Buck this week. And congressional meanwhile, new reports have place at spotlight on a controversial aid who had not been a key figure in the russia case before, unlike, say, manafort or sessions, steve miller is not tied up in high legal meetings, but the time has broken the story that he was the man donald trump put in charge of the first effort to fire jim comey that was vetoed by the president s own lawyer. When this story broke friday heading into that long holiday weekend, a top former federal prosecutor hotold us for the fit time, miller could be hauled before the grand jury. For the first time, miller could be called as a witness. You think hell be hauled in front of the grand jury . We know that mueller is looking at obstruction because trumps attorneys wrote a letter to muller making various obstruction arguments. A lot of talk about letters there. Lets break it down, that first letter never saw the light of day, something was so wrong with it that trumps own white House Counsel spiked it. But the original rationale to can jim comey, according to the New York Times report. A new warning, and a stern one, two congressmen, a top democrat and senator bob graham ran the investigation. He says that donald trump cannot be trusted on the russia case. Congress must create protocols now the moment that trump tries to get rid of bob mueller. And that warning is animating of course the wider russia challenge right now. After all, if theres nothing to hide, why did the Trump Campaign hide so many russia meetings. If theres nothing wrong with doing business deals in russia, why did the Trump Organization lie about trying to build that trump tower in moscow, only recently expose. Donald trump has certainly proving effective at one thing, marketing, so he knows how to exaggerate, distract and change the subject. But the signs in the investigation, even as trump talks immigration or taxes or policy, the investigators will not be distracted, raising the prospect of a much bigger clash heading into the fall. Joining me now the nick ackerman, and francesca chambers who covers the white house for the daily mail. Good day, everyone. These Top Associates that were seeing, the names that we know, manafort and cohen and Stephen Miller, what can investigators glean from them. As we might expect, theyre not just going to cough up things that make him look bad. We first go to letters that President Trump wrote, there was one that was done by donald trump and Stephen Miller that was then given to white House Counsel who then redid that letter and we dont know what letter was actually turned over to the mueller prosecution. We just dont know who has that and how many letters there were. Lets pause on that with the Washington Post reporting and again i mentioned this because it was going into the holiday weekend, people have lives, some people have more active lives than you or i, mick, some people are not reading the russia investigation every day. The first draft letter, a reason to fire comey it conveyed Donald Trumps displeasure that he wouldnt say publicly what he told trump privately that the fbis probe into the election was not focused on him. Would that be good or bad as a reason to remove the fbi director . That would be bad, i mean the whole thing could be just bad. The reason why these letters are so sfam so significant is that they go to the intent of donald trump to obstruct the investigation. Im a wrier, youre a writer, writing they say is revision, and its okay if youre writing to fix things. And the question here is whether they werent so much fixing or lying or hiding. Because ultimately the doj letter said were firing comey because of the clinton case, not russia. And congress is very curious to get their hands on these materials for that very reason. We saw adam schiff, and adam schiff being the ranking democrat on the houses committee thats looking into this, say over the weekend that he would like to see those materials and actually if they exist, this would fall within the scope of what his committee has already requested, the House Intelligence Committee. So could provide some more insight into what these materials say if the white house does turn those over to that committee, but that is a lingering question after that bombshell report that you mentioned. Evelyn . Yeah, i think whats important to know is that one of these earlier drafts was basically vetoed by mcgahn, the white House Counsel, so presumably, he had legal concerns and then Rod Rosenstein went and found what he thought was a good legal basis and something that has a Foundation Within the fbi itself. So we know already from a lot of reporting that there was a lot of unhappiness about how former director comey had handled the Hillary Clinton email investigation. So i suspect that rosenstein was reflecting the legal and cultural consensus within the fbi as his version. And youre putting your thingser on what was problematic which is pretext chul. If a Court Decides they want to remove a ceo because of their gender, and they say go write me a good memo, mr. General counsel, making other defensible reasons. No matter how good the second letter is, it goes to the first one. It goes to intent. Youre a Government Official who knows the difference between a process thats going towards an actual search for information and precision and a pretech churl one. The people who revised them were not doing it in the interest of the president s actual emotions or actual analysis of the issue. Let me bring in texas congressman Joaquin Castro who serves on the House Intelligence Committee and theres so much i want to speak to you about, but starting on intelligence, what is your view and approach on priorities and what we have learned and how it affects who you want to speak with next . The House Committee and i know the senate Intelligence Committee have continued to move forward collecting documents and reviewing those documents interviewing witnesses and of course this includes all of the usual suspects so to speak that you hear about in the news, but also folks who are much more low key, so were continuing to move forward, as you know, Robert Muellers investigation is a separate one and he is the only person that can bring charges and prosecute if there were crimes committed. So our job is going to be if we, number one, get to the bottom of who conspired with the russians during our 2016 elections and secondly make were anxious to review that, assuming the reports are true that they have been turned over and so forth. If President Trump fired comey for that reason, that is grounds to start impeachment proceeding, if he fires mueller for a similar reason, to get rid of the russia investigation, those are impeachment grounds. Isnt that what these reports allege . They certainly have, everyone has to review them for themselves. I certainly have not had a chance to review those. But i think those are grounds to start impeachment proceedings. Coming into this weekend, hes already past the red line . Speaking for myself, we have not had a chance to review them, but if we get to that point, then, yes, i think thats grounds to start impeachment proceedings. Congressman, i would like you to stay with me, if youre willing to talk immigration . Absolutely. Looking at whether congress has a plan b if Robert Mueller is fired, we speak with the 9 11 investigator who has advise for the congress on that. And a new protest around the country now against President Trumps crackdown to get dreamers within six months, well speak with an activist and go back to the congressman straight ahead. [ chanting ] protests against Donald Trumps immigration action across the country today, were going to show