Advisories in 24 states. A live view of minnesota. The storm disrupting travel plans for millions of people. Well give you the late e. And a shooting rampage in the heart of the French Quarter in new orleans. The police there are on the hunt for whoever opened fire early this morning on the famed canal street. Well bring wryou the latest on that in a moment. We begin with fairly Significant Developments in the investigation of President Trump. On tuesday, the House Intelligence Committee will vote on a newly drafted impeachment report. That report will make the case for President Trumps removal from office. The vote will allow the House Intelligence Committee to pass the impeachment inquiry over to the Judiciary Committee. Lawmakers can see a draft as early as tomorrow morning. Now the president s facing a couple of deadlines. They have until tonight to decide whether he wants to send a lawyer to take part in wednesdays impeachment hearing and until friday to say if he wants to call his very own witnesses. In the meantime, heres the president s reaction tweeting last night saying in part that he will be representing the country during the hearings overseas. But at least one key republican congressman advise iing the president to lawyer up. I think it would be to the president s advantage to have his attorneys there. That is his right. But i can also understand how he is upset at the illegitimate process we saw unfold in the Intelligence Committee. The big question is going to be whether nadler continues that into Judiciary Committees hearings or respects the Due Process Rights of the president not only to be represented by counsel, but also to have the unrestricted right to call witnesses in his defense and to confront his accuser. So what will the president do . Andrew covers congress for politico. Hes in d. C. In what will be a very busy week ahead for you. So is tuesdays vote largely a formal lyty . Thats what it is. Its a formality that will officially send the impeachment report to the Judiciary Committee, which is the committee of juris dierks for considering articles of impeachment. The committee will have to ratify it, send it to the Judiciary Committee on tuesday night when vote on it. The report will contain minority views, which will allow republicans to present their counter argument. We were talking a little earlier. Tell me what are you hearing from your sources on how the overall timeline for the impeachment process will play out . Right. So we have this first hearing on wednesday in the Judiciary Committee which will be mostly an academic exercise. It will allow essentially constitutional scholars, law professors, to lay out for the American Public what is an Impeachable Offense and describe in their views whether President Trump did commit those offenses that democrats have sort of tried to lay out here. Secondly, after that process, that is the Intelligence Committee will get a chance in some form to make their case to the Judiciary Committee members that President Trump does deserve to be impeached. There will likely be an argument for the president s attorneys after that point if they choose to participate in the process. Which will allow them to lay out the president s case as to why he didnt do anything wrong. Longterm, what are you hearing about the senate portion of this . Obviously its going to make its way through the house. Thats right. So the house process will finish up before christmas and then the senate trial will likely begin in january. It could be as short as two weeks. As long as as six or even eigh y weeks. One of the considerations is when schumer and mcconnell come together to come to a time agreement on the length of the trial is the 2020 primary process. Obviously the Iowa Caucuses in early february. Its in senator schumers interest for this not to dprrag out so those members of his caucus that being Elizabeth Warren, kamala harris, cory booker and others running for president arent taken off the trail for so long and can be in iowa for as long as as b possible and campaign. Theyre hoping it will be two to three weeks as opposed to six to eight. Exactly. Andrew, thank you. Next to the president ial race and an extremely important trip to North Carolina for one of the frontrunners, Pete Buttigieg tried to gain support, black support specifically, this morning visiting a Christian Church in goldsborrow. Former naacp president for the state. Buttigieg touching on poverty and its devastating impact on the country. Where we are now is that nearly half of the country is in poverty. That one job is not enough. That too many lack access to housing. To health care. To decent education. To the very basics of life. Even as wealth concentrates itself. Nbc news joins me now from North Carolina. How was he received there at that church . He seemed to be received pretty well. The event is still going on now. A discussion with the reverend and mayor and theyre talking about the issue of poverty. We saw mayor pete introduce himself for about five minutes. He started to get into some of his policies then you heard back and forth a question and answer session with people who came up and asked him about poverty, but then also touched on issues like minimum wage, Voter Suppression. Started the day just attending Worship Service here. He took communiocommunion, pray with worshippers and clapped as they sang along. Hes try iing the drive that momentum. He has been surging in polling not only when you look at the early state polling in iowa and new jersey, but his polling nationally. Youve seen this big surge coming at the expense of warren. However on the other hand, we have noticed the surge has been restricted because of the lack of support from black voters. Thats not expanding just yet. So after his stop here in North Carolina, hell be in South Carolina later today and tomorrow, hell have several events focused on africanamerican voter outreach. Hes going to start the day touring a black owned wine vineyard. You see him trying to reach out to black voters starting today with this church service. And rev rand barber is wellknown in North Carolina as well as all across the country. Did he give you a sense of how he felt having mayor pete there at his church and whether hed endorse anybody for that matter . Well, he made clear hes not endorsing. He said hes inviting any candidate including the president , who wants to come and join Worship Service here, theyre welcome to come. The church is open for all people. Thats something that was interesting and something that, thats different from what you see when candidates go to other services. Bernie sanders was in South Carolina today. During the actual service, you didnt hear from mayor pete. Mayor pete wasnt even refere e referenced from the pulpit, however, reverend barber wanted them to come in and listen to the service and interact with with the worshippers here. Listen how he explained the importance of having candidates come come to his service. It is important i think that time for candidates to come in, not to talk, but to