The reality was this wasnt a deal. We dont know the developer. We dont know the site. We dont know anything about it. Plus, feeling the pinch as we hit month two of the shutdown. The Economic Impact hits hard. Cost of 1 billion a week to our economy. Thousands of federal workers set to miss a second paycheck. And america in isolation. The World Economic forum gets started in switzerland. The absence of the u. S. Is notable. What does America First cost americans . We have a lot to get to in the next 60 minutes. We begin with a key deadline. The payroll deadline at midnight. Hundreds of thousands of federal employees are more likely to miss a second paycheck. Serious pain felt by everybody from furl yeared workers to farmers. A fund to help farmers is now frozen. Federal courts could be close to running out of money. Some courts even delaying civil cases and Court Appointed lawyers are not getting paid at all. For employers that government website that lets you check if somebody is eligible to legally work in this country has been down for weeks. Some fortune 500 companies are feeling the pinch with no government contract money and contract workers probably wont get paid at all when the government reopens. Market futures are down this morning. Were going to watch that. All of its happening as the shutdown costs america more than 1 billion a week. First, lets get you caught up to speed on where things stand right now. Were getting our look at exactly what Senate Republicans want to vote on this week. It would give temporary protections to some dreamers and immigrants from the temporary protected status list. 1300 page land called mb shutdown and secure the border act. And as a sweetener to democrats, the overall package adds 12 billion for disaster aid. Thats more than republicans proposed at the end of last year. What is the cash . What is the kicker . It all comes in exchange for 5. 7 billion for that border wall, which democrats will oppose. Which means this thing is doa which means the shutdown will not end. House Speaker Pelosi and trump still have not talked about this latest plan. In fact, they havent talked at all ever since that walkout in the situation room. Shes expected to pass a series of spending bills to reopen parts of the government that have nothing to do with the wall. Thats where we are, geoff bennett, live at the white house, hans nichols, on capitol hill. Competing plans, neither of which seems likely to open the shutdown at this point. As a practical matter, it appears were no closer to getting this government reopened and President Trump is no closer to getting that border wall funding he wants. The president is doing his level best to shape public opinion. Heres what he tweeted. He says without a wall, this country can never have border or National Security. With a steel barrier, crime rates will go substantially down all over the u. S. Thats debatable. The president continues. The dems know this but want to play political games, must finally be done correctly, no case. These battle lines over the battle wall are drawn. We know the Senate Majority leader is going to bring this trump proposal up for a vote this week. But heres the deal. If it fails there is no backup plan. White house officials and congressional leaders have not come up with a contingency if or when this trump plan fails a senate vote. Caught in the middle are thesele 800,000 federal workers on track to miss another paycheck. That would be twice this month. No plan b if plan a doesnt work. Right now, it locks like plan a aint going anywhere. Its going nowhere fast. We dont have a clear sense when votes might be. The main thing we need to change here is we need to have Mitch Mcconnell join the negotiations. The reality on the senate side, Mitch Mcconnell isnt bringing anything to the floor that doesnt have the president s approval. That fundamental reality has not changed. If you want to be slightly optimistic, and i stress slightly, you look at what jim clyburn in the house said. Additional money and have some protection for those daca kids. Clyburn isnt pelosi but it shows you there might be some path forward, however perilous that may be. The same time, here in the senate, you dont have a lot of pressure on Mitch Mcconnell from his own members to cave until that reality changes, its status quo. Let me bring in our panel here. Thank you for being here in the round again this morning. John, let me start with you. Leader mcconnell knows he needs seven to join in with him. He knows hes probably not getting seven democrats. Whats the calculus, whats the point . I think he wants to basically put this on the democrats. Change the calculus. Right now its on the republicans. The senate has not acted since before the Government Shutdown in december. So through the period where the republicans still controlled contract and when the democrats took over the house in january, the senate hasnt acted on any of these spending bills. The senate want to act. Mcconnell is going to say, the democrats arent willing to do anything, theyre obstruction t obstructionists. It will be interesting to see what all republicans vote for this. The president s plan splits the republican party. It offers what a lot of republicans would call amnesty for Daca Recipients and people under protected status. It made the Heritage Foundation mad this weekend. Im curious to see whether pelosi might put the president s plan on the floor just to so if she can show republicans are divided. Theres a report out nowhering that the president is set to meet with conservative leaders and talk with them today for exactly the reason john is talking about, to get them on board with the plan they just dont like. When you look at the white houses role in this, im told by folks i talked to Jared Kushner is stepping up in a big way when it comes to hill relationshipings. Thats interesting because yes, during the criminal Justice Reform, he developed a lot of relationships with people in congress, moderates, democrats, which really i know the Vice President was sort of put in this negotiating role but he doesnt have really strong riches with democrats and moderates on the hill. He does have republicans. He is very strong with republicans. He understands how the hill works. But jared was the one who sort of build these bridges with democrats to get this criminal Justice Reform done. Yes, people were sort of looking at jared as you were able to do criminal Justice Reform. Jared and ivanka are known as the democrats in the white house. So maybe you can kind of help go up there. Not pejoratively, by the way. So far, we havent seen that being effective. Eugene, headlines from your paper this morning is this, trump voters now blame him for the Government Shutdown. Theres an interesting quote from a 45yearold man jeremiah from michigan. He said, i was doing fine with him up until this Government Shutdown. Its ridiculous. Youre not getting the wall built for 5 billion and mexico is not paying for it. Meanwhile, its starting to turn people like me away. Do you see this as a sign