Temperatures are coming down under clear skies. 46 now in philadelphia. Thats a big drop its down about eight degrees in just the last half hour. Trenton is at 49 degrees and 43 in wilmington. Fortunately, no accidents to report at this Early Morning hour. Just typical overnight construction we often see. Starting off in philadelphia, for drivers on 95 south approaching cottman avenue, you can see an active Construction Zone right here in the southbound lane, taking out the two righthand lanes as you approach cottman avenue, just part of that overnight longterm construction project were seeing. And for drivers on 422 eastbound, the ramps to and from Armand Hammer boulevard, they are closed for construction until late november. Moving into new jersey, the 42 freeway, some construction here, but not tying anything up. You can see some of the flashing lights but no lane restrictions. Finally, for drivers in bear, delaware, 896 right at the summit bridge, right lanes are blocked in both directions until late november. Tracy . New developments overnight about ebola concerns in the United States. President obama says hes putting together National Guidelines for returning medical workers. The feds are raising these concerns over the new policies in new jersey and new york. Federal Health Experts say a mandatory 21day quarantine of medical workers returning from treating ebola in west africa is unnecessary, and the president is asking the states governors to ease up. Nbc 10s jesse gary is live in trenton, where governor Chris Christie said last night the new protocols will stay, despite the call from the president. Jesse, why are the policies staying . Reporter tracy, because there is no federal guideline in place, at least not yet. Governor Chris Christie says his goal is to protect the people of this state, not score political favor with the white house. Over the weekend, both new york and new jersey enacted policies requiring 21day home quarantine for people returning from west africa who had been in contact with ebola patients. The incubation period for that virus is 21 days. The federal Health Officials say such measures could be counter productive, but christie says hes taking this action to protect residents. My responsibility, my greater responsibility to the 8. 9 Million People of the state of new jersey. I think folks understand we want to take every precaution. Reporter including forcibly quarantining a nurse who returned to new jersey from the socalled ebola hot zone. So, why is her case different and why are federal Health Officials so worried this could make the overall situation worse . Well answer that coming up in 30 minutes. That nurse is being held in isolation at a Newark Hospital under new jerseys new policy, and she has now hired a lawyer to get her released. Kaci hickox says shes being forced to stay in conditions that are in her words inhumane, since returning from sierra leone on friday. Tests for ebola have come back negative. The nurse who contracted ebola while working in guinea says symptoms have intensified. Dr. Craig spencer received a plasma transfusion from survivor nancy writebol. His fiancee has been clear of ebola but is under quarantine at their home. The u. S. Ambassador to the u. N. Is touring ebolastricken regions in south africa. Samantha power arrived in guinea yesterday and will visit liberia and sierra leone in hopes of getting a better understanding of whats needed to fight the spread of the deadly virus. Locally, bucks county Health Officials are monitoring at least three travelers for ebola who have been to west africa. Once travelers come back into the United States, the local Health Department has to follow up with them. Theyre asking travelers to take their temperature twice a day and stay in touch with the Health Department every day. And so far, theyve been cooperative. I think theres a little bit of hesitancy because some of them arent from the United States, and their trust of government is different, depending on where theyre from, but i think they understand why were doing it, why its so important. The Health Department has not said where these people have gone locally since theyve been back in the country, but they are being monitored for 21 days. Another student has died. Hospital Officials Say 14yearold gia soriano died last night. It was friday when Jaylen Fryberg opened fire inside his high school in marysville. One student and fryberg died at the scene. Three students are still in the hospital. Two are frybergs cousins. The reason by the attack remains unclear. Classes at the school are canceled this week. Back here at home, new overnight in philadelphia, twocar crash left two people hurt. It happened just before 3 00 on tyson avenue and roosevelt boulevard in the mayfair section. Police say a man and a woman were taken to the hospital but are expected to be okay. Also new from overnight, police in Burlington County trying to figure out how a tractortrailer caught fire on the new jersey turnpike. This is near exit 4 in mt. Laurel. A traffic cam shows the smoke coming from the truck and the emergency crews on scene. Troopers tell us the driver was hauling food. No one was hurt. Today were expected to hear from septa Union Workers about their unanimous vote to authorize a strike. Yesterdays vote does not mean the workers will definitely walk off the job. It does involve about 5,000 bus drivers, subway operators and other workers at the transit authority. They belong to transport workers local 234, septas largest union. The group has been working without a contract since spring. Weve got to strike, well strike. As of right now, im tired of coming home hurt, exhausted, broke, just being able to make it. I was actually on my way to go buy a weekly ticket, and as soon as you said strike, im like, forget it, ill drive. Right now, the key sticking points are pensions and health care. Septa says it has not been given any indication