State System approves university mergers


Staffing cuts as a result of merging six state universities, including California University of Pennsylvania, into two are expected to be “relatively small” and mostly involve management positions, the chancellor of the state System of Higher Education said Wednesday.
Chancellor Daniel Greenstein made that clear after the state system held a special meeting to approve the mergers, sending the plan into the public comment phase for 60 days.
“Not everyone will be pleased with everything,” Cindy Shapira, chairwoman of the state system board of governors, said while opening the 8:30 a.m. virtual meeting.
Cal U. is expected to be the main campus when it merges with Edinboro and Clarion under a Western Pennsylvania school that has yet to be named. The other mergers involve Bloomsburg, Lock Haven and Mansfield. ....

HARRISBURG, Pa. (AP) The board of the Pennsylvania State System of Higher Education voted Wednesday to advance a plan to merge six of its 14 universities into two new institutions, as the system struggles with sinking enrollment and stagnant state aid.
The nearly unanimous vote from the board of governors launches a 60-day public comment period. A final vote could be scheduled for July, with implementation in time for the 2022-23 school year.
“This is not approving plans as is, board chair Cindy Shapiro said at the close of the two-hour online meeting. This is saying, We are at a point where we can continue to move forward, not go back to the drawing board, unless somehow out of public comment that appears to be the best solution. ” ....

HARRISBURG, Pa. (AP) — The Pennsylvania State System of Higher Education estimates it can save millions of dollars by merging six of its 14 universities into two new institutions, according to more than 400 pages of planning documents released Monday, two days before a vote on the plan, The Philadelphia Inquirer reported.
A vote from the board of governors on whether to proceed with the plan is expected Wednesday and starts a 60-day public comment period. A final vote would be scheduled for July, with implementation in 2022.
The system has worked on the plans since October under Chancellor Dan Greenstein, who has warned that some of the system’s schools are not sustainable without radical change in the face of sinking enrollment, rising student debt and a lagging commitment of public tax dollars. ....
