Reporter her family tells me she was driving her car to get a teaching recertification at 8 00 this morning. Police say Maryland State Police cadet 18yearold reyes used his unmarked suv without lights or sirens to make a uturn in an emergency crossover. He lost control on the outer loop of the beltway. The investigation indicates he sideswiped a 2000 lincoln driven by a woman. That lincoln lost control and crashed into the jersey wall on the fault shoulder. Medics drove her to a hospital where doctors pronounced her dead. A third car was involved in the crash but none of the three people in that car got hurt. Tonight, the unanswered question, was the cadet authorized to make a turn from the inner loop to the outer loop . As a cassette, civilian employee, he does not have police authority. The victims mother says two were involved in an incident last fall, mart of a mob of teens who attacked. They say it may have been a retaliation for which her 12yearold is paying a terrible price.
