A man tells nbc news about a decades old conversation he had with a friend who told him about sexual encounters he had with hastert. At the time his friend was a teen. The story echoes what jolene burge told. Her brother reinbolt died in 2005. The indictment says hastert paid 3. 5 million to individual a to conceal past misconduct. Individual a remains unidentified. Hastert is due in court for the first time tuesday. Dave gooututierrez has the new details. Reporter in an interview with abc news reinbolts sister said years after he graduationedgraduation ed graduated he said he had a sexual experience with Dennis Hastert. I said stevie when was your first sexual experience . And he said it was with Dennis Hastert. And i was stunned. He just looked at me and said who is ever going to believe me . Reporter her brother died of aids in 1995. Now another friend and classmate who asked us to conceal his identity tells abc news reinbolt confided in him. He told me they had been sexual and i was flabbergasted. Reporter he says he believes there was more than one sexual encounter. I said what do you mean . And he said we would do things sex hullually and sometimes it would start with massage. And it didnt go much further than that. Reporter reinbolts friend said he doesnt no who individual a is. The indictment says that someone agreed to pay hastert 3. 5 million to conceal past misconduct. Nbc news is told this conduct was of a sexual nature with a male student. But hastert is charged with lying to the fbi. The former state wrestling champion coached by hastert says he barely remembers reinbolt but he has a hard time believing hastert would sexually abuse a student. He was a great coach and great motivator. Reporter bernie frank says the allegations are stunning. This reminds you of the hypocrisy, especially among my republican candidates. He went before the speaker twice constitutional amendments to ban same sex marriage. Reporter hastert has not commented on the allegations. Neither as his attorney. Hes scheduled to make his First Court Appearance next week. Gabe gutierrez in new york thank you for that. We are keeping a sharp eye on hurricane blanca. This went from a category 2 to category 3. Major hurricane with winds of 120 murpiles per hour moving northwest at 12 miles an hour. It is going to march this way to the north, but it is expected to weaken. Sheer loft could be a factor and the other is the water that will be cool to cause it to weaken. By monday winds at 35 miles per hour, but heavy surf conditions expected with heavy rain. Rough weather also expected for parts of the central and Northern Plains from fargo, to des moines to omaha and to north platte. Tomorrow well see it begin to migrate its way with the Severe Weather possibility into the great lakes and the ohio valley. Not out of the woods in terms of the rough stuff. Isolated tornadoes are possible. A really good chance for it to be hot in the Pacific Northwest with temperatures well above normal. President obama will have the eulogy about four hours from now. This comes a day after thousands paid their respects at a public viewing in the familys hometown of wilmington delaware. As you mentioned, this funeral will be the culmination of about two days of intense mourning here in wilmington and really a week of mourning across the state of delaware because the body is so entrenched in this. Well have three speakers here to speak about beau bidens life. A veteran will speak to beaus service in the military. Then president obama will speak to beau biden as the Public Servant and the man he got to know. And well hear from his brother and sister hunter and ashley biden, to talk about the family man beau was. We expect this to be emotional and this has dragged on the hearts of many in washington including the president himself. And we also expect there to be a packed house full of dignitaries. We understand that bill and Hillary Clinton will be here and also expect many senators as well as the governor of delaware to show face in that service. So its something that certainly will be emotional. And we can also say in terms of the town of wilmington you really feel it here in the air. It is cliche to say that but we are in the middle of this beautiful italian working class neighborhood with people on their porches. Their are solemn but very much thankful for all the things the buy dens bidens have done in delaware. And we expect it to be an emotional day with beautiful remembrances. I love that point that you say out of the neighborhood with respect. People have been sweeping their porches and putting out american flags to do their part to show how much they appreciate the biden family there. Thats a very touching thing. May i ask, do you know where beau biden will be buried ultimately . Reporter sure. Hes going to be buried in greenville, delaware. Thats the site of his home parish. And hell be next to his mom and his sister. As you recall joe biden often tells that horrific story about how his first wife and kids were shopping for a Christmas Tree and were hit by a tractortrailer and his wife and daughter ended up passing away from that. Beau biden will go there back to his mom, that will happen later today with a private service there around the burial alex. An emotional day ahead for sure. Neighborhoods in Northern Colorado are on edge over fear of a serial sniper on the loose. Three people have been shot and two of them are linked. The third is likely. A few mile ace way, a special needs man john jacoby was gunned down while riding his bike. The first homicide in the town of windsor in nearly a decade. Hes bleeding uncontrollably on the side of the road. Reporter and this week several miles from the attacks a third roadside shooting. 