitals not to do this. To hold off on purchasing these, but i asked why they went ahead and bought them anyway, and she said they had to get ahead of the game here because they face such challenges. But across the area, the size of texas, seen their distribution had to reach far and wide. So with those eight freeders they had to figure out where to place them strategically. And especially because the vaccine doesnt have a long shelf life. There is a timing issue there as well. Lastly as you talked about for a vaccine to work people have to take it. Theyre doing education campaigns here with your own staff. They have seen a upnick willingness to be vaccinated. I spoke to the chief medical officer here about that, listen. We have seen a huge increase in our staff willing to get the vaccine. Our physicians, 70 are ready to get the vaccine. Of the total staff, well over 50 are saying i think it is safe, i want the vaccine. They still have some more work to do on that, but surprisingly the doctor was on the verge of tears at one point because it has been such a long road. Seeing a light at the end of the tunnel for the staff here, and across the country, they have been working and seeing so much suffering, and this hope means a lot to people right now. Its a lot of us day dreaming about the future and better days ahead. Dr. John torres, thank you as well. Joining me now is dr. David ho. He is the head of medicine at columbia university. So great to have you. Lets talk about the Distribution Process here and who is being prioritized. The elderly in Nursing Homes that we know have been hit hard by this pandemic. I think it is 40 of the deaths, and doctors and nurses and support staff that are on the front lines. I think it is pretty straightforward were talking about Nursing Homes and care givers. It gets more confusing when you try to figure out who the doctors, nurses, and support staff are. There is only so many doses and not quite enough to get everybody. So how does that work. How do you define who needs it most . First of all, the nursing home residents being in the first wave is totally appropriate. Those are the individuals who are the highest risk to a severe disease or death. We know people who are 75 have a mortality rate that is probably 30 times higher thanin their 40s or 300 times higher than someone in their 20s. So i think that decision from the Advisory Committee is certainly very appropriate. And of course we all know the Health Care Workers, many of them, that have been at risk for many months now. There is a huge pool of Health Care Workers. So prioritizing them will be tricky. But again, you go with who is at the highest risk in terms of high essex poe sure and who will be at the highest risk for severe disease or death. Richard elderly Health Care Workers will be prioritized. That makes a lot of sense. Richard, were points out that in the uk, getting this vaccine out is going to be very difficult. What red flags are you watching out for . Well, the logistics will be complicated for the deployment of this vaccine. The chain for the Pfizer Vaccine is a major issue. It would be better from the moderna vaccine. Both are likely to be approved by the fda in one or two weeks time. So it is coming. I think that it is telling us at this time the pan determine sick worse than ever. This is certainly welcome news. And it also tells us that we have to keep our guard up while were waiting for the vaccine to arrive. Yesterday was world aids day. We wanted you on yesterday but you were being honored at the same time that our show was on. When looking back to that pandemic and applying it to this one, some folks are making parallels including some saying the community has remains resilient. It comes as no surprise that the community has been steadfast in confronting new hurdles brought on by the covid19 pandemic. Can you shed a little light thoon . Well many of the scientists responding to covid19 are the same ones. Anthony fauci is the most prompt innocent example. I think there is at lot of paralle parallels. Hivaids was one of the most terrible diseases in history. It has developed for decades. They have time to response and respond well in controlling that pandemic. That knowledge came from the aids that have certainly applied very rapidly to confront this pandemic that came on like a tsunami. We had to react urgently to the new pandemic, scientific responses. And i think in general the chumt has done very well in developing unprecedented speed the vaccines that were talking about, as well as antibody therapies in record time. Thinking back that is rather remarkable. And it is causing us to think about that we could truly imagine what was previously unimaginable. To do all of this in the course of eight or nine months. It is incredible. Translator it is incredible. All of the words that dont quite do i any of this justice. Thank you so much for joining us if is a real honor. Still ahead, the department of justice investigating a bribery for pardon. The president says it is fake news. Later, somebody is going to get killed. A republican election official pleads with President Trump to rain in his supporters and calls republicans who stay silent come police sit. Co accomplice. How will the government tell you when it is your turn to get a vaccine . Governor jay insley will be responsible for a lot of that. He joins me to explain. Of that. He joins me to explain in early stages, its more treatable. Im cologuard. Im noninvasive and detect altered dna in your stool to find 92 of colon cancers. Even in early stages. Tell me more. Its for people 45 plus at average risk for colon cancer, not high risk. False positive and negative results may occur. Ask your prescriber or an online prescriber if cologuard is right for you. Ill get on it thats a step in the right direction. With priceline, you can get up to 60 off amazing hotels. And when you get a big deal. You feel like a big deal. Priceline. Every trip is a big deal. The state first considered ground zero is considering plans for a vaccine rollout. Jay inley says he has no concerns about distribution. The vaccine is on its way but it will not be there or anywhere, frankly, soon enough. Washington state says another shut down is on the table there. Joining me now is jay insley who was just reelected for a third term. It is always great to have you. Lets talk about distribution of a vaccine. I know you were asked to put together a micro plan. I hope you can walk me through the steps that Washington State is taking and how its going to work. We think were in good shape. In the last hour or so were trying to get enrollees to be recipients of that vaccine. We feel good about our refrigeration capacity in general. So we feel relatively confident about the distribution system. I would not say if i said i had no concerned about that that would not be accurate. All 50 governors are, you know, staying up late at night to make sure the plan gets affectiuated. I am very pleased that the fda, the medical community, stood up against the assault from the president on the integrity of the system. This is very important that they have succeeded in this to date so that we have confidence in people to actually get the vaccine. That was assuming there wasnt risk, and i think the system is succeeding against the assault by the president on this. Are you doing your own extra layer of vetting this vaccine before you distribute it . Yes, we do in combination with western states we will have what is l be an appropriate but fast review. The manufacturers have already shared their protocols. They have not done that before. And they want to make sure that every base was touched. And that will vary by hours or days to get that done. Things are on a safe track and or a timely track and im happy about that. To be able to report i believe we have high confidence in the decision. And so far the distribution plans are on track. We have to understand the early days when we had distribution, to some degree they are the easiest days they will be the smaller numbers. There are distribution issues that we will still be concerned about as we get to the broader public. And it will take a lot of scoop ration by the public, too, accepting the priorityizations that we need to make while the manufacturing capacity comes up. So far i want to thank people were being patient about that. And because we have to make hard decisions here about the priorityizatioprio priortization. I want to get a question on climate in. How many doses do you expect to get of the vaccine. If i was a resident of your state how would i know when it was my turn to get vaccinated. We planned 200,000 of the pfizer drug in december and we dont have the exact number of the moderna drug. Were waiting for clarity from the federal government in that regard. We will have probably daily outreach efforts giving people advice about what categories of people will be eligible in the priority array as we work through that. And that will be intensive. That is one of the things that we have been relatively successful in our state. We have been really focused on communication with people. I was pleased that it was reported that we had the highest number of people that would have a safe thanksgiving. We spent timesharing information with the public. We started a new app, if your phone is in proximity of someone who is positive and i think that gives you a flavor of how committed we are to make sure we share information with people. I hope youll indulge us and come back again soon. Thank you so much. We have a president committed to that, so i feel good about it. Thank you very much, be safe, please.
