PHILADELPHIA (CBS) — Philadelphia’s top doctor is promising changes amid a scathing report detailing the city’s controversial and failed partnership with Philly Fighting COVID. An investigation led by the inspector general revealed the city disregarded warning signs.
The 17-page report shows the Philadelphia Health Department ignored red flags about Philly Fighting COVID, specifically unprofessional behavior from its 22-year-old CEO, and complaints about the group. On top of that, the report shows the city never looked into it.

What to Know
A 16-page report from Philadelphia's Inspector General found that the city's health department failed to exercise due diligence and ignored numerous red flags while working with Philly Fighting COVID.
The report also found that Health Commissioner Dr. Thomas Farley did not violate any laws during the city's partnership with the group.
In a response to the report, Mayor Jim Kenney said he believed the Inspector General’s findings “accurately reflect the mistakes that were made.” He also said he fully accepted the recommendations.

The health department failed to properly vet Philly Fighting COVID before allowing the nascent group to run the city’s first mass vaccination clinic in early January, despite documented warning signs, according to initial results from an ongoing Office of the Inspector General investigation.