if or when a strike could happen. In the Philadelphia School budget crisis, the state judge is expected to rule this week on the legal flap between the Teachers Union and the School District. An injunction, youll remember, was issued last week that stopped the School District from forcing the teachers to contribute to their health care benefits. District officials are appealing that decision. The judge is deciding if the case can stay in state Commonwealth Court or should be moved to philadelphia common pleas court. There will be another hearing for a Philadelphia Charter School today. The School District is in the process of revoking the charter of the walter d. Palmer leadership learning partners charter school, claiming that it overspent and overenrolled. The hearing will be held at School District headquarters this morning. Happening today in delaware county, a man accused of using craigslist to lure and then rape a woman is scheduled to be in court for a preliminary hearing. Upper darby police say Kevin Cornish attacked an 18yearold from philadelphia after she responded to an employment ad that he posted on craigslist. Investigators believe he may have lured dozens of other women. Cornish remains behind bars. Pennsylvania state senator Leanna Washington is expected to plead guilty in a Corruption Case this week. Washington is accused of using staffers and taxpayer money for her political fundraisers. She represents philadelphia and a portion of montgomery county. Its a chilly start this morning, clear skies and less wind than over the weekend, but thats brought the temperatures down this morning. We will see bright sunshine today. Well be back in the 60s like we were yesterday afternoon with warmer weather in store tomorrow, but midweek, well be tracking some showers that should bring a big temperature change later in the week. Right now 47 in doylestown. Look at philadelphia international, 46 degrees, and its 54 right now at cape may. Clear skies all around. And the water in front of boathouse row, the schuylkill is nice and calm. No big wind this morning. In fact, some areas are calm, areas north and west from reading, lancaster and pots up to. A woman is in custody after police say she threw her baby into the ocean at the jersey shore. It happened yesterday in Atlantic City at the end of pacific avenue at the boardwalk in the citys inlet section. Police say the woman threw her daughter into the bay and then jumped in. Nearby fishermen rushed to the rescue, pulling the pair from the water. A retired Atlantic City firefighter also happened to be there. He performed cpr. Investigators believe the woman, 24yearold patricia shurig, was suicidal. What im thinking about, why . What was going through that ladys mind to put herself and her child in danger like that . Police say shurig will face charges. She is recovering this morning along with her daughter. Caught on camera, a philadelphia cop yelling at kids, and now video of the incident has police investigating. Nbc 10 emailed the video to some highranking officers. One officer responded the video does not reflect well on the officer. I have no doubt he had good reason to be exasperated, but you have to maintain your professional demeanor. A teenager was shot outside a Halloween Party in Camden County this weekend at a winslow township hair salon early saturday morning, where the party was being held. Investigators say there were several fights at the party. They apparently continued outside and the 18yearold boy was shot in the parking lot. He is in critical but stable condition. The shooter got away. Philadelphia Police Searching for surveillance through, looking for clues in a weekend murder. Police found the victim dead in the street on forrest avenue in West Oak Lane around 9 00 last night. Investigators say the victim just left a friends house when he was killed. The red cross is helping six people this morning following a row home fire in montgomery county. Nbc 10 was on the scene, oak street. Firefighters from neighboring towns came to help put out the flames. No one was hurt. Dozens of dirt bikes and atvs are off the streets after a weekend sting by philadelphia police. Its part of an ongoing crackdown on the vehicles, which are illegal on city streets. Authorities are trying to prevent scenes like the one we saw tuesday when riders were weaving in and out of traffic. Police showed us the 34 dirt bikes and atvs they confiscated throughout the city, and they are searching for more. Police say the scene last week was not the reason for todays sting, but it highlighted the dangers of these types of vehicles. Well, theyre very reckless. Theyre riding on sidewalks, theyre cutting vehicles over. Its definitely a Public Safety hazard, and thats one of the reasons we cant chase them. We dont know what theyre going to do. If we chase them, theyre going to take off. They dont have lights on a lot of the vehicles. Along with the confiscated vehicles, Police Also Arrested two people riding stolen dirt bikes. The st. Louis cardinals are mourning the loss of one of their players, 22yearold oscar tavares. The outfielder was killed in a car crash in the Dominican Republic ic. He made his debut this season and was ranked as the number three overall prospect. Actress marcia strouseman has died after a battle with breast cancer. She was 65 and best known for the 1970s sitcom welcome back cotter. Her biggest film success came playing the mom in disneys hit comedy honey, i shrunk the kids, and its sequel. She most recently appeared in two nbc shows, third watch and providence. Right now in hawaii, there is an evacuation warning in effect as lava creeps closer and closer to a village. According to authorities, those residents should be prepared to leave their homes by no later than tuesday. Officials say the lava flow, which is from kilauea volcano, can shift directions or speed without warning. Theyre urging people to leave immediately.
