Exploding, postponing joint military exercises because of the virus. There are reports people that recovered from the virus are testing positive again. Meanwhile, at the university of nebraska medical center, first human trial for coronavirus treatment is under way. The first patient, one of 14 Cruise Ship Passengers from japan, now undergoing treatment in omaha. All this happening as President Trump puts Vice President pence in charge of coordinating the u. S. Response to the crisis. Because of all weve done, the risk to the American People remains very low, were ready to adapt and do whatever we have to as the disease spreads, if it spreads. I dont think it is inevitable. I think theres a chance it could get worse, a chance it could get fairly substantially worse, but nothing is inevitable. We are rapidly developing a vaccine, the professionals can speak to you about that. The vaccine is coming along well. People standing next to the president by his own statement, top experts around contradicted him saying the spread is indeed inevitable. Within the hour, the cdc officially confirmed that new case in california. Joining us now, jake ward at Uc Davis Medical Center in sacramento, california, where the one lone case is being treated. Also with us, dr. Matt mccarthy, Infectious Disease author of superbugs. Jake, what do we know about the case being treated there . Reporter chris, at this point a woman from vacaville was committed to her community hospital, her symptoms deteriorated quickly, that was four days ago. She was then transferred to the uc davis facility in sacramento which has a great pulmonary unit, where a case like that would go. They found only now as of yesterday that she has coronavirus. Of course, the difficulty here is she came in with them not knowing it, and according to email sent by the hospital behind me to its employees, she was basically they asked the cdc to do testing on this patient and the cdc didnt do it because she didnt meet strict criteria they were using at the time for coronavirus. As a result, reporting from the Washington Post and ap suggests that these employees here may have been exposed to the virus in a scary way, at a time they were not taking proper precautions. Now this patient is under proper care, has been isolated, so were waiting to see what her condition is like. Stand by. I want to go to the doctor. I went to the local newspaper, San Francisco chronicle website, thats the big headline. Cdc reportedly took four days to test this patient. Is this telling us that adjustments need to be made to the testing protocol right now . Absolutely. I mean, this is problem number one right now, we do not have point of care diagnostic testing. We have a limit number of tests, we have to be streict who we ge to test. The virus is outside of china. We have to focus on people coming in short of breath, need to be testing far more people. Good news is were starting to roll out the test, but were nowhere near point of care dy g diagnostics where any doctor can order it. Secretary azar said there will be expansion in testing. I want to play exactly what he said. At least 40 Public Health laboratories should now be able to test using modified existing cdc test kits. In addition, newly manufactured cdc test can be sent to 93 Public Health labs as soon as monday, and theres a privately manufactured test based on the new cdc test that can be sent to the same labs as soon as tomorrow, pending fda clearance. For those of us that are not experts in Infectious Diseases, i dont know what 40 labs or 93 by monday means in terms of the u. S. Population and potential problem we may be facing. Is that enough or too little too late . It is a step in the right direction, it is nowhere near enough. You need every doctor in the country with the ability to press a button, get a test. Right now, you have to go through bureaucratic red tape and there are hurdles to getting patients tested. Good news from the press conference, theres a leader, mike pence now. Top priority has to be testing. I dont want to hear another word about a new vaccine or Clinical Trial with a drug until we get testing done. We are making progress, but have a long way to go before every doctor can order this test quickly, efficiently. Top priority has to be testing. Jake, meantime, what do you know about besides treating the patient what else is being done . Reporter obviously, chris, the real problem is that a mad scramble has to begin from the spot i am standing to find out what contacts this patient had. Of course, as you know, patients in the United States before now have had a traceable contact directly to china or to a known patient. This is the first patient in the u. S. That hasnt had contact with someone we know has the disease, that means the cdc has to begin whats called contact trace, they have to begin a manhunt going through the patients history over the past weeks to see who did they talk to, what cars did they get into, what flights did they take, what are the possible vectors by which she caught this virus. Of course, without effective testing as you were discussing, it will create this mad scramble each time a community caught case like this emerges from now