listen. What do they get from that . What they understand, i hope that they get, they understand, is that there is an authentic gospel. Theres an awe theuthentic plac religious values that says society, not just the church, but society has to put the poor, the sick, the hungry, the stranger, at the center of our societys debate and concern. I asked reverent barber about the difference youre seeing with the struggles mayor pete is having. He said address iing poverty is going to take both white and black voters and thats they want to talk about today. I guess it is important for mayor pete to be there to talk with all those folks. Thank you from North Carolina. The other major headline today expected to be the busiest travel day of the year and right now, a powerful weather system called a bomb cyclone is racing across a large part of the country. The storm system forming on the west coast near the start of the Holiday Weekend packing 106 mile an hour wind gusts then dumping several inches of snow in the nations midsection. Now with the east coast in its sights. A live picture right now from the top of new york city. Normally, youd be able to see the Empire State Building at this point, but it is really coming down and these are the effects that we are going b to be feeling here in new york city and a lot of people all throughout the northeast coast. A little lower to the ground, you can see the tree and visibility is clearer, but 60 floors up, its a little rough. Conditions here and along much of the northeast getting rough so lets check in now with msnbc meteorologi meteorologist. Yeah, the banding, its starting to happen and its all over the northeast right now. Temperatures are very important. This is going to be crucial with this storm system. New york city falling below the freezing mark and thats why were dealing with accumulating snow across new york city. This will continue to happen for at least a the next few hours. Then well kind of see a lull in the weather pattern then we have another system that will rev p h overnight into your monday and that system is going to cause significant snowfall for the northeast. So that banding starting to happen. We do have breaking weather here. We have interstate 81 across pittsburgh area that is currently shut down due to weather and theyre dealing with freezing rain. Behind this, williamsport, youre seeing freezing rain, a little sleet because temperatures are above the freezing mark so the travel is a huge concern. People leaving for thanksgiving had travel troubles coming back. R already an issue from boston to newark to jfk. Were already seeing an hour delay. Were not seeing any delays for washington, d. C. , but i do expeck that to really pick up in the next 24 hours. Traveling on roadways, this will be a snow day for kids across the northeast. By tomorrow morning here, very treacherous u conditions if youre heading home. We have a slight change in the forecast. By tomorrow morning, you can see things start to let up, but still for northern new england, some heavy banding from albany, even to the portland area. But my major concern is going into tomorrow night, i do want to show you philadelphia here. Look at this. Thats a change in the forecast. There is that banding that starts to happen across philadelphia metro area. So this just coming in with our latest forecast and that even sags into new york city. We were forecasting 1 to 4 inches. I think that could go up to at least 3 to 5 now. On the west coast as well, there are some parts being hit hard by rain and snow. Right, we have the higher elevations. Weve seen 30 inches of snow over thanksgiving and today, another system thats going to start to approach affecting los angeles to the bay area, seattle, so those are major hubs as well that are really going to be impacted as people are traveling. Yeah, weather causing problems all across the country. Thank you. Breaking news out of new orleans and the urgent search for the person or people responsible for a shooting ram wage in the heart of the French Quarter. Ten were injured in the shooting on the famed canal street. You see the aftermath right there. Two people are in Critical Condition and no deaths have been b reported. The shooting took place during one of the biggest weekends in the city. The bayou classic football game. It attracts tens of thousands of people to the city. In the meantime, the Supreme Court is set to hear its biggest gun control case in more than ten years. Tomorrow, the justices will hear arguments over a new york city gun restriction that could have major implications for gun rights across the country. It has some gun control advocates worried and gun rights supporters eagerly watching for the decision that will come in the thick of the 2020 campaign. Here with me now to break it down is amy howe. Thank you for being here. So the cliff notes version of what this dispute is at the center of right now. Cliff note it for me. So this is a dispute about a new york city rule that bars licensed gun own eers from taki their guns out of new york city. Including to go to practice at shooting ranges or if they have a second home outside the city. I said bars. But the rule has actually been repealed. So it barred new york city gun owners from taking their guns outside the city. And they challenged that as a violation of the Second Amendment. And on your blog, you write that the fact that the justices even agreed to take this case was pretty noteworthy. Why did you say that . Because back in 2008, the justices said that in a case called district of columbia versus hala, theres a right to have a gun in your home for r selfdefense. Two years later, they said that right applies to state and local governments and they havent taken up any Second Amendment cases since then. And we dont know whats going on behind the scenes, but it was widely thought that perhaps nobody really knew what Justice Anthony kennedy, who was widely regarded as the swing justice on the court for many years, how he would vote on a Second Amendment case that went more broadly than just you have a Second Amendment right to have a gun in your home, but hes retired. Retired in 2018, was replaced by Justice Brett cavanaukavanaugh know about his vote. The d. C. Circuit struck down a d. C. Law that would have, that require required upheld a d. C. Law that required registration of guns and barred semiautomatic assault rifles a and he dissented from that. He would have struck down the, kavanaugh did. We think hes nmore semp thetic to gun Rights Groups than kennedy would be. The first question is whether or not the justices are going to get to the Second Amendment issue at all because the city says weve repealed this rule. The state has changed its laws and so you dont need to get to this Second Amendment issue at all because the cases and legal term is moot. Theres no longer a live controver controversy. The gun owners have gotten everything they want, you should dismiss the case. So people will be listening to what sort of questions Justice Kavanaugh asks tomorrow. Amy, thank you.
