Tale of two cities. We have high schools that for the last 20 years have won the academic decathlon, and others that are dropout factories. Unfortunately that is determined by zip code. The poor communities where 98 of the kids are in poverty are somehow not giving the same level of certified teachers and books and support they need in those schools.