65yearold bill connole shot and killed late last night while walking near his home. The question is who is the socalled serial shooting and when or where will he or she strike next . Joining me now is msnbc analyst jim kavanaugh. Jim, would you classify this giving your experience knowing that two are linked in likely the third one is linked as well . Yes, alex i clearly would. And also there is another nine or so incidents reported to the police of windows shattering. They are not all going to be shots, probably some could be road debris but you have people reporting, they hear a pop and then their rear window in their car is shattered. Or their drivers side window is shattered, just like when cori was shot. So i think some of those window shatterings are probably the work of the shooter. So i think we have a real problem here. What are the challenges in putting this all together jim in because as i understand it theres a 15mile difference between the furthest shootings apart. So youve got 15 miles to deal with here. Yeah its big but also its not a huge metropolitan area. Its kind of a suburban rural area north of denver. Thats a plus for authorities for surveillance. They can you know lock it down a little easier than when in a bigger city. But i wouldnt be surprised to see this shooter, this killer take a trip and go outside of this zone where these shootings, if these three prove to be linked, then some of the window shatterings. Take a trip 100 miles out to try to throw things off. But hes very comfortable in this area and moving around this area. And notice the progression. Cori shot through the drivers window. Maybe the window shatterings hes trying to kill somebody in a car, and guess what cori survives and the other people involved, it doesnt work. Then he goes to the bicyclist, mr. Jacoby and then to mr. Connolly walking on the street late at night. Shooting at the cars doesnt work. He progresses because he wants to kill and now he doesnt have people in the envelope of the car that didnt work too good for him. So he moves on to people on foot or on bike. Jim, talk about the mindset of someone to become a serial shooter, the psychology, who does that . Well, you know deepseeded psychological problems of revenge, revenge of the sociopaths, theres so much work to be done. No matter how many Law Enforcements you have, you dont have enough. You think you have enough its not enough. If this guys tempo picks up you need a lot more help and you have to get in front of the killer. Get way ahead of him to be able to catch him. If that mr. Connollys killing turns out to be related, it will up the tempo pretty big. Jim cavanaugh, thank you, appreciate it. It could be the biggest dispute between the gop and Hillary Clinton. Secretary clinton doesnt know the first thing about Voting Rights in new jersey or the other states she impacts. I just wantthink she wants to commit greater acts of voter fraud in the country. Who has more leverage on this issue . And is it better to be more on the offensive in a situation like this rather than playing defense . Well, you know, i bet the latest poll said every american turning 18 to vote automatically has the option to opt out. And we would like to give every american 20 days of voting. Most americans would be okay with that. What is going on here more than anything is Hillary Clinton understands that in order to win the presidency and shore up the democratic nomination she has to make sure that she as much support from minorities. Currently looking at polling her numbers are lower than the president s in 2012. A big issue and concern for them is the Voting Rights. The ability to get to the polls. Theres a lot of places like ohio, florida, wisconsin texas and elsewhere where the states are rolling back early voting making it harder for people to show up. Thats a big concern. So what does she do . Go out to establish National Standards and the republican candidates pounce. Governor kasich of ohio has a good point. Ohio has 28 total days of voting ahead of the election. New york has much less than that. Arkansas claims they have 15. They perhaps have a point there. Christie raising the threat of voter fraud, all republicans say restricting the voting is trying to limit voter fraud. How much of there is it . Not that much. Thats the point shes making. It becomes an interesting wedge issue designed to bolster the basis of both parties. Well switch gears to talk about ben carsons campaign. Four officials have stepped down and up in of them have been replaced while two super pacs are actually fighting with each other. What are you hearing from your colleagues covering this story . My buddies at the post broke this. And this story demonstrates more than anything is running for president can be very hard to do. Especially somebody like ben carson who has never been in politics before at all. Hes struggling here to keep his team together. To build one and then build a Network Across the country. Look this is the former neurosurgeon who purse into the scene over the last few years and has developed a strong following among conservatives, especially in places like iowa where some people think he could be a bit of a spoiler. The problem is as you said there are two super pacs now sort of fighting to be thement do mment dominant group outside helping him. If you have somebody like ben carson to come out of nowhere to draw the support of millions of people and raise a lot of money, it shows you there are people out there trying to profit off a guy like this. Because a campaign coordinates with the super pac creates a lot of confusion and siphons off that money. Whether ben carson becomes the First Casualty of this well see. But well demonstrate it is very hard to do this in 50 states to run for president. Listen, in terms of being hard to do this im sure you saw the New York Times article that came out thursday highlighting the 17 traffic citations that senator rubio and his wife received dating back to 1997. Yep. Is this fair . Is this a critical issue . Welcome to the nfl, alex this is the way it happens, all right . Look, lets go through every candidate thats got something. If this is all senator rubio has, he should be happy thats it. The fact that they are jumping on this and saying that its out of bounds look i mean this is whats been going on for the last few cycles. And criminal records are something that get brought forward.