on, chris. Doctor, what does it mean to you theres no obvious source of infection here . It means the virus is here and it is going to spread. I think about you say that very matter of factly. A lot of people watched the press conference yesterday, it was unclear to them exactly what the threat level was. I watched the press conference very closely. The president did the right thing in establishing a chain of command and then deferring to the top scientists in the country, the first person i look to is tony fauci, he is the first person i quote in the book, he is such an authority. What he said is the vaccine is 12 to 18 months away. That should put everyone, put that aside, say focus on surveillance and testing. I am very concerned about the Health Care Workers who are exposed at uc davis and in california. All of this is happening because we dont have point of care testing thats immediate and that can give data to make informed decisions. Otherwise, we are flying blind and guessing. Thats going to bring further confusion, stock markets will be all over the place. When someone gets in front of the camera and offers reassurance, you have to ask is this person focusing on stock market or Public Health. When the Public Health Officials Say it is here and spreading, theyre not trying to bluff through this, theyre looking at people saying i am not a democrat, not a republican, i am here as an honest broker of the truth and i am concerned and i feel the same way. I am concerned we do not have adequate testing. We made an important step today, but we have a long way to go. Dr. Mccarthy, youll be with us later on. Jake, thank you for the update on the case in california. Let me bring in ned price, spokesperson for the National Security council part of the team that led response to ebola in 2014. Adam kingmanna reporter for politico. They want to calm fears based on a clear, effective plan. Yesterday after it seemed secretary azar was in charge, on the hill talking like he was in charge, they moved to mike pence. Tell us in many ways answering the doctors questions, whos in charge, what is the chain of command, is he the equivalent of the ebola czar, how coordinated is the plan the administration is following now . Thats a good question. The answer to that changed significantly in the last 24 hours. You had alex azar, lead of the coronavirus taskforce across all agencies, state department, cdc, hhs, he is still the lead there. President trump yesterday putting mike pence in charge of essentially managing that response. Dealing with messaging, coordinating across the hill. In the last hour or so we had another appointment, debra burks, head of global hiv aids coordination is taking over as a coordinator, response coordinator. The understanding here is essentially trying to get at the messaging issue. There were a lot of disjointed messages in the past couple days, had some Officials Saying this is a response thats got everything under control, others saying the outbreak is inevitable. The effort is to control the messaging, get everybody on the same page. Ned, as you know, mike pence was widely criticized for how he handled the hiv crisis in indiana when he was governor, House Speaker nancy pelosi confronted him about her concerns about the appointment. Let me play that for you. This is about resources, it is also about personnel. Its also about respect for science, for evidence based decision making. Do concerns Many Democrats have need to be put aside, wait and see, can mike pence handle this or are you concerned he is not the best person for the job . The concerns are well founded and i think broader than that. This is precisely what it looks like when the administration is forced to respond from starting position of crawl rather than from a sprint. I say that not because of anything President Trump has done in the past 24 hours or two months when the virus came onto the scene in china, rather it is a cumulative toll of more than three years of neglect and incompetence, an administration driven as much by chaos ac as ideology. One of the key lessons in 2014 and 2015 is you need a central figure in the white house, someone who can pull levers of Foreign Policy for the state department, the usaid, and other departments and agencies overseas to help staunch the outbreak at its source, and also someone to reach down into hhs, department of health and human services, labor, education, elsewhere, to ensure we are prepared as properly as we can be at home. Of course, Vice President pence fits one of those criterion in that he is based in the white house, but you need someone that can draft memos, hop on quick turn phone calls, convene meetings at a moments notice. As you saw today, Vice President pence has to go to cpac, travel around the world, talk to foreign counterparts. He is not the kind of person should be coordinating this response. Thats interesting. You heard the president say yesterday the reason they went from azar is that he has too many things on his plate. They go from someone like him to someone busier like mike pence. Someone like debra burks is a step in the right direction. You have to ensure people working this dayin and dayout at the National Security council, when