Accurate neighborhood Weather Forecast. Good morning. Cold enough for snow, and we will see it develop this afternoon for philadelphia, the suburbs, new jersey, and delaware. Thats where the snow will start early in the afternoon and continue into the early evening hours. There will likely be an impact to the evening commute. Light accumulating snow, only one to three inches, the higher totals more likely in south jersey than in philadelphia and the sbushsz. Slippery roads and walkways, yes, all snow. The temperatures, i expect them to stay below freezing all day. So its going to be an allsnow event for our area. Zero snow this morning. Just lots of clouds and cold, too. Youll have to bundle up. The system is well to the south. Thats coming for this afternoon. 14 in the suburbs. 23 in new jersey. 25 in philadelphia. And its going to be a slow climb with mostly cloudy skies. Calm, at 7 00, 24, 28 at 10 00. Still dry this morning. The snow will be developing this afternoon, below freezing for the area. The one exception will be the jersey shore where it warms up to 36 degrees. Ill break it down neighborhood by neighborhood, each one of these forecasts, when im back in ten minutes. First, katy zachry has your first alert traffic. Hi, bill. When i saw you a few minutes ago, we were telling you about a 95 incident that was clear. Now we have something on 76. Theres construction outside 76 eastbound right where you make your way off the vine street expressway. The vine, as i showed in the last report, is clear. No construction overnight thats affecting things. Again, you might be delayed 76 eastbound at the juncture of the vine street expressway. All right. This is a crash. I have an update. In the last few minutes, its cleared. Lower pottsgrove at 422 eastbound for the ramp to Armand Hammer boulevard, that crash is off the roadway. Well take a live look at drive times for 95 in delaware. Moving through 295 and exit for 495, an 11minute drive. Pretty much the same headed southbound in that direction. Thank you. Happening today, a grand jury that has spent months looking into the culture of fraternities at Penn State University is expected to release its findings. This follows the death of a pledge from new jersey. Nbc10s Randy Gyllenhaal is live in the Digital Operations Center to preview the report thats due out later today. Reporter yeah, the District Attorney in Center County is expected to publicly announce the findings of this longawait grand jury report that will shine a spotlight on greek life and the frat culture at penn state. It was all sparked by the death of timothy piazza, a pledge at the Beta Theta Pi fraternity. He died after drinking large amounts of alcohol, falling and hitting his head during what prosecutors say was a hazing ritual. Now his own frat brothers are charged in his death. Todays grand jury report will dive into the frat culture at penn state, going into issues like hazing, excessive drinking. The Piazza Family has long pushed for sweeping reforms of greek life saying they want to prevent other hazing deaths and injuries on college campuses. What happened throughout the night was careless disregard for human life. They basically treated our son as roadkill and a rag doll. Reporter penn state has banned that fraternity and began more education into hazing and drinking. The piazzas say more needs to be done. Today the family attorney, thomas cline, will speak publicly in philadelphia, reacting to the findings of the report and will giving the familys reaction. Now to an update on a developing story weve been following since wednesday evening. A man is now charged with hitting a st. Josephs University Student with his car. Mel giddings was drunk when he hit the student in front of the campus on city avenue. Medics rushed her to the hospital where she remains in critical condition. Police arrested giddings on aggravated assault and dui charges. Well head to the Lehigh Valley. Authorities say a body found stuffed in a basement bin is a woman whos been missing for more than two years. The North Hampton coroner confirmed jamie metzgers body was discovered in this house in williams township last week. Police are still investigating. Police in philadelphia are asking for your help to find a man accused of burglarizing homes in center city. Police released video of the thief. Hes accused of stealing microwaves, generators, bicycles, and other items from homes on climber and south 15th streets. Investigators say he struck at least five times between november 24th and 30th. If you recognize this man, give the police a call. Today nearly 100 recruits will graduate from the Philadelphia Police academy. A Graduation Ceremony will be held at the Temple University Performing Arts Center in north philadelphia later on