Washington. I feel very, very disappointed by the dangerous statement made by the republican leader of the senate. All this comes a day after President Trump signed his executive order on reform. Here is the thing. He left most of the heavy lifting to congress. I want to get right to that with Garrett Haake on capitol hill. How is today going to go . Stephanie, in the next half hour, well finally see the Senate Republican proposal matching it up against the democratic proposal getting marked up in the house. Both of these bills are ultimately headed to the floor of their respective chambers. They are pretty far apart. But this will look somewhat unfamiliar to those folks not used to watching congress. Well see a good, oldfashioned legislative debate here. We have both of these houses attacking a bill. Both passed bills will get hash ed out from select groups of each party. Thats a long way from now. Over the next week and a half or so at least, well see a very hardy debate over how to Reform Police departments in our country. Will that be a real debate or a tv show . Will they actually sit down and negotiate here . The real debate could happen on the back end of this. Both parties are likely to pass their preferred versions of their prepared bills in the short term. Some of this will depend on how much focus remains on this issue, whether washington cannot be distracted by shiny objects and can see this all the way through to the finish line. Both parties bills have real, honest, focused Solutions Coming from very different perspectives. As long as that good faith effort continues, we may, and i emphasize may, because its still washington and still congress, actually see something get done onissue, if they can stay focused. So, lets say they stay focused. Lets say they find a middle ground. Where does the president get in the mix . This is interesting. The republican plan that gets rolled out today tracks more closely with the president s executive order. You would think this is the kind of thing he could have consistent support for. As weve seen through health care, as weve seen through any number of other legislative debates, nailing the president down on specific policy proposals is always extremely challenging. The rks getting him involved on the front end, having those victims of Police Violence at the white house yesterday might keep him focused for now but that will be part of the challenge, particularly for republicans who want to see president ial buyin at every step of their legislative process. All right. Garrett, thank you. I want to stay on this and dig deeper. Lets bring in congressman hakim jeffries. He chairs the House Democratic caucus and serves on the Judiciary Committee. Congressman, welcome. Take us through your bill and what youve heard about tim scotts republican bill. Where is there Common Ground . Well, our bill clearly is designed to be transformative in basically changing the Accountability Measures both on the criminal side, on the transparency side as well as on the civil rights side, to ensure that if you have a rogue Police Officer that is abusive, that is violent, that engages in brutality, that they are held accountable under the law. That is the only way that change will be brought about. Well see what the proposal is on the Republican Senate side, but it does not appear to be anchored in anything truly transformative. Your bill wont have the opportunity to transform anything unless you can get it signed into law. If there were, lets say, two things, two things that you could work from your bill into the senate version, whats the most important . Well, the national use of force standard that we established in our bill, which is anchored in the principle that deescalation tactics should be used in the first instance, and that deadly force should only be used as a matter of last resort, i think, is critically important to establish because right now there is no standard that exists. There are thousands of Law Enforcement departments and its the wild west. And that often results in deadly consequences. Ive been working for five years on a choke hold ban that would prohibit such tactics that result in strangulation and asphyxiation, including a knee to the neck. And that clearly should be prohibited under law, because its uncivilized, its unnecessary, its unconscionable, and its unamerican. The president s order supports that. If you can get a national choke hold ban, is that progress . We need comprehensive Police Reform, because the situation that we confront right now where we see unarmed africanamerican, lawabiding citizens repeatedly killed, not just month after month, year after year, but decade after decade, is untenable. Its not consistent with the principles of liberty and justice for all and equal protection under the law. Thats why were saying we need transformative Police Reform and that is why the justice and policing act is the right way to go. Can you help us understand what transformative Police Reform means . Unfortunately the president takes things like defund the police and warps their meaning, and in warping their meaning convinces the American People that means were not going to have a police force and you wont be safe, when you and i both know thats not the case. The choke hold ban, reforming adoption of qualified immunity, so it can no longer block people from vipd kating their civil rights under the law, national use of force standard is appropria appropriate, expanded jurisdiction for the department of Justice Office of civil rights so that we dont rely on accountability to come from local district attorneys offices that have a cozy relationship with the local Police Department. We prohibit noknock warrants and drug raids, that resulted in the type of cadeath of Breonna Taylor. So you dont have an officer fired from one Police Department and hired by the cleveland Police Department that resulted in a 13yearold shot in cold blood. Its designed to bring about a policing mentality that is not anchored in a warrior approach to policing, but in a guardian approach to policing that brings the community and Law Enforcement together. What is your biggest roadblock to getting this transformation through . Is it Police Unions . Police unions have not been constructive to date in terms of the debate historically. And, hopefully, well see some progress. The fraternal order of Police Issued a statement that showed some degree of objectivity as it relates to the need to do something meaningful. That was a hopeful sign. That was issued in connection with the justice and policing act. I think Mitch Mcconnell is always an obstacle to progress because he has one singular interest, jam rightwing judges down the throats of the American People sbig nor every other problem that exists for everyday americans. Hopefully, well be able to