Karen williams was a proud mother of five adult children. Four grandkids at 59 years old. Tonight, her family and neighbors are heart broken she died. Investigators say a Maryland State Police cadet hit her on the beltway. She was a nice person. I always enjoyed being around her. Reporter her family tells me she was driving her car to get a teaching recertification at 8 00 this morning. Police say Maryland State Police cadet 18yearold reyes used his unmarked suv without lights or sirens to make a uturn in an emergency crossover. He lost control on the outer loop of the beltway. The investigation indicates he sideswiped a 2000 lincoln driven by a woman. That lincoln lost control and crashed into the jersey wall on the fault shoulder. Medics drove her to a hospital where doctors pronounced her dead. A third car was involved in the crash but none of the three people in that car got hurt. Tonight, the unanswered question, was the cadet authorized to make a turn from the inner loop to the outer loop . As a cassette, civilian employee, he does not have police authority. Thats where they encountered three older teens known as bullies and trouble makers in the neighborhood. They are persuasive. She said they were pushing them with their chest and they was pulling on them in a sense. Reporter after the girls in their pajamas failed to return she grew worried. Reporter the 12yearolds mother says what followed for the girls was hours of questioning at the scene and at a police station. When she came out, she was more hysterical. She was very upset. Reporter the Police Arrested two 17yearolds and a 16yearold, all three are charged as juveniles, two are felony rape. The victims mother says two were involved in an incident last fall, mart of a mob of teens who attacked. They say it may have been a retaliation for which her 12yearold is paying a terrible price.