that potential their theres a breaking point coming up soon or are you looking at numbers that show Republican Voters are largely backing donald trump . We know Republican Voters are still backing donald trump. Since the midterm 2018 election, some of the core groups in his base such as white evangelicals have slowly been walking away. Large percentages are actually outside of washington, d. C. And in these places that back trump that originally wanted to see him to the white house. These are people who gave trump a chance in 2016 and will not do it in 2020 if they dont see significant changes in how hes approaching things. The idea that this is a political crisis but really a personal crisis. Nbcs marianna artencio is at a relief kitchen in the nations capital. Its served 20,000 meals to furloughed workers and families. Furloughed workers are kind of depending on this food pantry to have breakfast, lunch, dinner, right . Its inconceivable to many of them. Behind me, there are dozens of volunteers getting ready to open the doors of the world central kitchen to thousands of these needy federal employees and their families. Today theyre inaugurating a Resource Center next door. Theyll be offering everything from diapers and pet food to legal and Financial Advice for these furloughed workers. Its not just here are in the nations capital. Four out of these five workers work in places like the greater d. C. Area, virginia and maryland. Yesterday, i spoke from a church who was handing out grocery bags to government workers. Every single story is heartbreaking. But one that really hit home for me is a story of shaun. A mother of three. Works for the department of treasury. And has stage two Breast Cancer and is undergoing chemotherapy. She tells me that juggling paying for her chemo, putting food on the table for her family and these miscellaneous medical expenses without a paycheck has put her in an impossible situation. I still have medical expenses that are not covered bile insurance. Although my husband is a postal worker. We still need those, you know, miscellaneous expenses that come with this medical thing called cancer. So putting cancer in your budget is unexpected but we just have to deal with it. So this is where we are right now. And with no end in sight. This is like the most horrible experience ever. In end in sight for her and other federal employees. Day 32 of the shutdown. So Rudy Giulianis goal is to get everybody to listen to his accounts of the moscow project to simply give up in frustration, youre not doing too badly. On sunday, giuliani said more than once that the president told the special counsel he was in discussions about a building project in russia, quote, throughout 2016. Listen. In his written answers, President Trumps written answers to special counsel Robert Muellers question what did President Trump have to say about the trump moscow project . Acknowledged they had conversations about it throughout 2015, 2016. Cant be sure of the exact date but the president can remember having conversations with him about it. Throughout 2016 . The president can also remember yeah, probably up to could be up to as far as october, november. Our answers cover until the election. He didnt say thats what he remembers. He said thats what the president remembers. And what they wrote in response to questions from Robert Mueller. Then say, my recent statements about discussions were hypothetical and not based on conversations i had with the president. My comments did not represent the actual timing or circumstances of any such discussions. The point is it the proposal was in the earliest stage. Former federal prosecutor Glen Kirshner joins me. Any time i tried a case, if clarity was in the best interest, they went for clarity. If a case is strong against your client, you look for confusion. Its pretty clear that giuliani is opting for confusion. Why . Because there are probably so many smoking guns here. Hes trying to defuse each one. Look, all of this is going to play out one way or the other. Depending on which way this thing goes. Lets assume its going to play out in an impeachment hearing. If he has fronted all this really bad news like the president was involved in negotiating a huge business deal with russia throughout the period he was running for president and lying about that to the American People, thats a big deal, thats a smoking gun. Hes trying to let all the smoke clear so three months, six months down the road, its no longer a blockbuster. President trump doesnt use email. He doesnt keep a written diary. What his lawyers know is based on his recollection. Does President Trump remember all the times he had conversations about this meeting . Probably not at this point. So they have access to things like the Trump Campaign emails but not cohens cell phone, to the whats app messages. Conversations going on between manafort and gates, they dont have access. So theres so much they dont know theyre trying to create a narrative around. Presumably other people may not keep President Trump doesnt keep written documents, other people do, right . Heres what he said to the New York Times about this. Started a lot of questioning on sunday. That the discussions were going on from the day i announced until the day i won. Giuliani quoted trump as saying. Below that, this morning in the new yorker, giuliani says, didnt say that. The interviewer goes, the times got it wrong . Giuliani said the times deliberately misupped whndersto i said. I started by saying these conversations did not take place. And we know from the signs from Robert Mueller and things that cohen has said and the other one involved in this, they made it clear this deal stopped in june or july. That there was a decision made, lets stop this in june. Why they cant stick with that story, i think theyre trying to buy themselves possibly some wiggle room. Something else they dont know about comes out they said in response to questions, they were vague. They didnt try to put anything specific on it. What do you make of this argument coming out . It wasnt as though they were drawing up blueprints. It was the early stages. Heres what donald trump had to say. I dont talk about things i dont know about. That sometimes happens. No different than anyone else. The reality was this wasnt a deal. We dont know the developer. We dont know the site. We dont know the anything about it. Ultimately, it was Michael Cohen essentially trying to get a deal done. He didnt bring too many to the table so i dont think anyone took it seriously. Thats the reality of what went on. Plausible . Implausible. Why . There was a letter of intent signed. Nonbooinding. With Donald Trumps big old signature on it. Have we ever heard . No. We heard about a 300 million benefit to trump. We heard about maybe putin gets the penthouse. So quid pro quo there. Shannon said june 2016 time frame becomes important. Because what we have heard is cohen originally lied and said his conversations about this stopped in january. I said, you know what, i lied, they continued through june.
