This morning some regional counties are now officially under a mandatory stay-at-home order. The counties impacted: Butte, Colusa, Plumas, Yuba and Sutter, and the rest of the greater Sacramento region. What does that mean? Indoor dining, indoor recreational facilities – such as gyms, hair salons and barbershops, and movie theatres all must close. The Butte County Elections Clerk, Candance Grubbs, says workers found a sealed box of 500 uncounted ballots outside of Chico State's Bell Memorial Union. All the ballots had been deposited before the Nov. 3 deadline. Grubbs expects the only contest that could possibly be impacted is Chico Measure E – a charter amendment.
