Guwahati, Feb 23 (IANS) In a significant development ahead of the Assembly elections in Assam, 1,040 militants belonging to five extremist outfits led by wanted terrorist leader Ingti Kathar Songbijit surrendered on Tuesday at a ceremony here in the presence of Assam Chief Minister Sarbananda Sonowal.
