It’s possible – important, even – to recognize that both tenants and landlords are under severe stress as the Covid-19 pandemic throws Americans out of work, depriving tenants of rent money and landlords the income they need to pay their own bills.
But the relationship is unequal, and when landlords use nefarious and illegal means to force tenants out, the law needs to step in. At least as important, Washington needs to step in while the pandemic rages to ensure that a crisis of homelessness doesn’t sweep the country.
Tenant advocates say that, despite a Covid-inspired moratorium on evictions, landlords are changing locks or making conditions unlivable.