we worked ebola, never endured a more tireless, sleepless sprint than during those several months. I hope that person is empowered, has direct access to the president and i hope that person is allowed to guide his or her response by science, not by any predetermined response that President Trump or Vice President pence may have in mind. Adam, ned, great information. Thanks to both. Coming up, President Trump is about the stock market and economy, and right now, take a look. Stock market is down again over coronavirus fears. We are keeping our eye on the stock market again today because it is down again, right now about 300 as fears mount over spread of coronavirus in the u. S. Goldman, sachs says a pan dem i can could lead to recession. We talked a lot about Global Supply chains being interrupted by the virus, we wanted to give you a few examples that touch on the breadth of the impact. Take hollywood. China is the second largest market for movies. Almost all theaters there are closed. Imax shares tumbled. At home, Home Entertainment looking good to u. S. Investors, netflix had a big gain yesterday. With americans asking should i stay or should i go on vacation, airlines, Cruise Companies and resorts are taking a hit. Clorox as people look for disinfectants is also up. Joining me, markets editor at axio and Stephanie Ruhle from new york stock exchange. Steph, stock markets are down 10 to 12 from highs. This happened quickly. The s p 500 hit historic highs last wednesday. What are we looking at here . Reporter remember, chris, yes, the market is in the red today, could be in the green tomorrow. What has caused drastic moves . Information. The markets are about risk management. Right now, investors dont have all the information they need. We rely on information from the chinese government, not reliable, and think of the information from our government, the white house. That story changed the last few days. Two days ago, the president and his economic adviser said we have this thing almost air tight. Last night when the president spoke, when he put Vice President pence in charge of this, he had a more sobering tone. We dont hear the president that sober serious often, the question is does he know more, could it get worse. Seeing a case in california with a patient that went in the hospital wednesday and wasnt tested for coronavirus until sunday, that has people concerned. This is important. Remember, those concerns dont mean investors know that worse is coming. The concerns mean a lack of information and a lot of companies, governments, and individuals are taking precautionary measures to hunker down. You know what happens when you hunker down, you dont spend money. And the speed of this has economists rethinking projections on broader economic consequences. What are you hearing about the biggest risk to the economy the outbreak could have . The biggest risk to the economy is that people stop spending, stay home. Exactly what stephanie just talked about. Thats what carried the economy through the trade war as manufacturing went into recession and you had transportation in recession. Consumers, jobs are great, wages are rising. People are confident. Consumer confidence, staying near alltime high levels, people are going out, feeling good. They start staying home, stop spending, that can bring the economy to a standstill. Thats what goldman, sachs is talking about, bank of america, janet yellen, former chair saying that this morning, because the one thing, one leg on the stool holding the economy is the strong u. S. Consumer. What were seeing in movements in the stock market, is that more anticipatory action, people are saying if they dont want to be in places where there are a lot of people, they wont go to the movies as opposed to anything in this short period of time . Think about this. When shinzo abe announced this morning schools will be closed through the end of march, thats 13 million kids. It is not just people arent going to be spending or moving in the next month, you have the olympics coming this summer. These are big tent pole events. This precaution has people concerned. You said in the introduction to this, suddenly were seeing stocks like peloton, netflix, zoom, a Video Conferencing business for people that work from home. Everyone as they prepare to stay home has markets reacting. And really, looking at the fed for their next action. One of the things we have seen abroad is emergency, corporate emergency plans put into place. Seeing people telecommuting, seeing companies that are saying no travel abroad, no travel to some of the infected countries. As we said at the beginning, it is on every continent except antarctica. We are at 47 countries. Are American Companies prepared . I think American Companies are getting prepared. I think there was expectation early on this wasnt going to have huge impact on the u. S. , it would mostly be confined to asia and china. Now you see we had the case in california that stephanie talked about. Theres a possibility it could spread faster than before, that you dont need to come in contact with someone thats been to china to get the coronavirus. Companies are doing those things, taking care of the bottom line. The big