you right now here in new york, live shots, this is foleys square in downtown manhattan. Looks like quite a crowd from the overhead shot. President trump meanwhile says he still has heart for the people he may deport. I have a great heart for the folks were talking about. A great love for them and people think in terms of children, but theyre really young adults. I have a love for these people and hopefully now congress will be able to help them and do it properly. And i can tell you, in speaking to members of congress, they want to be able to do something and do it right and really we have no choice. Saying we have no choice, meanwhile Donald Trumps own aides say this move is like throwing an unpinned hand grenade at House Republicans. And in the meantime, former president barack obama out swinging, he mostly stays out of the donald trump fights, but today he said, quote, to target these young people is wrong because theyve done nothing wrong and its cruel. Back with me is Joaquin Castro on capitol hill. Congressman you of course represent texas which has been dealing with the hurricane and many dreamers getting involved in rescuing their fellow residents of the United States. Your view of this issue now that we know the president s plan, which is to claim basically credit for ending the dreamers program, while asking the congress and you to do something about it. Yeah, i think that its a tragedy for the country, certainly devastating to the lives of 800 young, bright, hard working people, who really are integrated into every facet of American Society and the economy, these are folks in the military, that are teachers in our schools, folks who are working in every sector we can imagine. So its going to be a blow to the county thrry also. Theres been a lot of talk about law and order and punishment, and its a difficult issue, being a humanitarian doesnt mean that you have open borders. Let me show you these overhead shots of these large protest gathering. Heres what the top prosecutor of new york is saying, hes concerned that type of move will actually hurt crime fighting. He says what trumps doing could actually dissuade victims and witnesses from reporting crimes and Public Safety threats for fear of deportation. I want to assure the undocumented that my office is a safe place to report crimes. Your response . Im proud that the attorney general in new york has taken that position, and i agree with him. These are people who have put themselves forward, who came here as young people of the United States, and are law abiding folks in fact you have to be to be on the daca program. Youre taking 800,000 people and mutti i putting them back in the shadows and its going to be an impediment to fighting crime on all levels. You think it could be actually a block to Public Safety efforts . Absolutely, this is not good for Public Safety and the reporting of crimes when you have people who could become victims and dont want to report being victimized and also who are witnesses to certain crimes and are afraid to come forward and describe what they saw because theyre scared theyre going to get caught up in the justice system. So this is not a good decision that President Trump made in terms of Public Safety. And what can congress do now can they get this essentially solo or a la carte . Because every Time Congress has talked about immigration, as you said but its going to be tough to do it in six months, but it is doable. It depends on the will of the members of congress and also the reaction against the American People and theyve got to express the outrage that youre seeing in new york and other cities and that they Want Congress to do something about immigration reform. Thats interesting coming to you as an insider, from the halls of Congress Asking people to get involved because were looking at the overhead shot it of people protesting, also earlier in the washington, d. C. Area. And congressman, i think you made some news today, both outlining a path to a legislative solution to this, and that should begin if that New York Times article is correct about the firing of castro. Now for another perspective, i want to turn to eric beach, the cochair of the america beat alliance. Thams f thanks for joining me today. Thanks for having me. Lets start with the president s decision, whether this is the right approach to deal with the dreamers and if this is, why wait six months . There was a reason why president obama did this in 2012, within months of his presidency ending because he knew it was not constitutional. So i think the president actually is doing the most high mahigh humane thing, hes leaving it to the congress to do its job. If this is illegal, why continue it for six months . How do you defend something, if your premise is its illegal, how do you defend doing it for the next six months . For the last 30 years, congress has failed to act, the most important thing we could have done was secure our border. If youre on this show, you have to answer the questions, i do agree with you, congressmen of both parties have not addressed it. But the position that i have heard from the white house and that you just stated is that the program itself is illegal. If its illegal, how do you continue it for six months. I think the president is right, he has a heart and he wants to find a solution. Both parties, even senator Lindsay Graham whos no hawk on immigration, who has said we have six months, congressman castro said we have six months to come up with a solution. Whats wrong with asking branchs of government to come up with a solution to illegal immigration, theres nothing wrong with what the president asked them to do. He ran on coming up with a secure border. And ran on immigration being a high priority. And thats why he won. Does the solution include allowing people who came here as minors to stay . If thats a solution on the table, why go through all of this tumult and not just go ahead and give people who are here illegally legal status . Its difficult on the table. Why not kick it to congress to make sure that all options are on the table, to help with a problem, thats really, in the last 30, 40 years on both republican and democratic president s. Thats what the president did today, he showed real leadership in saying that were going to find a solution to something that hasnt been resolved in the last three decades. This is one of the most confusing things about the donald Trump Presidency in this early period is if this isnt leading from behind, what is . He says i dont know, i dont like it, i dont have a solution, congress, please help me within six months. I think thats being a constitutional conservative, right . Where president obama enact ted this illegally by executive order. And its the president s job to encourage new laws that will help the American People. Do you think its illegal . When president obama said im not a king i cant just determine this solo. But you acknowledge no high court has actually said it . No court has acted on it. But i assume that thats what they would have done, had they, the ten Republican Attorney generals you must be more clairvoyant than some because we dont know what the courts going to do. Finally i want to get you on one more thing. Did you know that congress we do know that congress has to have a bipartisan solution, and thats okay for me if the president asking them to pass foreign reforms that he ran on and thats what the American People want. When you look at the incarceration rates, people talk so much about Public Safety, and thats something we have been reporting on today, the immigrant mails incarceration, far more than native born males. Do you think its important for the president an
