Travel caps are reduced after demands of state premiers : vi

Scott Morrison has announced four-stage transition towards getting life back to normal after Covid-19 
First stage is to vaccinate everyone who wants a jab, with lockdowns and border bans used as a 'last resort' 
Second stage is to end lockdowns and allow home quarantine for vaccinated arrivals entering Australia
Third stage removes outbound travel restrictions, finally allowing overseas holidays beyond New Zealand
Fourth stage involves removing all restrictions except for testing of unvaccinated arrivals into the country
