Three recordbreaking storms have buried the city under 5 1 2 feet of snow. The city is struggling to dig out. Schools are closed again this morning and trains and subways shut down. Bostons Logan Airport is open but dozens of flights are cancelled. Jericka duncan is in boston where most people are saying enough. Good morning to you. Reporter good morning. With this latest storm dumping 2 feet of snow, this becomes the third snowiest time in february in boston of alltime and its not over yet. Were now hearing that there is more snow on the way thursday. Bostons streets are at a standstill this morning. The city is paralyzed by this latest round of snow. The subway system is out of service today. And the buildup from twoandahalf weeks of relentless snowfall is creating a new set of problems. Im asking you to go out and get somebody to inspect your roofs. Reporter officials are concerned that roofs may buckle under the weight of the accumulation. And the boston suburb of quincy the roof of this building once used as a movie set gave way. And in rockland the top of an industrial building collapsed with seven people inside. Luckily, no one was hurt. The whole ceiling just came in like a freight train. We just ran. Reporter over the past 14 days contractor tom morel says he has received 200 phone calls from people in the boston area asking to have their rooftops shoveled. Its like boom. It just started getting crazy. Everybody is panicking right now. Reporter the city has been struggling to keep up with the consecutive storms since they began in late january. Each one dropping at least 18 inches. You shovel again and you shovel again and you shovel again and you shovel again. The city just recently announced it will now consider dumping some of this snow in Boston Harbor and to make matters worse for the crews responsible for cleanup, temperatures are expected to drop as the week continues. Since then we have had 71. 8 inches inches. This past storm had over feet and a lot of communities south of boston. Its been remarkable to see and now another storm on the way. Assistant look like a lot. But on wednesday it dives through the great lakes and there will be redevelopment, a stronger storm off the coastline here. Plowable snow is likely in a lot of eastern new england. It has a big potential if it shifts just a little farther to the west. This is one to watch for sure. Danielle we thank you. Passengers on a Us Airways Flight to houston are safe this morning after the jet landed with snow scraping the runway. The pilot of 1825 from philadelphia made the Emergency Landing last night after he could not tell if the planes nose gear would come out. Once again, 56 souls on board, 3,000 pounds of gas, and we plan on evacuating on the runway. The jet circled george bush intercontinental airport for 40 minutes before it landed. One passenger was taken to a hospital with minor injuries. Major battle over samesex marriage is unfolding in alabama this morning. It became legal there yesterday, but some judges are defying a federal order, and denying gay couples the ability to get a marriage license. Chip reid is in montgomery with the top judge behind the push to make sure samesex marriage doesnt happen. Chip, good morning. Reporter well, good morning. The situation here in alabama is being described as judicial chaos can i montgomery, they are issuing licenses to samesex couples, but in dozens of other courthouses across the state, they are refusing to do so. I want to get married today. Jaileen truner have been waiting five years to get married. Yesterday, they did it after an alabama judge issued a license. Emotionally, its been a rough ride but worth it. Reporter last month a federal judge struck down alabamas ban on samesex marriage, finding it violated the u. S. Constitutions equal protection clause. That decision took effect monday but not without judicial chaos. Its about the institution of marriage. And when that institution is destroyed, its the basic Building Block for our society. Reporter in a defiant challenge, chief Justice Roy Moore of the Alabama Supreme Court ordered the states probate judges not to issue marriage licenses. I issued this ruling because of my duty to the constitution and laws of alabama. But also because i believe that redefinition of marriage is not within the federal government. Reporter in a state where most people oppose samesex marriage, many judges cited with justice moore, leaving some license bureaus empty. In mobile Milton Persinger faced a closed window. I should already be home celebrating. But no, im sitting here wondering what in the world are these people thinking . Reporter civil rights activists say mondays battle is only the latest example of alabama resisting federal power. They compare it to 1963 when then governor George Wallace stood in the doorway at the university of alabama in opposition to federal orders to integrate alabamas schools. Moore denies there is a connection between then and now. This is not about race. This is not about recognition that all people are created equal. This is about choice. Its about redefining marriage. Reporter the u. S. Supreme court will hear arguments on the issue of samesex marriage in april, and a decision applying to the entire nation is expected sometime around the end of june. No one knows exactly what they will rule but Supreme Court Justice Clarence thomas has suggested that it appears the majority may already have made up their minds to approve of samesex marriage. Charlie . Chip, thanks. This morning, the fight against isis is stretching to afghanistan. An american drone strike a commander. The detainee recently started to recruit for isis. Afghanistan is more than 1,000 miles away from the isis base in iraq and syria. Cbs news Senior Security contributor Michael Morelle is in washington. Good morning. Reporter good morning, charlie. What does this say to you that a taliban is recruiting for isis and pledging allegiance . Charlie, one of the things that has happened over the last six months as we have conducted air strikes against isis in iraq and syria is that their brand is spreading. So there are extremist groups in egypt, in algeria, in tripoli and now in afghanistan, who now so and this is happening at a speed much greater than al qaedas brand ever spread. So what does it mean for the United States . So i think these groups which largely attacked local targets, local