Its political posturing at this point. Lindsey graham can say that all he wants, but there is going to be a trial. At some point depending what the package looks like, depending on what mcconnell has gathered his 53 republican votes to set up, there probably be a chance for democrats to force a vote on whether or not witnesses actually have to testify.
