KSP Conducts Death Investigation in Martin County

Kentucky State Police Pikeville Post received a call on Tuesday March 2, 2021 just before 12:00 pm where the caller advised a possible deceased female had been located.
KSP troopers and detectives responded to the area. The initial investigation indicated April Brewer, 40 years old of Lovely, was located deceased along River Front Road. The area where Brewer was located had previously been submerged due to recent flooding in the area. Brewer’s body was sent to the State Medical Examiner’s Office for an autopsy. The cause of death is still under investigation. No foul play is suspected.

Christian Appalachian Project Activates Disaster Relief to Aid People Impacted by Flooding
Safety and wellbeing of the communities served by CAP is top priority
Christian Appalachian Project’s (CAP) Disaster Relief has worked to address a variety of weather-related emergencies in Eastern Kentucky. Flooding throughout Central and Eastern Kentucky over a 24-hour period has left communities dealing with another crisis.
“Staff and volunteers partnered with the community to set up a warming shelter two weeks ago after an ice storm hit the area and were in the process of cleaning up debris when the floods happened,” said Robyn Renner, CAP’s director of Disaster Relief. “The community was trying to recover from the first storm. Our program has learned to be flexible to meet the needs of the community as they arise.”

Gov. Beshear Updates Kentuckians on COVID-19, Record Flooding

On Tuesday, Gov. Andy Beshear updated Kentuckians on the state’s emergency response after record flooding over the weekend.
“What we have seen is some of the worst rain in Western Kentucky in parts of Calloway County, to parts of cities underwater in Eastern Kentucky. So many of our people are struggling right now,” said Gov. Beshear. “We have the National Guard out in force working with numerous local officials who are providing great leadership.”
Kentucky Division of Emergency Management Director Michael Dossett said 49 cities and counties have declared states of emergency.
“We have reached out to the Federal Emergency Management Agency (FEMA) and asked FEMA Region 4 to send their lead investigator to the state of Kentucky to look at the homes that were damaged and those that have been inundated,” said Director Dossett. “This is truly a record-breaking event. The water is still high, and this is not over.”

Kentucky State Police Charge Pike Co. Man With Child Sexual Exploitation Offenses

The Kentucky State Police Electronic Crime Branch arrested Bill Daniel Combs, 36, on charges related to child sexual abuse material.
Combs was arrested as the result of an undercover Internet Crimes Against Children (ICAC) investigation. The KSP Electronic Crime Branch began the investigation after discovering the suspect communicating with a juvenile online.
The investigation resulted in an interview at a shelter in Pikeville on March 2, 2021. Equipment used to facilitate the crime was seized and taken to KSP’s forensic laboratory for examination. The investigation is ongoing.
Combs is currently charged with two counts of possessing matter portraying a minor in a sexual performance, and one count of prohibited use of an electronic communication system to procure a minor (Class-D felonies punishable by one to five years in prison). Combs was lodged in the Pike County Detention Center.

Gov. Beshear Announces More Than $300,000 Grant for Breathitt County Museum Board

Today, Gov. Andy Beshear announced a grant totaling $305,986 from the Appalachian Regional Commission (ARC) for the Breathitt County Museum Board. The board will use the funds to transform their historic former jail building into a tourist destination in downtown Jackson.
The board will convert the site to a low-cost, one-stop shop for local artisans and entrepreneurs to sell arts and crafts and encourage visitors to participate in the local economy.
“Congratulations to the Breathitt County Museum Board on this award,” said Gov. Beshear. “This project will help build a stronger economic foundation, drawing on Appalachia’s unique heritage to create real opportunity in Breathitt County. We are grateful for the community leaders that made this project possible because it will help us build the stronger Eastern Kentucky we’ve always imagined.”