grievances are now going to go after more western targets. A great example happened two weeks ago in tripoli, where a group that had aligned itself with isis attacked a hotel frequented by International Businessmen and by diplomats, killed nine people including an american. So what can we do mike . What should we do . Well the only thing we can do is take the fight to these guys in iraq and syria. Because as long as theres a perception that they are winning, as long as they are doing well there, their brand is going to continue to spread because success breeds followers in this business. Michael, how quickly could troops on the ground needed how long do you think they would be needed for . So they are needed. The idea, of course is to train iraqi troops to be able to conduct this fight. You need a large number. That training is going fairly slowly at the moment. And you need probably 50, 75 100,000 troops to be able to deal with isis in both iraq and in syria. Mike what has been the affecting of air strikes, and what is the situation today on the ground . So it seems to me charlie, that isis great victory over the last six months has been the spread of their message, you know, like we just talked about and like we see in afghanistan. Our great victory in the last six months is we have stopped their blitzkrieg across iraq right . They are not gaining anymore territory. Were not taking any back. But theyre not taking anymore territory. Thank you. Michael morelle, thank you very much. A wounded man in Police Custody this morning after a wild and violent pursuit in los angeles. A car chase turned last nights rush hour into a mad house. Ben tracy reports, the suspect hit at least six cars and stole another at gunpoint in just 30 minutes. Look at this guy, making a left turn. Whoa right there. Right there. And that was only the first crash in a chaotic chase through los angeles on monday night. Reporter whoa reporter l. A. Police say the car had been stolen. Again on the wrong side of the road. You know, this is very dangerous. There we go oh reporter the man behind the wheel was more than reckless and the car he was driving paid the price. Look at this. Whoa there we go. And hes trying to continue. There is no way this car is going to keep going. Reporter by the third crash, the toyota was still moving. But not for long. And, again, look at this. Wrong side of the road. Whoa whoa okay. There we go. Reporter the suspect ditched that car and flashed a gun. Hes trying to carjack somebody, and it looks like it looks like he has a weapon. He does. Hes got a weapon. Hes got a weapon. Hes trying to carjack somebody. Reporter 22yearold elizabeth yuerowan came facetoface with the gunman. He told me to get out of the car and stopped the car. Reporter it was now getting dark and the suspect had run out of luck along the 60 freeway. He tried to steal another car, but lapd officers shot him in the middle of the road. The suspect is down. Reporter he was arrested and taken to the hospital. For cbs morning news, ben tracy, los angeles. State tax agencies around the country are on high alert this morning amid tax filings. Alabama is investigating at least 16,000 returns suspected of fraud. Utah has flagged at least 8,000. Last week minnesota temporarily stopped accepting returns using tush turbo tax. Massachusetts is scrutinizing filings from the software there. Former assistant director sean henry is in washington. President of proud Strike Services and joins us once again this morning. Sean welcome back to cbs morning news. Morning, gayle. What exactly is going on here and how concerned should taxpayers be . Yeah youve got criminal groups that recognize that people are putting a lot of Digital Information on the network. They do that because it makes life more effective and more convenient for us. But when that data is electronic like that when theyre able to gain user names and passwords to your account theyre oftentimes able to imitate who you are and steal your money and get your tax refund. What can we do about it . There is not a lot that consumers can do unfortunately. In this day and age, were all kind of forced to put our information digitally on the network. What we can do is askse organizations to make sure that theyre protecting that data. People can change their user name and password pretty regularly. They can also oftentimes store your data on a a hard drive that is separate from your standard computer, and just disconnect it from your computer when youre not using it your tax and sensitive information. We also are going to need the government to step up as they have been and try to catch some of these criminals that are operating oftentimes off our shores. So whats the earliest sign maybe somebody is tampering with yours . Unfortunately, its when you get told by the irs that your tax return has already been filed. Because once they gain your tax return, youre not able to file your own legitimate return. That time, its often too late. People need to constantly check their credit reports, theyve got to be aware and alert to unusual activity on their computer. Unfortunately, when consumers find out, its oftentimes too late. Sean, the Obama Administrations reportedly going to announce this new agency to combat cyberattackers today. Do you know anything about that and do you think it will make a difference . What theyre talking about is this Intelligence Center that cords existing centers. Today there are six centers, fbi, dhs, and others that exist and collect and corroborate information, and those organizations collaborate. But what the Obama Administration is looking to do is institute a plan thats actually been in place since about 2008 to connect those centers together. So that there is one belly button for the entire u. S. Government. Thats a good strategy. Its important, because theres so many different pieces of intelligence coming in. Ed sable was a halloffamer who never played or coached pro football. The longtime leader of the nfl films died monday. He was 98 years old. Roger goodell says sabo quote, tran formed how america watched football and all sports. The game of football has always been played like this. But it wasnt always seen like this. Not until ed sabol came along. Sabol founded nfl films in 1964 and revolutionized the way we watched football. He introduced a number of neverbeforeused techniques including microphones on players and coaches.
