New from overnight, Philadelphia Police are investigating a deadly shooting in the citys parkside neighborhood. Nbc 10 was at the intersection of west gerard avenue and north 38th street where police say a man was shot around 1 00 this morning. He later died at the hospital. At this point, there are no arrests and no word on a motive at this time. Also new from overnight, investigators are looking for the cause of a row home fire that sent five people to the hospital. Nbc 10 was on the scene at 7th street after the blaze broke out around 2 15 this morning. Crews had it under control in about 30 minutes. Three people are being checked for smoke inhalation. The week ahead will be a critical one in americas fight against ebola. By tomorrow morning, everyone on the dallas cdc monitoring list who do not show symptoms of the virus will be declared ebola free. Now, here are some of the new developments we want to make you aware of. In ohio more than 100 people who were visited by dallas nurse amber vinson are being monitored. Canada will begin shipping experimental ebola vaccine to the World Health Organization tomorrow. And president obama who met last night with the head of the cdc on the governments response to ebola used his weekly radio address to try to reassure the nation. The coast guard, meanwhile, has retrieved a blood sample from a Dallas Health care worker who is aboard a cruise ship and is being monitored for signs of the disease. Officials say that the woman poses no risk and has shown no symptoms. A sample has been taken to a lab for processing to confirm that. The ship is scheduled to return to texas a little bit later this morning. Yesterday friends and family of Thomas Eric Duncan remembered him at a Memorial Service in north carolina. Duncan is the first and only person to die of ebola in the u. S. The cdc and Texas Health Officials are now looking into any mistakes that may have led to an initial misdiagnosis of dunk. And the two nurses who were infected. Here at home, members of philadelphias Liberian Community are raising awareness about ebola through their musical heritage. Liberian womens chorus for change performed at a public forum in southwest philadelphia last night. The four women are among the 10,000 liberian refugees who settled here after years of civil war. And this morning Pennsylvania State police are following up on a possible lead in the search for him. State police say that an armed man with mud on his face was spotted friday night Pocono Mountain East High School in swiftwater. Theyve refocused their search now to paradise and pocono townships because of this latest tip. Investigators have also found whats believed to be blood on the back porches of two homes near cresco about five miles from the high school where he was spotted. Frein, of course, is wanted in the ambush shootings of two state troopers, Corporal Brian Dixon on the left, he was killed, trooper alex douglas on the right, he was wounded in the attack and he left the hospital on thursday. People in the pocono mountains now are noticing an expanded search for frein. One resident told us that he has a Family Connection to the fugitive. Hes familiar with this area. Because he and my granddaughter was on the rifle team before the school abolished it, you know. I never gave it any thought that he would turn out this way. Another neighbor told us that she just wants the manhunt to end one way or another. Now to a developing story out of virginia. Police there are trying to determine if remains that were found over the weekend are those of missing College Student hannah graham. Remains were discovered on an abandoned property yesterday. The chief medical examiner still has to confirm if, in fact, it is graham, but her parents were notified about the discovery. The 18yearold university of virginia student has not been seen in over a month. Suspect Jesse Matthew seen here has been charged in connection with grahams abduction. Philadelphias new marijuana decriminalization bill goes into effect tomorrow. And nbc 10s Monique Braxton is live at Police Headquarters with how the new rules will be enforced. Monique . Reporter rosemary, this new law does not by any means legalize marijuana. Nor does it give narcotics officers with the Police Department a right to ignore anyone caught with the illegal drug. The law does, though, state that anyone found with 30 grams of marijuana will face a civil penalty. The laws sponsor, Council Person jim kenny, pushed for the legislation back in may because he says its a way to address the disproportionate marijuana arrests in the africanamerican community. It also affects criminal records and what he sees as a reduction in job opportunities. We spoke with police about the penalties. Violators will be issued, what would be a 25 fee in terms of fine for those in possession of a small amount of marijuana. Those that are using marijuana, those violators will be issued a notice of violation in the amount of 100. Reporter now, philadelphia is the largest city in the United States to do so. Mayor nutter has told us theres going to be an Outreach Campaign to educate the public. According to syrian activists, the attack targeted a gas facility being held by isis militants. Other airstrikes targeted oil wells in the area. Oil, by the way, is a key source of income for isis. Coalition airstrikes on the Syrian Border town of kobani are also continuing. Isis militants have been trying to seize the town since last month. Koba in. I is close to the border with turkey. A town officials that the airstrikes there have helped halt the advance of isis. Kurdish fighters say they still need more weapon, though, and ammunition to save the town. Back in our area, this weekend in bucks county, a murdered musician is being remembered by friends, family and fans. A statue of the late danny dejannero was unveiled before a benefit tribute concert last night. Nbc 10 was at the bucks county playhouse in new hope for the event. Dejannero was murdered during a botched robbery in 2011. Musicians who played with him for over four decades performed his music in his honor. Actor Stephen Collins may avoid jail time. There are multiple reports out now that the 7th heaven actor will not be prosecuted for child molestation charges because of the amount of time thats passed since the alleged crime. Audio surfaced this past week in which the 67yearold confessed to three separate incidents including molesting or exposing himself to young girls back in the 1970s and 1980s. We want to take you now to New Hampshire. Take a look at this. Police were firing tear gas on a large group of people who had thrown bottles and they overturned dumpsters and a car. There are reports that as many as 12 people have been arrested there this weekend. Witnesses say this was caused by parties at Keene State College that spun out of control. Parties were being held to celebrate the annual pumpkin festival. Dozens of people here suffered minor injuries. Now lets talk about the weather. Bermuda did not experience heavy damage from hurricane gonzalo, but crews will still be busy today cleaning up trees and downed power lines. There is some damage to report. The Hurricane Center crossed over the island late friday, bringing strong winds, rain and rough surf. Considering most homeowners say the damage to their properties wasnt too bad, thats a good thing. By the way, no reports of any serious injuries. In nepal, Officials Say rescue operations have been scaled down at the trekking trail where hundreds of hikers were caught in a blizzard last week. Some helicopter flights were cut this morning because most of the trekkers who were stranded left the area. At least 38 people were killed in a series of snowstorms and avalanches during whats being called nepals worstever hiking disaster. Three battles erupted between prodemocracy protesters and riot police in hong kong early this morning. The demonstrators tried to break through metal barricades at an intersection. Police used batons and pepper spray to disperse the crowd. This comes hours after hong kongs leader offered to talk with the students at this protest on tuesday.