this morning. Most of the graduates will join the Philadelphia Police force. Others will join the temple and septa police departments. It is a very big day for one of the areas largest organizations battling Food Insecurity. Fill abundance is hosting the annual Toyota Tundra food drive. A convoy will haul in thousands of pounds of food destined for homes in philadelphia. Fill abundance says one in eight families are experiencing Food Insecurity across the county. In philadelphia, the number jumps to one in five or 20 of all families. If youre headed westbound, youre fine. If youre headed eastbound, there is an issue especially if youre going between Spring Garden and the exit for the vine street expressway. There is construction thats closing 76 eastbound between Spring Garden street and the vine street expressway. That should clear in the next 20 to 25 minutes. It becomes more likely as the afternoon progresses. In fact, 4 30 this afternoon, a steady, light snow in new jersey, spreading into philadelphia and showers in delaware, too. Thats at 4 30. This evening, 8 00, off shore, dry. Maybe a remaining shower in the Lehigh Valley and berks county, but thats it. There is snow on the way, but you wont see it this morning. Republicans in congress say the proposed tax package would be a windfall for the middle class. A wellknown philadelphia Business Owner says the plan is designed to make the rich even richer. The ceo of la colombe coffee owners says its the financial joke lawmakers are crafting that has him concerned. Supporters say the tax plan will spur growth. Carmichael, a democrat, tells us his business with hundreds of employees at dozens of cafes around the country is doing just fine without it. New this morning, stolen guns and stolen lives. Since this summer, the nbc10 investigators have been uncovering new perspectives on gun violence in our community. Now Investigative Reporter George Spencer is revealing the plague of stolen firearms. And heres a preview of his stories which youll see starting at 4 00 today here on nbc10. The kind of violence that you never get over. A nightmare. Reporter julie patel is the mother of two stolen sons. Both joshua and steven killed by gunfire, both, she says, the victims of firearms stolen from their rightful owners. My worst fear to lose one child let alone two. Reporter the number of stolen guns has jumped sharply in recent years. Many are later found at crime scenes. Its at an epidemic proportion now. Reporter the scope of the epidemic is nearly impossible to pin down. So the nbc10 investigators embarked on a nationwide search to quantify few the problem. Well take you state by state and county by county. We begin in atlantic county. Police are looking for a man they believe was trying to set their station on fire. Surveillance video from Galloway Township shows the suspect walking up to the front entrance of the Police Station on tuesday night and throwing something toward the lobby. Investigators say he tried to light whatever was in his hand, but it never ignited. Today in burlington county, two brothers in marlton will continue a holiday tradition by sending a truck full of donated toys to the Childrens Hospital of philadelphia. Its the third annual holtons heroes toy drive, named for the boys cousin who suffered a traumatic brain joiinjury as an infant. Students will help load the truck this morning. In mercer county, the new Jersey State Police have a new trooper, 3yearold benjamin graham, whos battling pediatric neuroblast oma. Yesterday benjamin was sworn in. He got an honorary trooper badge and showed off his own state police uniform. The evening commute likely impacted with slippery roads. Were going to see light accumulating snow develop early. Continuing into the early evening hours. One to three inches will lead to slippery roads and walkways later and shoveling later on, as well. Cold tonight. If you dont shovel, it stays put into the weekend. Wilmington is dry. The system thats coming our way is still to the south. As it moves in, snow showers will develop in the area and accumulate, too. By 2 30 this afternoon, not a lot of snow by then. Just about a quarter inch in philadelphia and a half inch in the suburbs from pottstown. Just moving in during the evening, early afternoon hours to new jersey and delaware. By 4 30 in the afternoon, just over an inch in philadelphia. Inch and a half in wilmington. Early this evening, the snow will come to an end. Thats when well see the more moderate showers take shape in new jersey. Egg harbor could get close to two inches, 2. 5 for voorheis and vineland. Thats this afternoon and early evening. Temperatures below freezing for the entire area, the exception at the shore. We will see it stick and stay put for tomorrow. 26 on saturday.
