One day after jordan launched 20 air strikes against isis targets in syria, according to our partners isis is claiming an american female hostage was killed in those air strikes. They claim no isis fighters were killed in these strikes. Nbc news has not independently confirmed those reports, and u. S. Officials say, they have no evidence to corroborate these claims. The name of this hostage, now identified as 26yearold aid worker, kayla muler, had not been made public. Joining me now from amman, jordan, is simmons. Reporter what they are fundamentally saying is they dont know whether or not these claims by isis are true or not because those air strikes have been launched by the jordanians from here but they are air strikes. Getting confirmation on the ground particularly in this area raqqah which is an isis stronghold in syria, is very very difficult. What the jordanians are saying, for example in a tweet, these claims by isis are sick. How can we believe a group like that and jordanians say in the past, actually just recently isis lied about when that jordanian pilot was killed. Jordanians say it was a month earlier before the actual video was released. Clearly, isis would think it would have a lot to gain from making a claim like this not just that a u. S. Female hostage has been killed eded like this but also claiming she was killed by those Jordanian Air raids. Thank you. Joining me now, my guests. Ayman, theres a clear mode of isis here which is to split the coalition. In the immediate aftermath of this news from isis it doesnt feel like the coalition is splitting. It is hard to see it in public. Youre definitely not going to see it in public statements from officials or not. Youre definitely going to see it from behind the scenes. If we see what the New York Times was reporting about some of those tensions on a military level between the United Arab Emirates and the United States about operational component of these strikes, you get a sense of what isis is trying to exploit, widen that rift a little bit. Isis is trying to make it costly for arab governments that stand with the United States by trying to tap into that resentment. One of the things you saw in the video of the burning of that jordanian pilot is why were they going to syria. They know that resentment exists there. They know their people really do make those questions and they tap into that when they try to exploit it for their own propaganda value. A senior u. S. Military official with knowledge of the targets in raqqah attacked by the jordanians say targets in and around that area that were struck were carefully vetted and scrutinized. There was no indications in advance that any hostages were located at those facilities. When aircraft are dropping bombs, bombs are not surgical instruments. The targets that were attacked here outside of raqqah were the housing compounds and bases of isis militants. Is it possible she was killed in these raids . Certainly so. Jordan has a point. Isis played a ghoulish game where they taunted jordan for a month who had already been dead and brutally murdered. The idea you can trust isis here for what theyre saying its not the case. She could have just as easily been murdered by her captors as being killed in this operation by jordan. I wonder how much you think this sort of news if it proves to be incorrect or maybe if it proves to be correct that she died in the air strikes is a reaction or is it informed by the Global Reaction to the video of the Jordanian Air pilot being burned alive . A sense that isis had crossed some line. They had miscalculated the response from the muslim world, at least. You know i dont know how to attribute that much to thoughtfulness to isis. Theyve been so counterproductive, even for their own purposes. In addition to being brutal and inhumane and inhuman in how they treated these individuals, giving them too much credit for having a rational strategy is not something i would want to subscribe to. If this woman was killed today, again, we dont know who would have been doing it she might have killed been down the road because isis has not spared the lives of any prisoners so far. All this is going to do i think, is increase political pressure on president obama and others to have a more compelling serious strategy than they have right now. Susan rice gave a very good speech today at brookings about a strategy. When you get to syria, there is not a viable strategy. More americans are going to say, what are we going to do against this brutal organization . In terms of isis the fact if this young woman has been killed, in terms of the leverage isis has, it would seem to be decreased given the fact they have no more american hostages. How much does that inform what we may or may not do . They do have one final western hostage left. John this was a very difficult case. Her name was never broadcast throughout all of this. One of the concerns we have right now is isis did realize that and it took propaganda measures to try to account for that and try to put the blame instead on our allies. Whether or not theyll be successful in doing that is another question. There is no doubt this is what the effort is here is trying to put the blame on jordan and the United States so that no one in this region can fault isis for having murdered an innocent woman. At some point, theres going to have to be proof of death to understand that shes actually been killed. Theyre going to have to offer something up. I think so. Theres two parts to this. If she has been killed at the hands of a Coalition Air strike theyre going to use that for propaganda purposes. Youre even killing the innocent people that youre supposedly trying to save and protect. If she isnt, i think the u. S. And other allies who have intelligence capabilities are certainly going to pick up any kind of signal intelligence, if you will theres some chatter online, that she is still alive. Theres no sort of western Coalition Presence for intel gathering there. They do have a good sense i believe the u. S. And the arab allies have a good sense there was talk about the jordanian pilot that he had, in fact, been killed. That may not have been lost on the jordanians. They were demanding a proof of life to double check that. But there were indications early on that the jordanian pilot may have been killed. Certainly seemed like they knew something. The jordanians had a good idea that something bad had happened to their pilot. Which was why they were calling for the proof of life. We looked back at the president S National Security strategy in 2010. There he advocated for increased engagement with russia china, and india. He stressed the need to get out of alqaeda. This year were countering president putin. Obviously, the world has changed a lot in those five years. There has not been i think, an effective serious strategy articulated. Do you think there will be one articulated in the next two . I didnt expect it to solve the syria problem. It was well laid out. I think there was a little bit less change on china and india. But i think generally speaking, when you look around the broader middle east, theres coherence to what were attempting. I dont agree with what were doing in egypt. You can go through the roster of cases, but there is something of an effort thats organized and cohesive that you can articulate except in regard to syria. I think we need to do more. While avoiding the possibility of anything smacking of another iraq and afghanistan, were going to have to think about no fly zones and special forces on the ground. The latter part is probably the more complicated part fending off assad while taking on isis. Its going to be building up areas of safe haven and cease fire in syria and using some of those places to attack isis from. Thats all i can offer, but it is going to take time and effort and some risk to American Forces to get to this stage. As isis continues its bloody campaign, assad continues to bomb syria.