overcome that obstacle this time around. While Police Unions may be an obstacle for you or not constructive, do you think theres a way around unions to work with Law Enforcement . Because what you just laid out seems like something that would be constructive for Law Enforcement. The people who are actually doing the job. There are good Police Officers all across the country, many of whom i regularly interact with back home in brooklyn and queens who are there to protect and serve, but there are violent officers, abusive officers and brutal officers who poison the relationship between the police and the community. So, it serves everybody, we believe, to hold those bad officers accountable and get them off the force. And there are many police chiefs, many police commissioners, many reformers within the Law Enforcement community who believe we do need a shift from a warrior mentality to a guardian mentality and thats what the justice and policing act is all about. These protests are not just about policing. Theyre about injustice across the board. Injustice in terms of education, economics, opportunity, health care. Can you use this momentum to go beyond Police Reform . We absolutely need to use this moment to go beyond Police Reform. The death of george floyd how . Definitely was well what youre going to see in the house of representatives is that were going to tackle all of these issues. Housing injustice, economic injustice, educational injustice, the fundamental pillars that underline our society have to be dealt with so the ability of every single american, regardless of race, regardless of color, regardless of religion, can pursue the American Dream and becomes a prog reality. Weve come a long way but we still have a long way to go as it relates to our long, necessary majestic march to a more Perfect Union. With the urgency of now. Yesterday there was a group of physicians protesting at the States Capital tallahassee, pleading with Governor Desantis to require people to wear masks. What he said yesterday is that this is something we should trust people are doing and so far, floridians have shown that they can do that. I would argue, stephanie, there is plenty of evidence to the contrary, that floridians are not doing that. From hollywood, florida, about an hour north, 30 minutes north from where i am. These are not bars youre looking at right now. These are restaurants where people are just clustered around inside, drinking, dancing and showing no apparent concern for social distancing or for wearing masks. The police there said it is not their job to enforce social distancing. A couple of police cars were nearby, and they did nothing. In terms of whats going on in florida in the last six weeks, weve seen the statewide reopen. More reopenings in south florida and the numbers are showing thats probably having an impact, you mentioned 13,000 in just a week. State of florida now looking at 80,000 plus cases of coronavirus. That is a very big number. I should add, stephanie, theres been a lot more testing as well, up to as many as 57,000 tests a week, week and a half ago. Thats going on. The troubling side of that, the percent positives, the total number of people tested divided by the number of those tested positive also hitting new highs. It was 9. 82 yesterday, the highest that figure has been in weeks. Stephanie . Highest that figure has been in weeks, and we just showed you images of jam packed bars and restaurants. Lets dig deeper. Joining us now, michael olsterhom. Director of research and policy at the university of minnesota. Doctor, last time you were here, you made the argument that cloth Face Coverings might not really make a difference. Stage three open, that is the exact advice people are being given, even in the cdc guidelines. Have you changed your view on this . Well, first of all, let me characterize what i said, not what you just suggested. I said we dont know how well they work. And that is very different than saying dont use them. What were trying to find out is how well are we protecting the public . We dont want to give them a false sense of security that if they have a cloth Face Covering on they have a level of protection that they dont. Whats troubling is that we dont have more data on how well they work. Our center is involved in a major project to understand that so we let you, the public and others know how much they protect you. And the key message that keeps coming across that were missing is distancing, distancing, distancing is what really makes the big difference here. As you just showed in your clip, thats not happening. That, by itself, is a very important point. So, given the absence of data that youre saying would support the argument to wear masks, do you believe people should wear them . Because were actually seeing more and more people. A and, unfortunately, its actually getting split politically. People started to give up on this idea of wearing masks. Right. Unfortunately, weve divided the country into those for masks and against masks, and even on this interview right here, i have said over and over again, wear them. What im really concerned about is just having people have a false sense of security that they work better than they do. Thats a very different statement than saying do or not do. Yes, wear them. I wear one in public. The point being, we need the data for the public. We have to talk to them straight, tell them what the risks are, what theyre not. One of the problems we have right now, stephanie, and youve illustrated just with this segment here, is that weve got 20 states and one District Of Columbia where cases are going up, but we have 20 where theyre going down, 11 where theyre level for the past 14 days. Its like a tale of two countries. We still dont understand what is driving virus transmission right now in much of this country. We need to understand that so the public has the best information. Dr. Fauci says peoples behavior could be a big factor in the uptick. That seems to be what youre saying, we need to distance, distance, distance. Is what youre saying, we need to stay shut down . People are growing, whether we like it or not, fatigued. And even in states that are shut down, theyre violating it. Theyve got corona fatigue, quarantine fatigue, and theyre not doing it. Well, again, i come back to what i just said with the data. Weve got 20 states and one District Of Columbia where we have cases actually increasing. Youve demonstrated it here. Florida is, in a sense, on fire. North carolina, arizona. These are really major challenged areas where their Health Care Systems are soon to be overwhelmed if they havent already. But then weve got 11 states where its basically flat for the last 14 days and weve got 20 states where cases are decreasing. We also have people who are out in the public. So what were tryi
