The HCL-Foxconn joint venture is in “advanced-level talks” with Tamil Nadu and Telangana to set up its recently announced semiconductor assembly and testing unit, people in the know of the development told ET. Though Karnataka was also in the running, these people said the JV is likely to prefer Tamil Nadu or Telangana for setting up the unit, “attracted by better incentive structures” offered by them.

Some industry executives, however, said Tamil Nadu could end up bagging the project as Foxconn has “ample presence” in the state. Foxconn makes iPhones for Apple at its facility in Sriperumbudur near Chennai.

Tn Semiconductor Sector: Chris Miller, author of Chip War, a recent bestseller on the geopolitics around the semiconductor sector, believes that while Tamil Nadu, Karnataka and Gujarat are all early movers , TN’s new policy with a strong focus on chip design will work well for it.

Tamil Nadu: The state, which is a hub for electronics manufacturing, saw large investments from firms like Tata Electronics which committed to invest INR 12,080 crore for mobile phone assembly operations as well as Taiwanese giant Pegatron which said it would be investing up to INR 1,000 crore to expand production.
